												  Language, Culture, and National IdentityLanguage, Culture, and National Identity BY ERIC HOBSBAWM LANGUAGE, culture, and national identity is the ·title of my pa per, but its central subject is the situation of languages in cul tures, written or spoken languages still being the main medium of these. More specifically, my subject is "multiculturalism" in sofar as this depends on language. "Nations" come into it, since in the states in which we all live political decisions about how and where languages are used for public purposes (for example, in schools) are crucial. And these states are today commonly iden tified with "nations" as in the term United Nations. This is a dan gerous confusion. So let me begin with a few words about it. Since there are hardly any colonies left, practically all of us today live in independent and sovereign states. With the rarest exceptions, even exiles and refugees live in states, though not their own. It is fairly easy to get agreement about what constitutes such a state, at any rate the modern model of it, which has become the template for all new independent political entities since the late eighteenth century. It is a territory, preferably coherent and demarcated by frontier lines from its neighbors, within which all citizens without exception come under the exclusive rule of the territorial government and the rules under which it operates. Against this there is no appeal, except by authoritarian of that government; for even the superiority of European Community law over national law was established only by the decision of the constituent SOCIAL RESEARCH, Vol.

The languages are at the same time innovative and archaic, and are of great interest for areal-typological research. This study investigates grammatical gender in a 12-language sample in the area from an areal-typological perspective. The results show some intriguing features, including unexpected loss of gender, languages that have developed a gender system based on the semantic category of animacy, and languages where this animacy distinction is present parallel to the inherited gender system based on a masculine/feminine distinction found in many Indo-Aryan languages. 												  Dialects, Standards, and Vernaculars1 Dialects, Standards, and Vernaculars Most of us have had the experience of sitting in a public place and eavesdropping on conversations taking place around the United States. We pretend to be preoccupied, but we can’t seem to help listening. And we form impressions of speakers based not only on the topic of conversation, but on how people are discussing it. In fact, there’s a good chance that the most critical part of our impression comes from how people talk rather than what they are talking about. We judge people’s regional background, social stat us, ethnicity, and a host of other social and personal traits based simply on the kind of language they are using. We may have similar kinds of reactions in telephone conversations, as we try to associate a set of characteristics with an unidentified speaker in order to make claims such as, “It sounds like a salesperson of some type” or “It sounds like the auto mechanic.” In fact, it is surprising how little conversation it takes to draw conclusions about a speaker’s background – a sentence, a phrase, or even a word is often enough to trigger a regional, social, or ethnic classification. Video: What an accent does Assessments of a complex set of social characteristics and personality traits based on language differences are as inevitable as the kinds of judgments we make when we find out where people live, what their occupations are, where they went to school, and who their friends are. Language differences, in fact, may serve as the single most reliable indicator of social position in our society.

A Comparative Phonetic Study of the Circassian Languages1 AYLA APPLEBAUM and MATTHEW GORDON University of California, Santa Barbara Introduction This paper presents results of a phonetic study of Circassian languages. Three phonetic properties were targeted for investigation: voice-onset time for stop consonants, spectral properties of the coronal fricatives, and formant values for vowels. Circassian is a branch of the Northwest Caucasian language family, which also includes Abhaz-Abaza and Ubykh. Circassian is divided into two dialectal subgroups: West Circassian (commonly known as Adyghe), and East Circassian (also known as Kabardian). The West Circassian subgroup includes Temirgoy, Abzekh, Hatkoy, Shapsugh, and Bzhedugh. East Circassian comprises Kabardian and Besleney. The Circassian languages are indigenous to the area between the Caspian and Black Seas but, since the Russian invasion of the Caucasus region in the middle of the 19th century, the majority of Circassians now live in diaspora communities, most prevalently in Turkey but also in smaller outposts throughout the Middle East and the United States.

It explains what constitutes a valid family, what amount and kinds of documentary data are sufficient, when a language is considered extinct, and more. It is hoped that the survey will be useful in setting priorities for documenta- tion fieldwork, in particular for those documentation efforts whose underlying goal is to understand linguistic diversity. 1. InTroducTIon. There are several legitimate reasons for pursuing language documen- tation (cf. Krauss 2007 for a fuller discussion).1 Perhaps the most important reason is for the benefit of the speaker community itself (see Voort 2007 for some clear examples). Another reason is that it contributes to linguistic theory: if we understand the limits and distribution of diversity of the world’s languages, we can formulate and provide evidence for statements about the nature of language (Brenzinger 2007; Hyman 2003; Evans 2009; Harrison 2007). From the latter perspective, it is especially interesting to document lan- guages that are the most divergent from ones that are well-documented—in other words, those that belong to unrelated families. I have conducted a survey of the documentation of the language families of the world, and in this paper, I will list the least-documented ones.

Introduction A stunning result of linguistic research in the 19th century was the recognition that some languages show correspondences of form that cannot be due to chance convergences, to borrowing among the languages involved, or to universal characteristics of human language, and that such correspondences therefore can only be the result of the languages in question having sprung from a common source language in the past. Such languages are said to be “related” (more specifically, “genetically related”, though “genetic” here does not have any connection to the term referring to a biological genetic relationship) and to belong to a “language family”. It can therefore be convenient to model such linguistic genetic relationships via a “family tree”, showing the genealogy of the languages claimed to be related. For example, in the model below, all the languages B through I in the tree are related as members of the same family; if they were not related, they would not all descend from the same original language A. In such a schema, A is the “proto-language”, the starting point for the family, and B, C, and D are “offspring” (often referred to as “daughter languages”); B, C, and D are thus “siblings” (often referred to as “sister languages”), and each represents a separate “branch” of the family tree. B and C, in turn, are starting points for other offspring languages, E, F, and G, and H and I, respectively. Thus B stands in the same relationship to E, F, and G as A does to B, C, and D.

The writing was carried out in a process made of virtual, as well as physical meetings, and facilitated by the use of Google Docs. By using this tool it was possible to follow each other’s creative process and give thorough feedback in order to improve the project. The workload was continuously discussed and adjusted throughout the writing-process and we both gained a deep knowledge of the contents of the text.

Other Representation of Flemish and Walloon Elites between 1840 and 1860 Dave Sinardet & Vincent Scheltiens University of Antwerp / Free University of Brussels Paper prepared for 'Belgium: The State of the Federation' Louvain-La-Neuve, 17/10/2013 First draft All comments more than welcome! 1 Abstract In the Belgian political debate, regional and national identities are often presented as opposites, particularly by sub-state nationalist actors. Especially Flemish nationalists consider the Belgian state as artificial and obsolete and clearly support Flemish nation-building as a project directed against a Belgian federalist project. Walloon or francophone nationalism has not been very strong in recent years, but in the past Walloon regionalism has also directed itself against the Belgian state, amongst other things accused of aggravating Walloon economic decline. Despite this deep-seated antagonism between Belgian and Flemish/Walloon nation-building projects its roots are much shorter than most observers believe. Belgium’s artificial character – the grand narrative and underpinning legitimation of both substate nationalisms - has been vehemently contested in the past, not only by the French-speaking elites but especially by the Flemish movement in the period that it started up the construction of its national identity. Basing ourselves methodologically on the assumption that the construction of collective and national identities is as much a result of positive self-representation (identification) as of negative other- representation (alterification), moreover two ideas that are conceptually indissolubly related, we compare in this interdisciplinary contribution the mutual other representations of the Flemish and Walloon movements in mid-nineteenth century Belgium, when the Flemish-Walloon antagonism appeared on the surface.
