Special Traffic and Transport Arrangements on Island and for Opening Ceremony of the Hong Kong 2009 East Asian Games on 5 December 2009

Notice is hereby given that the following special traffic and transport arrangements will be implemented on 5 December 2009 (Saturday), to facilitate Opening Ceremony of the Hong Kong 2009 East Asian Games.

I. ROAD CLOSURES AND TRAFFIC ARRANGEMENTS

HONG KONG ISLAND (Figures 1, 2 and 3)

A. ROAD CLOSURES AND TRAFFIC DIVERSIONS

The following road closures and traffic diversions will be implemented from the time specified below until the crowd disperses and road closures are lifted :

(a) From about 5.00 pm

CENTRAL AREA

Road Closure

The slip road outside the Lower Station (i.e. the slip road leading from Garden Road to World Wide Fund for Nature) will be closed to all vehicular traffic (except for buses and taxis).

(b) From about 7.00 pm

CENTRAL AREA

Road Closures

The following sections of roads will be closed to all vehicular traffic :

(i) East (except for vehicles leaving City Hall Carpark and Central Barracks); (ii) Chung Kong Road between Shun Tak Centre and Rumsey Street; (iii) Man Kwong Street (including the loading and unloading area outside Central Ferry Piers No. 7, 8 and 9); (iv) Man Chiu Street; (v) Man Fai Street; (vi) Man Yiu Street between Man Kwong Street and Man Cheung Street; (vii) Rumsey Street flyover extension leading to Man Po Street; (viii) Rumsey Street between Central and Chung Kong Road; (ix) Finance Street; and (x) Edinburgh Place.

WAN CHAI NORTH

Road Closures

The following sections of roads will be closed to all vehicular traffic :

(i) Lung Wui Road; (ii) Tim Wa Avenue (except for People’s Liberation Army (PLA) vehicles); (iii) ; (iv) Performing Arts Avenue; (v) Street (including Fenwick Pier Street flyover); (vi) Lung King Street; (vii) Fenwick Street northbound between Gloucester Road and ; (viii) Expo Drive; (ix) Expo Drive Central; (x) Expo Drive East; (xi) Convention Avenue; (xii) Harbour Road (the westbound carriageway between Fleming Road and Fenwick Street will remain open to traffic until 8.45 pm; and the westbound carriageway between Tonnochy Road and Fleming Road will remain open to traffic until 9.00 pm); (xiii) Harbour Drive; (xiv) Fleming Road northbound between Harbour Road and Convention Avenue; (xv) Fleming Road flyover; (xvi) Tonnochy Road between Hung Hing Road and Harbour Road; (xvii) Marsh Road between Gloucester Road and Hung Hing Road; (xviii) Hung Hing Road; (xix) Hung Hing Road flyover; (xx) Wan Shing Street; (xxi) Wan Ying Street; (xxii) Marsh Road flyover; and (xxiii) The access road at Victoria Park Road eastbound leading to Promenade.

WAN CHAI SOUTH

Road Closures and Traffic Diversions

(i) Marsh Road between and will be closed to all vehicular traffic; (ii) Tonnochy Road between Hennessy Road and Lockhart Road will be closed to all vehicular traffic; and (iii) Percival Street northbound between and Gloucester Road service road and vehicles on Jaffe Road eastbound will be diverted to turn right onto Percival Street southbound, depending on actual traffic and crowd condition.

PEAK AREA

Road Closures

The following sections of roads will be closed to all vehicular traffic :

(i) Peak Road northbound beyond the carpark entrance at (except for local residents’ vehicles); (ii) Lugard Road (except for local residents’ vehicles); (iii) Harlech Road (except for local residents’ vehicles); (iv) Mount Austin Road (except for local residents’ vehicles); (v) Barker Road (except for local residents’ vehicles); (vi) Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout, and along Magazine Gap Road between Peak Road and May Road; and (vii) All goods vehicles with gross vehicle weight over 5.5 tonnes will be prohibited from entering uphill section of Stubbs Road beyond the Stubbs Road roundabout.

(c) From about 7.55 pm

ISLAND EASTERN CORRIDOR

Road Closures and Traffic Diversions

(i) westbound between Man Hong Street and Victoria Park Road will be closed intermittently to all vehicular traffic (except for franchised buses). Affected vehicles will be diverted onto Man Hong Street; (ii) Slip roads leading to Island Eastern Corridor westbound from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic (except for franchised buses); and (iii) Subject to prevailing traffic condition, vehicles on Victoria Park Road eastbound will be prohibited from entering Island Eastern Corridor eastbound and slip road leading to Island Eastern Corridor eastbound from Hing Fat Street may be closed to all vehicular traffic (except for franchised buses).

(d) From about 8.45 pm

WAN CHAI NORTH

Road Closures

The following sections of roads will be closed to all vehicular traffic :

(i) Fleming Road northbound between Gloucester Road and Harbour Road; (ii) Harbour Road westbound between Fleming Road and Fenwick Street; (iii) Fenwick Street southbound between Harbour Road and Gloucester Road; (iv) Tonnochy Road flyover; (v) Tonnochy Road northbound between Gloucester Road and Harbour Road; (vi) Harbour Road westbound between Tonnochy Road and Fleming Road; and (vii) Fleming Road southbound between Harbour Road and Gloucester Road.

3 (e) The following road closures and associated traffic arrangements will be implemented with short notice by the Police if necessary :

WAN CHAI SOUTH

(i) Gloucester Road service road between Percival Street and Canal Road West will be closed to all vehicular traffic; (ii) Vehicles on Gloucester Road westbound will be prohibited from entering Gloucester Road service road at its junction with O’Brien Road; and (iii) Percival Street southbound between Gloucester Road service road and Lockhart Road may be closed to all vehicular traffic. Vehicles on Jaffe Road eastbound will be diverted via Canal Road West onto Gloucester Road service road.

(f) From about 9.15 pm

WAN CHAI SOUTH

Road Closures

The following sections of roads will be closed to all vehicular traffic :

(i) Fleming Road between Gloucester Road and Hennessy Road; (ii) Lockhart Road between Percival Street and Luard Road; (iii) Jaffe Road between Percival Street and Luard Road; (iv) O’Brien Road; (v) Steward Road; (vi) Tonnochy Road between Gloucester Road and Lockhart Road; (vii) Marsh Road between Gloucester Road and Lockhart Road; (viii) Canal Road West between Gloucester Road and Hennessy Road; and (ix) Canal Road East between Gloucester Road and Hennessy Road.

B. SUSPENSION OF PARKING SPACES

(a) All on-street metered parking spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 3.00 pm to 11.00 pm.

(b) The parking spaces (including disabled parking spaces) at the following locations will be suspended from 5.30 pm to 11.00 pm :

(i) Edinburgh Place; (ii) Gloucester Road service road; (iii) Stewart Road between Jaffe Road and Gloucester Road service road; (iv) The northern kerbside lane of Jaffe Road between Fleming Road and Stewart Road; (v) Marsh Road between Hennessy Road and Lockhart Road; (vi) Jaffe Road between Percival Street and Canal Road East; (vii) Lung King Street; (viii) Hung Hing Road; (ix) Expo Drive East; (x) Lockhart Road between Percival Street and Luard Road; (xi) Canal Road East; and (xii) Tonnochy Road.

C. RESTRICTIONS ON ACCESS TO / EXIT FROM CARPARKS AND HOTELS ON CLOSED ROADS

During the period of road closures, vehicular access to and from all carparks within the affected areas will be banned. Motorists wishing to park their vehicles in these carparks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the carparks until lifting of road closures.

The carparks on Gloucester Road service road westbound between Paterson Street and Percival Street will be closed by the Police at short notice if necessary.

D. SUSPENSION OF TAXI STANDS

The taxi stands at the following locations will be suspended from the time specified below :

(a) From about 5.00 pm

Slip road outside the Lower Peak Tram Station (a temporary taxi stand will be designated at the lay-by on Garden Road outside Lower Peak Tram Station)

(b) From about 7.00 pm

(i) Expo Drive East; (ii) Tim Mei Avenue; (iii) Harbour Road; (iv) Wanchai Ferry Pier concourse; (v) Outside Central Ferry Piers No. 6, 7 & 8; (vi) Man Kwong Street; (vii) Edinburgh Place; (viii) Jaffe Road between Percival Street and Canal Road East; (ix) Lockhart Road near O’Brien Road; (x) Lockhart Road before its junction with Marsh Road; (xi) Stewart Road; and (xii) Tonnochy Road.

E. SUSPENSION OF STANDS

(a) The public light bus (PLB) stand at Lockhart Road near Canal Road West will be suspended from 9.15 pm to 11.00 pm.

(b) The green minibus (GMB) stands at the following locations will be suspended from 9.15 pm to 11.00 pm :

(i) Lockhart Road; (ii) Jaffe Road; and (iii) Stewart Road.

5 KOWLOON (Figure 4)

A. ROAD CLOSURES AND TRAFFIC DIVERSIONS

The following road closures and traffic diversions will be implemented from the time specified below until the crowd disperses and road closures are lifted :

(a) From about 5.00 pm

TSIM SHA TSUI

Road Closures

The following sections of roads will be closed to all vehicular traffic (except for vehicles with labels issued by 2009 East Asian Games (Hong Kong) Limited) :

(i) Bus Terminus; (ii) Salisbury Road westbound between Kowloon Park Drive and Canton Road; (iii) The leftmost lane of Salisbury Road westbound between the entrance of Hong Kong Culture Centre pick-up/drop-off lay-by and Kowloon Park Drive (including the pick-up/drop-off lay-by); and (iv) The unnamed access road between Austin Road West and West Kowloon Waterfront Promenade.

Traffic Diversion

Vehicles on Salisbury Road westbound will be diverted to Kowloon Park Drive northbound.

(b) From about 6.00 pm

Road Closures

The following sections of roads will be closed to all vehicular traffic (except for vehicles with labels issued by 2009 East Asian Games (Hong Kong) Limited) :

(i) Bypass westbound starting from its junction with Hung Hom Road; (ii) Hung Hom Bypass southbound starting from its junction with Metropolis Drive; (iii) Hung Hom Bypass eastbound starting from its junction with Mody Lane; (iv) Salisbury Road westbound between Hung Hom Bypass and Chatham Road South; (v) U-turn slip road outside Nikko Hotel from Salisbury Road eastbound to Salisbury Road westbound; (vi) Salisbury Elevated Road southbound; (vii) Hong Wan Path; (viii) Mody Lane; (ix) Austin Road West between Wui Man Road and Nga Cheung Road; (x) Nga Cheung Road flyover between podium level private road (north) of Kowloon Station and its exit on Austin Road West; (xi) Lin Cheung Road between Wui Cheung Road and Austin Road West; (xii) Nga Cheung Road between ground level Station Perimeter Road (south) and Austin Road West.

Traffic Diversions

(i) Vehicles on Salisbury Road eastbound will be prohibited from turning left onto Mody Lane northbound; (ii) Vehicles on Mody Road will be prohibited from turning onto Mody Lane southbound; (iii) Vehicles on Salisbury Road eastbound outside Nikko Hotel will be prohibited from turning right onto Salisbury Road westbound; (iv) Vehicles on Hung Hom Road southbound will be diverted to the roundabout at Cheong Tung Road South; (v) Vehicles on Princess Margaret Road Link southbound will be prohibited from turning onto Hung Hom Bypass southbound; (vi) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto Hung Hom Bypass southbound; (vii) Vehicles on Austin Road West westbound will be diverted to turn right onto Wui Man Road; (viii) Vehicles on Wui Man Road southbound will be diverted to turn left onto Austin Road West eastbound; (ix) Vehicles on Lin Cheung Road southbound will be diverted to turn left onto Wui Cheung Road eastbound; (x) Vehicles on Wui Cheung Road westbound will be diverted to turn right onto Lin Cheung Road northbound; (xi) Vehicles on Nga Cheung Road southbound will be diverted to turn left onto Station Perimeter Road (South); (xii) Vehicles on Station Perimeter Road (South) westbound will be diverted to turn right onto Nga Cheung Road northbound; (xiii) Vehicles on Nga Cheung Road flyover southbound will be diverted to turn left onto podium level private road (north) of Kowloon Station; and (xiv) Vehicles on podium level private road (south) of Kowloon Station westbound will be diverted to turn right onto Nga Cheung Road flyover northbound.

(c) From about 7.00 pm

Road Closures

The following sections of roads will be closed to all vehicular traffic (except for vehicles with labels issued by 2009 East Asian Games (Hong Kong) Limited) :

(i) Canton Road between Kowloon Park Drive and Salisbury Road; (ii) Kowloon Park Drive; (iii) Ashley Road; (iv) Hankow Road; (v) Lock Road; (vi) Nathan Road northbound between Bowring Street and Salisbury Road; (vii) Nathan Road southbound between Granville Road and Salisbury Road; (viii) Carnarvon Road between Granville Road and Nathan Road; (ix) Bristol Avenue; (x) Hanoi Road; (xi) Hart Avenue; (xii) Minden Row; (xiii) Blenheim Avenue; (xiv) Middle Road;

7 (xv) Chatham Road South northbound between Granville Road and Salisbury Road; (xvi) Chatham Road South southbound between Mody Road and Salisbury Road; (xvii) Science Museum Path; (xviii) Granville Road between Chatham Road South and Science Museum Road; (xix) Granville Square; (xx) Hau Fook Street; (xxi) Cameron Lane; (xxii) Cameron Road; (xxiii) Prat Avenue; (xxiv) Humphreys Avenue; (xxv) Mody Road between Chatham Road South and Nathan Road; (xxvi) Mody Road westbound between Science Museum Road and Chatham Road South; (xxvii) Minden Avenue; (xxviii) Salisbury Road eastbound between Canton Road and Science Museum Road; (xxix) Salisbury Road westbound between Chatham Road South and Kowloon Park Drive; (xxx) Peking Road; and (xxxi) Haiphong Road.

Traffic Diversions

(i) Granville Road east of Chatham Road South will be re-routed to one way eastbound and restricted for franchised bus and public light bus only; (ii) Vehicles on Canton Road southbound will be allowed to enter the Hong Kong City terminus or diverted to make an U-turn onto Canton Road northbound at its junction with Kowloon Park Drive; (iii) Vehicles on Kowloon Park Drive northbound will be prohibited from turning left onto Canton Road southbound; (iv) Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound; (v) Granville Road between Nathan Road and Carnarvon Road will be re-routed to one way eastbound; (vi) Vehicles on Carnarvon Road northbound will be prohibited from turning left onto Kimberley Road westbound; (vii) Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound; (viii) Vehicles on Chatham Road South southbound will be diverted onto Mody Road eastbound; (ix) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road; and (x) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path.

(d) From about 9.15 pm

Road Closures

The following sections of roads will be closed to all vehicular traffic (except for vehicles with labels issued by 2009 East Asian Games (Hong Kong) Limited) :

(i) Wui Man Road; (ii) Austin Road West between Wui Man Road and Canton Road;

8 (iii) Nathan Road northbound between Jordan Road and Bowring Street; (iv) Nathan Road southbound between Jordan Road and Granville Road; (v) Bowring Street between Pilkem Street and Nathan Road; (vi) Pine Tree Hill Road; (vii) Hillwood Road; (viii) Kimberley Road; (ix) Kimberley Street; (x) Granville Road between Nathan Road and Chatham Road South; (xi) Carnarvon Road between Kimberley Road and Granville Road; (xii) Shun Yee Street; (xiii) Granville Circuit; (xiv) Chatham Road South northbound between Granville Road and Observatory Road; (xv) Chatham Road South southbound between Cheong Wan Road and Mody Road, (except for franchised buses and green minibuses); (xvi) Mody Road eastbound between Chatham Road South and Science Museum Road; (xvii) Mody Square; and (xviii) Salisbury Road southbound between Hong Chong Road and Science Museum Road.

Traffic Diversions

(i) Vehicles on Nathan Road southbound will be diverted onto Jordan Road westbound; (ii) Vehicles on Jordan Road westbound will be prohibited from turning left onto Nathan Road southbound; (iii) Vehicles on Austin Road westbound will be diverted to turn onto Canton Road; (iv) Vehicles on Canton Road northbound will be prohibited from turning left onto Austin Road West westbound; (v) Vehicles on Austin Road westbound and Cox’s Road southbound will be prohibited from turning onto Pine Tree Hill Road; (vi) Vehicles on Chatham Road South southbound will be diverted onto Austin Road or Cheong Wan Road; (vii) Vehicles on Cheong Wan Road westbound will be prohibited from turning left onto Chatham Road South southbound; (viii) Vehicles on Pilkem Street northbound will be prohibited from turning right onto Bowring Street eastbound; (ix) Vehicles on Bowring Street eastbound will be diverted to turn left onto Pilkem Steet northbound; and (x) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road.

B. SUSPENSION OF PARKING SPACES

All on-street parking spaces in the Tsim Sha Tsui area south of Austin Road, Cheong Wan Road, the West Kowloon Waterfront Promenade and the Waterfront Promenade in Yau Ma Tei will be suspended from 2.00 pm on 5 December to 1.00 am on 6 December 2009.

9 C. RESTRICTIONS ON ACCESS TO / EXIT FROM CARPARKS AND HOTELS ON CLOSED ROADS

(a) Hotel Access

Vehicular access to and from hotels within the affected areas will not be allowed during the period of road closure. Vehicles bearing hotel logos will be allowed to set down passengers at the following locations:

(i) Kowloon Park Drive/Peking Road (before 7.00 pm); and (ii) Chatham Road South/Mody Road (before 9.15 pm).

(b) Carpark Access

During the period of road closures, vehicular access to and from all carparks within the affected areas will be banned. Motorists wishing to park their vehicles in these carparks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the carparks until lifting of road closures.

II. PUBLIC TRANSPORT SERVICE ARRANGEMENTS

A. Mass Transit Railway (MTR) Service

Train services will be strengthened during the time specified below:

(a) From 7.00 pm to 11.00 pm

Tung Chung Line (for the section between Hong Kong and Tsing Yi) will be strengthened to 5-minute headway.

(b) From 8.00 pm to 11.00 pm

(i) Island Line, Line and will be strengthened to 3- minute headway; (ii) ( - Po Lam) will be strengthened to 4-minute headway; and (iii) Tseung Kwan O Line (Tiu Keng Leng - LOHAS Park) will be strengthened to 12-minute headway.

(c) From 8.30 pm to 11.00 pm

West Rail Line will be strengthened to 4-minute headway.

B. Service

Subject to passenger demand, the tram service may be strengthened.

C. Peak Tram Service

The peak tram service may be strengthened to 8-minute headway subject to passenger demand.

10 D. Central to Mid-Levels Escalator and Walkway System

The service of Central to Mid-levels Escalator and Walkway System on 5 December 2009 will be extended to 2.00 am on 6 December 2009.

E. Bus Service

HONG KONG ISLAND

(a) Suspension of Service

The service of New World First Bus (NWFB) Route No. 46X will be suspended from 6.00 pm.

(b) Suspension and Relocation of Bus Termini

The following bus termini will be suspended / relocated from the time specified below :

From about 7.00 pm until road closures are lifted

(i) Expo Drive East Bus Terminus; (ii) Wan Chai Ferry Pier Bus Terminus; (iii) Central Ferry Piers Bus Terminus; and (iv) Edinburgh Place Bus Terminus.

During the period of suspension of bus terminus, the following bus routes will terminate at the locations specified below :

Routes To terminate at Citybus (CTB) 7, 11, 12 and 780 - Central () Public Cross Harbour Route (XHT) 307 Transport Interchange (PTI)

NWFB 13 and 15C - Connaught Road Central outside

NWFB 15, 25 and 91 - Exchange Square Bus Terminus

CTB 25A and 25C - Hennessy Road eastbound near O’Brien Road

CTB 40 and 40M - eastbound outside XHT 905, 960 and 961 Southorn Playground

XHT 603 - Connaught Road Central westbound near Gilman Street

11 (c) Suspension of Bus Stops

The following bus stops will be suspended at the time specified below :

(i) From about 7.00 pm in phases until crowd disperses and road closures are lifted All bus stops affected by road closures will be suspended.

(ii) In case of closure of Gloucester Road service road by the Police The bus stops on Gloucester Road service road west of Cannon Street will be suspended.

(d) Bus Route Diversion

The following bus route diversions will be implemented at the time specified below :

(i) From about 7.00 pm :

CTB 5X To Causeway Bay via Connaught Road West, Connaught (Whitfield Road) Road Central, Man Kat Street, Man Cheung Street and Man Yiu Street.

CTB 7 To Central via Connaught Road Central, Man Cheung Street and Central (Hong Kong Station) PTI.

To Southern via Man Cheung Street and Man Yiu District Street.

Motorists are advised that strict enforcements will be taken by the Police, including multiple ticketing and towing of vehicles found illegally parked within the precinct of the special traffic arrangements specified above, without prior notice.

Motorists should pay particular attention to the traffic control and road closure arrangements, and unless really necessary, are advised not to drive to the affected/congested areas, in particular Tsim Sha Tsui, Central and Wan Chai. Motorists should exercise tolerance and patience in case of traffic congestion, follow instructions of the Police and watch out for the latest traffic news through the media.

Members of the public are advised to plan their itineraries early and allow more travelling time to cater for unexpected delay.

Passengers of bus and other public transport services are advised to watch out the arrangements of route diversions and truncation, service cancellation and reduction, as well as relocation of stops. Notices will also be displayed by public transport operators to advise passengers of the above temporary public transport arrangements.

30 Residents and ferry passengers of outlying islands should pay particular attention to the flyers distributed by the Transport Department, and the notices at ferry piers to obtain the information on the cancelled sailings, the departure times of the last sailing before harbour closure and the departure times of the first sailing after harbour re- opening on 5 December 2009. They are also advised to plan their itineraries in advance and allow ample time for travelling.

Members of public who will attend the wedding ceremonies in Tsim Sha Tsui, Central and Wan Chai should pay particular attention to the traffic control and road closure arrangements, plan the itineraries in advance and allow ample time for travelling.

Taxi and public light bus drivers travelling to Wan Chai North for LPG refilling are advised to take note of the traffic control and road closure arrangements to be implemented in the area.

Depending on the prevailing circumstances, other ad-hoc traffic control measures and public transport arrangements, including further closures of roads and footbridges, traffic diversions, alterations and suspension of public transport services, may be adopted by the Police with short notice. The Transport Department would like to appeal to the public for their understanding and support for all the arrangements made as well as cooperation with the frontline police officers on site.
