Yet its opacity has hindered academic research. We use open sources to construct unique new data on the backgrounds, careers, and post-retirement activities of post-1971 Corps Commanders and Directors-General of Inter-Services Intelligence. We provide evidence of bureaucratic predictability and professionalism while officers are in service. After retirement, we show little involvement in electoral politics but extensive involvement in military-linked corporations, state employment, and other positions of influence. This combination provides Pakistan’s military with an unusual blend of professional discipline internally and political power externally - even when not directly holding power. Data was collected for the daily closing stock prices of KMI-30 and KSE-30 for a period of 10 years (2010 to 2019). Twelve major terrorist events were selected from the South Asian Terrorism Portal (SATP) creating negative outcomes (deaths, injuries and other damages). Event study method was applied through estimation windows for Pre-Event, Event and Post-Event. Results indicate that the majority of the events have a significant impact on KSE-30 and KMI-30. More specifically the findings suggested that, Suicide attack on political offices, Attack on the Jamia masjid Madina, Twin suicide assaults at Parachinar, Assault on Army Public School, Paris, France bombing at bar, restaurant, theater and stadium, Self- destruction bombarding in Belgium, Suicide bombarding at Quetta’s Civil Hospital, Attack on Shrine of Lal Shahbaz and Attack on the political rally of the Balochistan Awami Party has significant effect on both markets.

This was the first democratic transition from one elected civilian government to another in Pakistan’s modern history – and recognised as such by the EU, which fielded an EOM led by Chief Observer Michael Gahler MEP; Richard Howitt MEP had led, at the time, the EP Delegation which was part of the overall observation team. The 2012 talks had focused on the steps taken by Islamabad in rule of law and good governance issues, which had helped the country successfully apply for the EU’s special incentive arrangement for sustainable development and good governance – or, more colloquially, the GSP+ scheme, in effect since 1.1.2014. This arrangement, which was examined by the EP Plenary in December 2013, entails enhanced trade preferences, i.e. the full removal of tariffs on essentially the same products as those covered by GSP. MEPs had thus welcomed the ratification of all the major human rights conventions directly linked to the scheme, as well as the lifting of a series of reservations on many of those, such as the ICCPR or the CAT.
