Transport Department Notice Transport Department Notice Special Traffic and Transport Arrangements on Hong Kong Island and Kowloon for Opening Ceremony of the Hong Kong 2009 East Asian Games on 5 December 2009 Notice is hereby given that the following special traffic and transport arrangements will be implemented on 5 December 2009 (Saturday), to facilitate Opening Ceremony of the Hong Kong 2009 East Asian Games. I. ROAD CLOSURES AND TRAFFIC ARRANGEMENTS HONG KONG ISLAND (Figures 1, 2 and 3) A. ROAD CLOSURES AND TRAFFIC DIVERSIONS The following road closures and traffic diversions will be implemented from the time specified below until the crowd disperses and road closures are lifted : (a) From about 5.00 pm CENTRAL AREA Road Closure The slip road outside the Lower Peak Tram Station (i.e. the slip road leading from Garden Road to World Wide Fund for Nature) will be closed to all vehicular traffic (except for buses and taxis). (b) From about 7.00 pm CENTRAL AREA Road Closures The following sections of roads will be closed to all vehicular traffic : (i) Edinburgh Place East (except for vehicles leaving City Hall Carpark and Central Barracks); (ii) Chung Kong Road between Shun Tak Centre and Rumsey Street; (iii) Man Kwong Street (including the loading and unloading area outside Central Ferry Piers No. 7, 8 and 9); (iv) Man Chiu Street; (v) Man Fai Street; (vi) Man Yiu Street between Man Kwong Street and Man Cheung Street; (vii) Rumsey Street flyover extension leading to Man Po Street; (viii) Rumsey Street between Connaught Road Central and Chung Kong Road; (ix) Finance Street; and (x) Edinburgh Place. WAN CHAI NORTH Road Closures The following sections of roads will be closed to all vehicular traffic : (i) Lung Wui Road; (ii) Tim Wa Avenue (except for People’s Liberation Army (PLA) vehicles); (iii) Tim Mei Avenue; (iv) Performing Arts Avenue; (v) Fenwick Pier Street (including Fenwick Pier Street flyover); (vi) Lung King Street; (vii) Fenwick Street northbound between Gloucester Road and Harbour Road; (viii) Expo Drive; (ix) Expo Drive Central; (x) Expo Drive East; (xi) Convention Avenue; (xii) Harbour Road (the westbound carriageway between Fleming Road and Fenwick Street will remain open to traffic until 8.45 pm; and the westbound carriageway between Tonnochy Road and Fleming Road will remain open to traffic until 9.00 pm); (xiii) Harbour Drive; (xiv) Fleming Road northbound between Harbour Road and Convention Avenue; (xv) Fleming Road flyover; (xvi) Tonnochy Road between Hung Hing Road and Harbour Road; (xvii) Marsh Road between Gloucester Road and Hung Hing Road; (xviii) Hung Hing Road; (xix) Hung Hing Road flyover; (xx) Wan Shing Street; (xxi) Wan Ying Street; (xxii) Marsh Road flyover; and (xxiii) The access road at Victoria Park Road eastbound leading to Causeway Bay Promenade. WAN CHAI SOUTH Road Closures and Traffic Diversions (i) Marsh Road between Hennessy Road and Lockhart Road will be closed to all vehicular traffic; (ii) Tonnochy Road between Hennessy Road and Lockhart Road will be closed to all vehicular traffic; and (iii) Percival Street northbound between Jaffe Road and Gloucester Road service road and vehicles on Jaffe Road eastbound will be diverted to turn right onto Percival Street southbound, depending on actual traffic and crowd condition. 2 PEAK AREA Road Closures The following sections of roads will be closed to all vehicular traffic : (i) Peak Road northbound beyond the carpark entrance at the Peak Galleria (except for local residents’ vehicles); (ii) Lugard Road (except for local residents’ vehicles); (iii) Harlech Road (except for local residents’ vehicles); (iv) Mount Austin Road (except for local residents’ vehicles); (v) Barker Road (except for local residents’ vehicles); (vi) Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout, and along Magazine Gap Road between Peak Road and May Road; and (vii) All goods vehicles with gross vehicle weight over 5.5 tonnes will be prohibited from entering uphill section of Stubbs Road beyond the Stubbs Road roundabout. (c) From about 7.55 pm ISLAND EASTERN CORRIDOR Road Closures and Traffic Diversions (i) Island Eastern Corridor westbound between Man Hong Street and Victoria Park Road will be closed intermittently to all vehicular traffic (except for franchised buses). Affected vehicles will be diverted onto Man Hong Street; (ii) Slip roads leading to Island Eastern Corridor westbound from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic (except for franchised buses); and (iii) Subject to prevailing traffic condition, vehicles on Victoria Park Road eastbound will be prohibited from entering Island Eastern Corridor eastbound and slip road leading to Island Eastern Corridor eastbound from Hing Fat Street may be closed to all vehicular traffic (except for franchised buses). (d) From about 8.45 pm WAN CHAI NORTH Road Closures The following sections of roads will be closed to all vehicular traffic : (i) Fleming Road northbound between Gloucester Road and Harbour Road; (ii) Harbour Road westbound between Fleming Road and Fenwick Street; (iii) Fenwick Street southbound between Harbour Road and Gloucester Road; (iv) Tonnochy Road flyover; (v) Tonnochy Road northbound between Gloucester Road and Harbour Road; (vi) Harbour Road westbound between Tonnochy Road and Fleming Road; and (vii) Fleming Road southbound between Harbour Road and Gloucester Road. 3 (e) The following road closures and associated traffic arrangements will be implemented with short notice by the Police if necessary : WAN CHAI SOUTH (i) Gloucester Road service road between Percival Street and Canal Road West will be closed to all vehicular traffic; (ii) Vehicles on Gloucester Road westbound will be prohibited from entering Gloucester Road service road at its junction with O’Brien Road; and (iii) Percival Street southbound between Gloucester Road service road and Lockhart Road may be closed to all vehicular traffic. Vehicles on Jaffe Road eastbound will be diverted via Canal Road West onto Gloucester Road service road. (f) From about 9.15 pm WAN CHAI SOUTH Road Closures The following sections of roads will be closed to all vehicular traffic : (i) Fleming Road between Gloucester Road and Hennessy Road; (ii) Lockhart Road between Percival Street and Luard Road; (iii) Jaffe Road between Percival Street and Luard Road; (iv) O’Brien Road; (v) Steward Road; (vi) Tonnochy Road between Gloucester Road and Lockhart Road; (vii) Marsh Road between Gloucester Road and Lockhart Road; (viii) Canal Road West between Gloucester Road and Hennessy Road; and (ix) Canal Road East between Gloucester Road and Hennessy Road. B. SUSPENSION OF PARKING SPACES (a) All on-street metered parking spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 3.00 pm to 11.00 pm. (b) The parking spaces (including disabled parking spaces) at the following locations will be suspended from 5.30 pm to 11.00 pm : (i) Edinburgh Place; (ii) Gloucester Road service road; (iii) Stewart Road between Jaffe Road and Gloucester Road service road; (iv) The northern kerbside lane of Jaffe Road between Fleming Road and Stewart Road; (v) Marsh Road between Hennessy Road and Lockhart Road; (vi) Jaffe Road between Percival Street and Canal Road East; (vii) Lung King Street; (viii) Hung Hing Road; (ix) Expo Drive East; (x) Lockhart Road between Percival Street and Luard Road; (xi) Canal Road East; and (xii) Tonnochy Road. 4 C. RESTRICTIONS ON ACCESS TO / EXIT FROM CARPARKS AND HOTELS ON CLOSED ROADS During the period of road closures, vehicular access to and from all carparks within the affected areas will be banned. Motorists wishing to park their vehicles in these carparks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the carparks until lifting of road closures. The carparks on Gloucester Road service road westbound between Paterson Street and Percival Street will be closed by the Police at short notice if necessary. D. SUSPENSION OF TAXI STANDS The taxi stands at the following locations will be suspended from the time specified below : (a) From about 5.00 pm Slip road outside the Lower Peak Tram Station (a temporary taxi stand will be designated at the lay-by on Garden Road outside Lower Peak Tram Station) (b) From about 7.00 pm (i) Expo Drive East; (ii) Tim Mei Avenue; (iii) Harbour Road; (iv) Wanchai Ferry Pier concourse; (v) Outside Central Ferry Piers No. 6, 7 & 8; (vi) Man Kwong Street; (vii) Edinburgh Place; (viii) Jaffe Road between Percival Street and Canal Road East; (ix) Lockhart Road near O’Brien Road; (x) Lockhart Road before its junction with Marsh Road; (xi) Stewart Road; and (xii) Tonnochy Road. E. SUSPENSION OF PUBLIC LIGHT BUS STANDS (a) The public light bus (PLB) stand at Lockhart Road near Canal Road West will be suspended from 9.15 pm to 11.00 pm. (b) The green minibus (GMB) stands at the following locations will be suspended from 9.15 pm to 11.00 pm : (i) Lockhart Road; (ii) Jaffe Road; and (iii) Stewart Road. 5 KOWLOON (Figure 4) A. ROAD CLOSURES AND TRAFFIC DIVERSIONS The following road closures and traffic diversions will be implemented from the time specified below until the crowd disperses and road closures are lifted : (a) From about 5.00 pm TSIM SHA TSUI Road Closures The following sections of roads will be closed to all vehicular traffic (except for vehicles with labels issued by 2009 East Asian Games (Hong Kong) Limited) : (i) Tsim Sha Tsui Star Ferry Bus Terminus; (ii) Salisbury Road westbound between Kowloon Park Drive and Canton Road; (iii) The leftmost lane of Salisbury Road westbound between the entrance of Hong Kong Culture Centre pick-up/drop-off lay-by and Kowloon Park Drive (including the pick-up/drop-off lay-by); and (iv) The unnamed access road between Austin Road West and West Kowloon Waterfront Promenade.

The WPI team surveyed 16 waterfront districts, four in-depth, assessing their walkability using a tool created by the research team and conducted preference surveys to understand the perceptions of Hong Kong pedestrians. Because pedestrians value the shortest, safest, least-crowded, and easiest to navigate routes, this study found that confusing routes, unsafe or indirect connections, and a lack of amenities detract from the walkability in Hong Kong.
