TRANSPORT DEPARTMENT NOTICE SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS ON HONG KONG ISLAND AND KOWLOON FOR NATIONAL DAY CELEBRATION EVENTS ON 1 OCTOBER 2009 Notice is hereby given that special traffi c and transport arrangements will be implemented on (iii) Tonnochy Road between Hennessy Road and Lockhart Road. Thursday, 1 October 2009 to facilitate the following events: Central Area (i) Flag raising ceremony at Golden Bauhinia Square cum National Day Reception at Hong Kong Edinburgh Place East will be closed to all vehicular traffi c (except vehicles leaving from City Convention and Exhibition Centre Phase II; and Hall Car Park and Central Barracks). (ii) National Day Fireworks Display at Victoria Harbour. (c) From about 7.00 pm I. FLAG RAISING CEREMONY CUM NATIONAL DAY RECEPTION Peak Area The following special traffi c and transport arrangements will be implemented in the vicinity of the Hong Kong Convention and Exhibition Centre Phase II: Road Closures The following roads will be closed to all vehicular traffi c: A. Road closures (see Figure 1) (i) The uphill section of Stubbs Road beyond the Stubbs Road roundabout (only restricted to all goods vehicles with gross vehicle weight over 5.5 tonnes); The following roads will be closed to all vehicular traffi c from 6.30 am to 11.00 am: (ii) Peak Road northbound beyond the car park entrance at the Peak Galleria (except local (i) Expo Drive, Expo Drive Central and Expo Drive East (except authorized vehicles); and residents' vehicles); (ii) Convention Avenue eastbound between Expo Drive and Expo Drive East. (iii) Lugard Road (except with permits); (iv) Harlech Road (except with permits); B. Public transport arrangements (v) Mount Austin Road (except for local residents' vehicles); (vi) Barker Road (except for local residents' vehicles); and (i) The bus terminus and taxi stand at Expo Drive East will be suspended from 12.01 am to (vii) Laybys along Stubbs Road between Peak Road and Stubbs Road roundabout, and along 11.00 am. During the period of suspension, Citybus (CTB) routes 25A, 25C, and Cross Magazine Gap Road between Peak Road and May Road. Harbour (XHT) route 961 will terminate at Wan Chai Ferry Pier Bus Terminus; (ii) The cross harbour taxi stand on Harbour Road westbound between Harbour Drive and Central Area Fleming Road will be suspended from 7.00 am to 11.00 am; and (iii) The taxi stand at Wan Chai Ferry Concourse will be suspended from 6.30 am to 11.00 am. Road Closures The following roads will be closed to all vehicular traffi c: C. Suspension of parking spaces (i) Chung Kong Road between Shun Tak Centre and Rumsey Street; (ii) Man Kwong Street; The coach metered parking spaces at Expo Drive East will be suspended from 10.00 pm on 30 (iii) Man Chiu Street; September 2009 to 11.00 am on 1 October 2009. (iv) Man Fai Street; (v) Man Yiu Street between Man Kwong Street and Man Cheung Street; II. NATIONAL DAY FIREWORKS DISPLAY (vi) Rumsey Street fl yover extension leading to Man Po Street; (vii) Finance Street; ROAD CLOSURES AND TRAFFIC ARRANGEMENTS (viii) Edinburgh Place; (ix) Star Ferry Concourse; and HONG KONG ISLAND (x) Loading and unloading area outside Central Ferry Piers 7, 8 and 9. A. Road Closures (see Figure 2) and Traffi c Arrangements (d) The following road closures and associated traffi c arrangements will be implemented at short notice by the Police if necessary : The following road closures and traffic arrangements will be implemented from the time specifi ed below until the crowd disperses and road closures are uplifted: (i) Gloucester Road service road between Percival Street and Canal Road West will be closed to all vehicular traffi c; (a) From about 4.00 pm (ii) Vehicles on Gloucester Road westbound will be prohibited from entering Gloucester Road service road at its junction with O'Brien Road; and Central Area (iii) Percival Street southbound between Gloucester Road service road and Lockhart Road may be closed. Vehicles on Jaffe Road eastbound will be diverted via Canal Road West onto Road Closure Gloucester Road service road. The slip road outside Lower Peak Tram Station (i.e. the slip road leading from Garden Road to World Wild Fund Hong Kong Offi ce) will be closed to all vehicular traffi c (except franchised (e) From about 7.30 pm buses and taxis). Road Closures (b) From about 6.30 pm The following roads will be closed to all vehicular traffi c: (i) Harbour Road westbound between Fleming Road and Fenwick Street; and Wan Chai North (ii) Fenwick Street southbound between Harbour Road and Gloucester Road. Road Closures (f) From about 7.45 pm The following roads will be closed to all vehicular traffi c: Tonnochy Road fl yover and Tonnochy Road between Gloucester Road and Harbour Road will (i) Lung Wui Road; be closed to all vehicular traffi c. (ii) Tim Wa Avenue (except PLA vehicles); (iii) Tim Mei Avenue; (g) From about 7.55 pm (fi ve minutes prior to fi reworks display) (iv) Performing Arts Avenue; (v) Fenwick Pier Street; Eastern District (During the fi reworks display) (vi) Lung King Street; Except franchised buses, traffi c on Island Eastern Corridor ("IEC") westbound between Victoria (vii) Fenwick Street northbound between Gloucester Road and Harbour Road; Park Road and Man Hong Street will be held. (xiii) Fleming Road north of Gloucester Road (the northbound carriageway between Gloucester Road and Harbour Road will remain open to traffi c until about 7.30 pm and the southbound (h) From about 8.08 pm carriageway between Gloucester Road and Harbour Road will remain open to traffi c until about 7.45 pm); Road Closures (xiv) Fleming Road fl yover; The following roads will be closed to all vehicular traffi c: (xv) Tonnochy Road between Hung Hing Road and Harbour Road; (i) Fleming Road between Gloucester Road and Hennessy Road; (xvi) Marsh Road between Gloucester Road and Hung Hing Road; (ii) Lockhart Road between Percival Street and Luard Road; (xvii) Hung Hing Road; (iii) Jaffe Road between Percival Street and Luard Road; (xviii) Hung Hing Road fl yover; (iv) O'Brien Road; (xix) Wan Shing Street; (v) Steward Road; (xx) Wan Ying Street; (vi) Tonnochy Road between Gloucester Road and Lockhart Road; (xxi) Marsh Road fl yover; and (vii) Marsh Road between Gloucester Road and Lockhart Road; (xxii) The access road at Victoria Park Road eastbound leading to Causeway Bay Promenade. (viii) Canal Road West between Gloucester Road and Hennessy Road; and (ix) Canal Road East between Gloucester Road and Hennessy Road. Wan Chai South B. Suspension of parking spaces, metered parking spaces and motorcycle parking spaces Road Closures The following roads will be closed to all vehicular traffi c: (a) All on-street metered parking spaces and motorcycle parking spaces at the slip road outside (i) Percival Street northbound between Jaffe Road and Gloucester Road service road may be Lower Peak Tram Station will be suspended from 4.00 pm to 10.00 pm. closed.
