3.4 Inaddition,theMonitoringOfficerhasadvisedAssemblyMemberstocontinuetoapplythetestthat waspreviouslyappliedtohelpdeterminewhetherapecuniary/prejudicialinterestwasarising- namely,thatMembersrelyonareasonableestimationofwhetheramemberofthepublic,with knowledgeoftherelevantfacts,could,withjustification,regardthematterassosignificantthatit wouldbelikelytoprejudicetheMember’sjudgementofthepublicinterest.

3.5 Membersshouldthenexercisetheirjudgementastowhetherornot,inviewoftheirinterestsand theinterestsofothersclosetothem,theyshouldparticipateinanygivendiscussionsand/or decisionsbusinessofwithinandbytheGLA.ItremainstheresponsibilityofindividualMembersto makefurtherdeclarationsabouttheiractualorapparentinterestsatformalmeetingsnotingalso thataMember’sfailuretodiscloserelevantinterest(s)hasbecomeapotentialcriminaloffence.

IntermsofmaintainingthevolunteeringmomentumfromtheOlympicGames,wehavecontinuedtousethe servicesofthe2012volunteersthroughourTeamLondonprogrammesspecifically,initiallyforthe VisitorWelcome.Wehad800TeamLondonvolunteersworkingacrossLondonin11keysitestowelcome volunteers,tosupportthem,togivetheminformationandhugelypopular,fantasticresultsfromallthesurveys Page 11 thatwedidwiththetouristsandpeoplewhowereinterviewedsubsequently.Thenwealsoprovidedover 1,000volunteersforover30majorsportingandculturaleventsacrossthecitythroughthesummer,sowe thinkthatthatisagainmaintainingthatOlympicstory,soweareverypleasedwiththat. OneimportantpointIthinktomention,aspartofourvolunteersfortheeventsprogramme,weworkedwith manyoftheorganisationstoencouragethem-andmostofthemdidactuallydothis-totake10%ofyoung unemployedpeopleaspartoftheirvolunteernumbers.Thiswasawaytobringyoungpeopleinto volunteering,togivethemtheexperienceofvolunteering,tobuildtheirconfidence,toshowthattheycan arriveontime,thattheycanbefriendly,theycanworkwithotherpeopleandsoon.Thisisallpartofthe storythatwehavetotellabouttheimportanceofencouragingthisnewgenerationofvolunteers.Thatwas thevolunteeringmomentumfromtheOlympicGames. IntermsofusingtheprofileoftheOlympicGamestoinspireanewgenerationofyoungvolunteers,wehave justannouncedthefundingforourmajorSchoolsProgramme.Thatis,wethink,averyimportantpartofthe TeamLondonprogrammebecausewhatitisdoingisinspiringthenextgeneration.Weareworkingwitha partnerorganisationcalledFreetheChildrenUKtooffervolunteeringprogrammesinallLondonschools.We haveatargetofreaching400schoolsbytheendofyearone,1,000schoolsbytheendofyeartwoandas manyotherschoolsaswouldliketojointheprogrammebytheendofyearthree.Thatwasactuallylaunched atCityHalllastweekandIthinkwasagreatsuccess.Over100schoolsalreadyhavesigneduptobepartof thatandFreetheChildrenUKissettingupaswespeaktheplanstogointoschools,sothatisunderway. Onthefourtharea,supportingimpactvolunteeringinthecommunity,thatiswellunderway.Wehadasmall grantsprogrammeof£100,000whichwasgiventotenorganisationswhomwebelieveweredeliveringimpact volunteeringandparticularlyusingnewwaysandnewtechnologytoencourageyoungandnewvolunteers.So thosearesomenumbersforyoutogiveasenseofwhatwehavebeendoing. 3. Background 3.1 TheCommitteereceivesregularupdatesonprogressonGLAGroupsharedservicesandcollaborative procurement.Thispaperrepresentsthelatestsuchupdate. 4. GLAGroup 4.1 SincetheCommittee’slastconsiderationofsharedservicesatitsmeetingon21May2013the MayorhasissuedSupplementaryBudgetGuidance.Relevantextractsofthisguidanceareattached as AppendixA .ThisguidancesetsoutnewGroup-wideproceduresforcollaborativeprocurement anddetailsofrevisedpropertysavingstobedelivered. 4.2 AttheCommittee’slastmeetingdetailedscheduleswerepresentedwhichsetoutthesharedservices andcollaborativeprocurementarrangementsthatareinplaceorareduetobeinplaceacrossthe Group.Setoutat AppendixB isanupdatedversionofthisschedulehighlightinginboldthe changesfromthepreviousreport. 4.3 Thelistisfocusedonthosetechnicalandsupportserviceactivitiesanddoesnotforexampleinclude frontlineservicessuchasthoseprovidedbytheMetropolitanPoliceService(MPS)tolocal authoritiesforadditionalpolicingservicesandsecurityservicesatthePalaceofWestminster. Theactivitieshavebeengroupedunderfiveheadingsinordertoreflectthedifferentapproaches thatarebeingusedtoshareandcollaborate,asfollows: • Functionaldelegations(egGLAtoTfLprocurement); • Statutoryarrangements(egLPFAadministeringpensionschemeforGLA); • Managementandco-location(egTfLcommitteeservicestoGLA); • Contractual,voluntaryandotherarrangements(egaccommodationforMOPAC);and • Collaborativeprocurement(eguseofframeworkagreements,sharedcontracts). 5. GLA-MOPACSharedHRservice 5.1 AtthisCommittee’smeetingof21May2013itwasnotedtheproposedHRSharedServicehadbeen postponeduntilautumn2013pendingtheStage2transfersubmissiontotheHomeSecretary.This submissiontookplaceinmid-September2013;thesharedHRService,basedontheproposalagreed lastspring,remainsviableunderthetransferproposalswhichdonotresultinalargenumberofMPS employeestransferringintoMOPAC. 5.2 WorkcontinuedoverthesummertopreparefortheHRSharedServiceonthebasisofthispotential outcome.AsenvisagedinthereporttotheCommitteeon21May2013GLAHRhassuccessfully supportedpeakworkloadinMOPACinrelationtoamajorrecruitmentcampaignandtheprovision ofemployeerelationsadvicewhichwerebeyondthecapacityofMOPACHRtoresourceinthat period.Thissupporthashelpeddemonstratehowthesharedservicewilloperateinpracticeand provedtobeveryeffective. 5.3 ThemodelfortheHRsharedserviceisasreportedinMay2013.Transactionalserviceswillbe providedbyGLA(withtheexceptionofpayrollwhichwillcontinuetobesharedwiththeMPS).The arrangementsforthesharedservicehavetakenfullaccountofhowthestrategicrolewilllinktothe

serviceprovidedbyGLAHR,ensuringwherestrategymovesintoservicedeliverythiswillbe undertakenbytheGLAteam. 5.4 MOPACwillemployaSeniorODpostwhichwillleadonarangeofinterfaceswiththeMPS, includingnewworkforceinitiativesandtheethicscommittee.ItisanticipatedthatMOPACwillonly needlimitedstrategicHRadviceasaresultofthesizeoftheorganisationandtherecent restructure.Anyadvicecanbepurchasedthroughthesharedservicerelationshipasrequired. 5.5 ItisthereforeproposedthattheGLAHRteamprovideHRservicestoMOPACwitheffectfrom1 December2013.TheHRservicewillincluderecruitment,HRadministration,employee relations/policyadvice,workforcereporting/analysis.Thesupplyofagencyworkers,however,will continuetobeundertheMPScontract(mainlyforreasonsconnectedtovetting)though administeredbyGLAHR;howeveraccesstoGLAsuppliersforsomeoftheserequirementsisstill beingexplored. 5.6 TherearecurrentlythreepostsundertakingHRworkatMOPAC.Itisproposedthattwoposts undertakingthecurrentworkwilltransfer(equivalenttoGLAGrade8andGrade5).MOPACwill retainapostundertakingwiderworkonorganisationaldevelopmentincludingworkwiththeMPS. TheGLAwill,withMOPAC,assesstheworkrequirementsoverthenextsixmonthsanddetermine thelongertermresourcingrequirements.MOPACiscurrentlyinaperiodofsignificantchangewhich makesthelongtermHRresourcingrequirementsdifficulttoassess. 5.7 Thefollowingpostsareproposedtobecreated: HRAdvisor–Grade8 HRAssistant-Grade5. 6. LegalImplications 6.1 Undersection401AoftheGLAAct1999,MOPACcanenterintoarrangementswiththeGLAforthe provisionofadministrative,professionalortechnicalservicesbytheGLAtoMOPAC,whetherfor considerationorotherwise.Theprofessionalservicesofthetypedescribedfallwithinthatpower. ThemayormustconsultwiththeLondonAssemblybeforeenteringintoanysucharrangement involvingtheGLA;thisrolehasbeendelegatedtotheAssembly'sGLAOversightCommittee.

6.2 Thestandardsharedservicesdocumentationwillcoverissuessuchaspaymentsfortheservicestobe provided,andreviewandterminationarrangementsandliabilities.

6.3 TheproposedarrangementisconsistentwiththeGLA’spublicprocurementobligationsunderEU procurementdirectives.TheEuropeanCourtofJusticehasruledthatpublicbodiessuchastheGLA andMOPACcanenterintoco-operativearrangementsinthepublicinterest,whereoneprovides servicestotheotheronanotforprofitbasis.Insuchcircumstances,theEUpublicprocurement rulesarenottriggered.Accordingly,theproposedarrangementsmaybeviewedasconsistentwith Europeanprocurementlaw. 7. FinancialImplications GLAGroup 7.1 ThepropertysavingstobedeliveredacrosstheGroupby31March2016aresetoutatAppendixA. 3.3 AtthemeetingofthethenBusinessManagementandAppointmentsCommittee(BMAC)heldon 9February2005,itwasagreedthat,ifduringtheyearacommitteemodifieditsapprovedwork programmeand/ornumberofmeetingsinresponsetotopicalevents,andanadhocextrameeting wascalledfor,thatwouldbepermittedifthemembersofthecommitteeconcernedagreed;iftwo ormoremembersofthatcommitteedidnotagreetoaproposalforanextrameeting,thematter wouldbereferredtoBMAC–nowtheGLAOversightCommittee-fordetermination(notingthat

detailedrecommendationsinNovember.TheCommitteewillcontinuetomonitortheMet’sprogress inimplementingitsnewtechnologystrategyoverthecomingmonthsandyears. 3.2 InJuly,theBudgetMonitoringSub-Committeereviewedthe Mayor’sprogresstowardsmeeting histargettobuild55,000affordablehomes byMarch2015.TheCommitteequestionedGLA officersonhowtheGLAmetthe2012-13annualtargetforaffordablehousingcompletions,and whyperformanceslowedinthefirstquarterof2013-14.Followingthemeeting,theCommittee wrotetorequestthattheGLAprovidesmoredetailonthetypesofaffordablehousingbeingbuiltin London,suchasthenumberofbedroomsineachhouse.TheGLAhasactedonthisrequest,andthe informationisnowpublishedontheGLAwebsite. 1 3.3 InJuly,theBudgetandPerformanceCommitteeexaminedtheGLA’sfirst SocialImpactBond (SIB),setuptohelpreduceroughsleeping.SIBsareaveryrecentdevelopment,andthiswasthe firsttimeaSIBhadbeensubjecttopublicscrutinyinthisway.SIBsareanewapproachtofinancing front-lineservices,andinvolveup-frontinvestmentfromindividualsandorganisationsthatmay generateafinancialreturndependingonperformanceagainstarangeofmeasures.TheSIBis ultimatelyfundedwithupto£5millionoverthreeyearsfromtheDepartmentforCommunitiesand LocalGovernment;itislikelythatmorefundingofthisscaleforanyactivitywillbecontingenton takingaSIBapproachoverthecomingyears. 3.4 On9May2013,theGovernmentannouncedthatithadappointedNeilKinghan,aformersenior civilservant,astheindependentreviewerofthe Riot(Damages)Act .TheChairoftheBudgetand PerformanceCommitteewrotetoMrKinghanonbehalfoftheCommitteetowelcomethereviewof theAct,whichtheCommitteehadcalledforinitsreport, Pickingupthepieces ,publishedinOctober 2012.On3July2013,theChairandOfficersmetwithMrKinghantodiscusstheAct,andwhether itshouldbereplacedorimproved.MrKinghanstatedthathehadfoundtheCommittee’sreport veryuseful,andthatitcontainedanumberofpracticalrecommendations.MrKinghanconcluded bysayingthathewouldsubmithisreviewtotheHomeSecretaryinSeptember2013.Officersare followingthisupwiththeHomeOffice.

3.5 InSeptember,theCommitteequestionedDavidGoldstone,TransportforLondon’s(TfL)Chief FinanceOfficer,andDavidJames,ChairoftheIndependentInvestmentProgrammeAdvisoryGroup, on TfL’sInvestmentProgramme .FollowingaFreedomofInformationActrequest,the Committeewasgiven,forthefirsttime,adetailedbreakdownofTfL’sten-yearcapitalspending plansreconciledtoitslatestbusinessplan.Usingthisinformation,theCommitteewasableto examinehowTfL’sinvestmentplanshavechangedovertime;howinvestmentdecisionsaretaken; andhowchangesinfundinglevelsandprogrammecostsaremanaged.Thefindingsfromthe meetingwillcontributetotheCommittee’sPre-BudgetReport.Atthemeeting,theCommitteealso receivedacommitmentfromTfLtoprovidetheCommitteewithasimilarlevelofdetailonthe investmentprogrammewhenthenextbusinessplanispublishedlaterthisyear.TfLwillalsoconsider whetheritcanincludemoreinformationonchangestoitsinvestmentplanswhenitpublishesits nextbusinessplan,dueinDecember2013. 4. London’sEconomy 4.1 TheEconomyCommitteehelditsannual StateoftheLondonEconomy discussionwithKit Malthouse,DeputyMayorforBusinessandEnterprise,andGerardLyons,theMayor’sEconomic

Adviser,inJuly.Thediscussioncoveredanumberofareasincludingtheoutlookandriskstothe Londoneconomy,theworkoftheMayorinsupportingtheLondonLivingWage,andhisworkto supportSMEs. 4.2 ThemeetingalsoreceivedresponsestoanumberofpiecesofworkthattheEconomyCommittee haspublishedoverthepastsixmonths: • OntheticketingstrategyfortheOlympicGames ,theMayorbroadlysupportedthe Committee’srecommendations,committingtoencouragingfutureeventorganisersfor greatertransparencyandfairnessonissuessuchasticketpricingandavailability,aswellas howallocationsaremadetocorporatesponsors.ACommitteevisittoTwickenhamto discussthe ticketing strategy fortheWorldRugbyCupin2015willtakeplaceinJanuary toseewhetheritsrecommendationshavebeenadoptedforthishighprofileevent. • InitsresponsetotheCommittee’sreporton adultcareersservices ,theSkillsFunding AgencyclarifiedwhatroletheLondonEnterprisePanel(LEP)canplayinshapingthedesign anddeliveryoftheproposednewcareersagencyforLondon,whileoutliningitsongoing workinmakingmoreinformationpubliclyavailable. TheLondonEnterprisePanelhas acceptedtheCommittee’srecommendationsthattheLEPchampioneffectiveadultcareers servicesinLondonandengageproactivelywiththeprocurementroundforthenextiteration ofthecareersservice.TheLEPSkillsandEmploymentWorkingGrouphasagreedtomeet Membersduringthenextphaseofthiswork. • ManyoftheareashighlightedbytheCommitteehavebeenincludedinthedraft SupplementaryPlanningGuidanceon HighStreets whichiscurrentlybeingfinalised.The MayoralsosupportedfurtherexaminationoftheCommittee’sproposalsonCompulsory PurchaseOrders,whiletheOuterLondonCommissionwilllookatthepotentialof establishinghighstreetcollectionpointsforonlineorderstohelpdrivefootfall. • TheMayorhasacceptedtherecommendationforLondontobeazerohungercityandthe GLAisusingthislabelwhenitannouncesnewinitiatives.Thelabelhasalsogivenahigher internalprofiletotheGLA’sworkinthisarea andexternalstakeholdershavehighlightedthe momentumthereporthasgiventothisagenda.Londonboroughs’responseslistanumber ofexistingandnewinitiativesaimedataddressing foodpoverty .Theseincludetakingup recommendationstodevelopfoodpovertyactionplansanddesignateorrecruitfoodpoverty linkworkers. 4.3 Therapporteurshipinvestigationinto smalltheatres ,ledbyTomCopleyAM,launcheditsreport, CentreStage,ataneventattheFinboroughTheatre,EarlsCourt,attendedbyover50guests.There waswidespreadcoverageforthereportacrossthemediaandinlocal,tradeandnationalpress.A meetingwiththeMayor’sCultureTeamhasbeensetforlateNovemberandaworkshopwith stakeholderstotakeforwardkeyrecommendationswilltakeplaceatCityHallon12December. 4.4 BuildingonitsMaymeetingwith constructionindustry experts,theEconomyCommittee publishedasummaryreportonthechallengesfacingthesectorandidentifiedkeyareaswherethe Mayorcouldintervenetosupportthesectorwhichhascontractedby7percentinthepastyearand by19percentinthepastfiveyears.Thereportwaspublishedinaslidepackformatandreceived coverageinregionalandtrademedia.Thesummaryreporthighlightedthedemandforapprentices inthesectorandamoredetailedinquiryintothistopicwilltakeplaceintheNewYear.

4.5 TheEconomyCommitteecontinuedworkonitsinvestigationinto lowpayinLondon withtwo specificstrandsofworkdesignedtodevelopitsevidencebase.Quantitativeresearchhasbeen commissionedfromtheGLAandONStoidentifytherateoflowpaypersistenceinsectorsofthe Londoneconomy;andaroundtabledebatewithrepresentativesofthefourmainsectorswherelow payisprevalenttookplaceinSeptemberunderChathamHouserules.Adraftreportisexpectedin November. 5 Housing 5.1 Asapartofitsreviewof specialisthousingoptionsforolderpeople (oftenknownassheltered orretirementhousing),theHousingCommittee’sJulymeetingexaminedoptionsforMayoral supporttodelivernewhomesinthissectorfordifferentclientgroups.Ashortreportdrawingon bestpracticefromacrossLondonwillbepublishedshortly. 5.2 TheHousingCommitteealsoconsidereditsquarterlyreportthatmonitorsthe Mayor’shousing commitments .ThereportsetsoutprogresstodatewithmeetingtheMayor’stargetsandrecent out-turndataforhousingcompletions.TheCommittee’sNovembermeetingwillusethisinformation inputtingquestionstotheDeputyMayorforHousing,LandandProperty. 5.3 FollowinguprecommendationsfrompreviousAssemblyworkonovercrowdinginthesocialrented sector,theHousingCommitteeheldameetinginSeptemberdesignedtoupdateitsevidencebase onwhatprogresstheMayorhadmadetomeethistargettoend severeovercrowding by2016. TheNovembercommitteemeetingwillprovideanopportunitytodiscusswiththeDeputyMayorfor Housing,LandandPropertywhatfurtherstepsareplannedordeemednecessary.Thereareclear linksbetweenthisinvestigationandthespecialisthousingworkasthedeliveryofmoreandbetter qualityretirementhousingcanhelpalleviateovercrowding. 6 Regeneration 6.1 InJuly,theRegenerationCommitteevisitedtheregenerationprogrammeat NineElms ,Vauxhall andBattersea.MembersmetwithrepresentativesfromtheNineElmsVauxhallPartnership,Lambeth andWandsworthcouncils,anddevelopers,tolearnaboutthevisionforthearea,theroleofthe partnership,andchallengesfacedindeliveringtheprogramme.TheCommitteevisitedseveral locationsatthesiteincludingNewCoventGardenMarket,AlbertEmbankment,MarketTowersand StJames’sRiverlightdevelopment.TopicsofdiscussionincludedtherelationshipbetweentheGLA andthePartnership,transportinfrastructure,localemploymentopportunities,andpublicand environmentalamenitiessuchasschools,parksandculturalenterprises. 6.2 TheRegenerationCommitteevisitedthe QueenElizabethOlympicPark inSeptembertoobserve workunderwaytotransformtheParkintoitslegacyusesandtolearnabouttheprogressofthe LondonLegacyDevelopmentCorporation(LLDC)todeliverregenerationineastLondon.Members receivedatouroftheParkwiththeChiefExecutiveandtheExecutiveDirectorofRegenerationand CommunityPartnershipsoftheLLDC.Thevisitalsoincludedameetingwithapprenticesemployed inthetransformationphase,andatouroftherecentlydevelopedBTSportstudiosatiCityinthe formerBroadcastCentre.TheCommitteediscussedawiderangeofissuesfromtheuseofthe OlympicandParalympicvenues,employmentopportunities,tonewhousing,thefinancialresources requiredbytheLLDC.ThevisitinformedtheCommittee’sdiscussionwiththeLLDCatits subsequentmeetinginOctober.

7 Planning 7.1 AtitsJulymeetingthePlanningCommitteediscussedthe Mayor’s2020Vision withapanelof expertsincludingLordAdonisandSirEdwardLister.Discussionfocusedoninfrastructureneedand alsotheextenttowhichtheMayor’s2020Visionhasidentifiedandaddressedthechallengesof London’sfuturegrowth.MembersalsoquestionedexpertsonwhethertheMayorhasadequately addressedwhatisrequiredforLondon’sgrowthtobemanagedsustainablywithoutjeopardising qualityoflifeorcompetitiveness. ThisispartoftheCommittee’son-goingworkprogrammeto informitscontributiontotheforthcomingproposedmajoralterationstotheLondonPlanwhichare expectedearlyin2014. 7.2 ThePlanningCommitteealsoagreedthenoteofthesitevisitto“TheCrystal”intheRoyalVictoria Docks.TheCrystalisasustainablecitiesinitiativebySiemensandhometotheworld'slargest exhibitiononurbansustainability.ThevisitnoteprovidesthebasisoftheCommittee’sforthcoming responsetotheMayor’sconsultationonthe SupplementaryPlanningGuidance onsustainable designandconstruction. 7.3 On27August,theMayorrespondedtothePlanningCommittee’sreporton thefutureof London’sTownCentres (published4July2013).TheMayorhasundertakentotakeintoaccount theCommittee’srecommendationsandcasestudieswhenfinalisinghisSupplementaryPlanning Guidancethatisexpectedtobepublishedintheautumn.TheMayorhasalsoaskedhisOuter LondonCommissiontotakeintoconsiderationthereportaspartoftheCommission’sevidencebase aspartofitsfutureworkanddeliberations.Specifically,inrelationtoRecommendation4ofthe report(monitoringtheimpactofpermitteddevelopmentrightstoallowchangeofusefromofficeto residential),theMayorhasinvitedtheCommitteetoundertakeafurtherinvestigationsothat “representationscanbemadetoGovernmentattheappropriatetime”. 8 Health 8.1 TheHealthCommittee’smeetingon26September,focusedon accidentandemergency provision. Itquestionedarangeofexpertguests,includingNHSEngland,andRuthCarnall, consultanttotheMayoronstrategichealthmatters,onhowpreparedLondon’saccidentand emergencydepartmentsaretocopewithanticipatedwinterpressures,particularlyascurrent attendancelevelsareinlinewithwhatwouldnormallybeseenattheheightofwinter.The Committeewillpublishitsconclusionsandrecommendationsshortly. 8.2 Inadditiontothescheduledprogrammeofmeetings,theHealthCommitteehosteda stakeholder engagementevent .Heldon9September,theeventbroughttogetherthehealthleadersofthe capitaltodiscusswhatmorecanbedonetoreducehealthinequalitiesinLondon.Delegateslistened tokeynoteaddressesfromkeyexpertsincludingProfessorSirMichaelMarmotandProfessorJohn Ashtonandsharedtheirviewsduringtwoplannedplenarysessions.TheCommitteewillcontinueto workwithstakeholderstodevelopsomeoftheideasraisedandwillpublishasummaryofthekey points.

9 Environment 9.1 TheEnvironmentCommitteemadearesponsetotheconsultationontheenvironmentalimpactof theproposed HighSpeed2(HS2) raillink.TheCommitteesaidthattherewereanumberof concernswiththeproposalsastheystood,thatmoremitigationandcompensationwasrequiredfor theenvironmentalimpacts,andthataspectsoftheschemeshouldbereconsidered.Thelatter includedwhethertobringtheschemeallthewayintoEuston,tunnellingtheroutethroughthe ColneValleygreenbelt,andhowLondon’stransportnetworkwoulddealwiththeextrapassengers. ReachingsimilarconclusionstoaparallelTransportCommitteeresponsetoanotherHS2 consultationatthesametime,theCommitteesaidthat,whenthecostsoftheseissueswere assessed,thereshouldbeafundamentalreviewofthecost-benefitcaseforHS2.Inthecourseof thesummerandautumnmanyoftheseconcernshavebeenechoedintheLondonandnational debateoverHS2. 9.2 TheEnvironmentCommitteecontinuestopresstheMayortotakefurtherstepstoimprove London’sairquality .AtitsJulymeetingitdiscussedwithMatthewPencharz,MayoralAdvisor, EnvironmentandPoliticalAffairs,andMichèleDix,ManagingDirector,Planning,Transportfor London,theinitialscopingworkoftheMayor’sproposedUltraLowEmissionsZoneincentral London.ThispolicywasproposedbytheAssemblyin2009andtheCommitteehasheldsubsequent discussionswithTfLabouthowsuchaschemecouldbeimplemented.TheCommitteehas exchangedcorrespondencewiththeMayorandwithTfLsincethemeeting,toensurethatTfL’s optionsputforwardforconsultationareeffective,includingapplyingtheZonetoallvehicles,and usinggoodmodelsoftheeffectsofthedifferentoptions. 9.3 TheCommitteehasalsorespondedtotheDefraconsultationon localairqualitymanagement , sayingthatlocalAirQualityManagementAreas,localairqualitymonitoringstations,andotherlocal responsibilitiesaroundairqualityshouldberetainedastheyunderpineffortstoimproveairquality inLondon,includingtheMayor’sairqualitystrategyandprovisionsintheLondonPlan.Similar pointsweremadeintheMayor’sresponsetotheconsultation,aswellasbyindependentLondon- basedexperts,providingastrongmessagefromLondonontheconsultation. 9.4 OverthesummertheCommitteelaunchedasurveytocaptureLondoners ’viewsonthethreatsto London’s biodiversityandgreenspaces .Over800responseswerereceivedandSecretariat officersarenowanalysingthedatatoproduceasummaryreportforfuturepublication.Material fromthesurveywasusedtoinformthebriefingfortheSeptembercommitteemeetingwhich discussedwhetherthereisaneedforarevisiontotheMayor’sBiodiversityStrategyorfurther Mayoralguidance.Furtherviewsfromtheboroughsarebeing sought inpreparingthecasewhich willbemadetotheMayor. 9.5 JennyJonesAMasrapporteurisleadinganinvestigationinto mooringonLondon’swaterways andtheenvironmentalimpactsofboatenginesandgenerators.Manyresponseshavebeenreceived toacallforevidenceandanopen,informalmeetinghasbeenheldwitharangeofwaterway organisationsandinterestedindividuals.Areportistobepublishedintheautumn. 9.6 TheCommitteehasalsorespondedtoadiscussionpaperfromtheAirportsCommissionon aviation noise ,emphasisingthesevereimpactsofaviationnoiseonmanyLondonersandtheAssembly’s positionagainstexpansionofHeathrowandagainstnightflightsfromHeathrow.TheCommission istomakerecommendationstotheGovernmentonairportcapacitynationally.

10 PolicingandCrime 10.1 ThePoliceandCrimeCommitteepublisheditsresponsetotheconsultationontheMayor’srevised violenceagainstwomenandgirlsstrategy inAugust.Theresponsesetoutafivepointplanto ensurethattheMayordeliversonhismanifestopromisetomakeLondonasaferplaceforwomen.In lightoffundingcutstoservicesthatworkwithvictimsofviolence,theCommitteecalledfor leadershipfromMOPACtoensureaconsistentlyhighstandardofcareandsupport. 10.2 ThePoliceandCrimeCommittee’srecommendationsincludedtheneedforMOPACtocompleteits reviewofhoweffectivelydemandfordomesticviolenceservicesisbeingmetandtodevelopaplan tofillgapsinservice.ItalsoarguedthattheMayorshouldcommittodeliveranincreaseinthe supplyofIndependentDomesticViolenceAdvocates,ratherthansimplymaintaintheircurrentlevel, astheserviceisalreadystrugglingtomeetdemand.AresponsetotheCommittee’s recommendationsisexpectedshortly. 10.3 InAugustthePoliceandCrimeCommitteepublishedareportabouttheMayor’sproposalsto replaceexistingCommunityandPoliceEngagementGroups(CPEGs)with SaferNeighbourhood Boards .ThereportwasinformedbyapublicmeetinginJuneinwhichMOPACwascriticisedfor providinginadequateorcontradictoryinformationtostakeholdersaboutthebasicfunctionsofSafer NeighbourhoodBoards,howtheywillbegovernedandtheirrolewithinthecurrentboroughpolicing structures.Inresponsetoconcernsraisedatthemeeting,MOPAC’sAdviserforNeighbourhoods wrotetheCommitteetoclarifytherolethatSaferNeighbourhoodBoardsareexpectedtoplayin respectofvictimcomplaints. 10.4 ThePoliceandCrimeCommittees’sreportsetoutaseriesofquestionmarksovertheresponsibilities thatMOPACwantsSaferNeighbourhoodBoardtofulfillandcallsforclearerguidance.Inhisinitial responsetothereport,theMayorthankedtheCommitteeforitsworkandacknowledgedhow importantitistogetthetransitiontothenewmodelright.Afurtherresponseisexpected. 10.5 InJuly,thePoliceandCrimeCommitteeestablishedaworkinggrouptolookattheuseof stopand searchinLondon .Theworkinggroupisexploringtheimpactofanewapproachtostopandsearch introducedbytheCommissionerSirBernardHogan-HoweinJanuary2012. 10.6 Theworkinggrouphasmettwicewitharangeofexpertsincludinglawyers,communitygroupsand leadingacademics.Theworkinggrouphasalsobenefitedfromsitevisitsanditsworkwillbe informedbyfocusgroupsheldwithyoungpeopleacrossLondon.Followinganinitialdiscussionwith MPSofficersleadingonstopandsearch,theCommitteewilldiscussitsfindingswiththeDeputy MayorforPolicingandCrimeandtheDeputyCommissioneratafutureQ&Ameeting.Thefull Committeewillcontributetothereport,expectedtobepublishedinthewinter. 10.7 ThePoliceandCrimeCommitteereviewedtheimpactofitsreporton victimcare inJuly,six monthsafteritsreportwaspublished.AsaresultoftheCommittee’srecommendations,anew trainingpackageonvictimcareisbeingrolledouttoallneighbourhoodofficers.TheDeputy CommissionertoldtheCommitteethat,followingameetingwithVictimCareinAugust,itis expectedthepackagewouldberolledoutinNovemberandembeddedintrainingfor19,000

officers.Additionally,havingacknowledgedtheCommittee’sconcernsabouttheaccuracyabout informationsharedwithVictimSupport,newprocessesmeanthattheMPSisnowabletoturn aroundvirtuallyallrequestsfromVictimSupportinlessthanoneworkingday. 10.8 ThePoliceandCrimeCommitteeholdsregular questionandanswermeetings toholdMOPACto account.Asusual,aseniorMPSrepresentativealsoattendedeachofthemeetingsinthisquarter. TheCommitteehaspreviouslyscrutinisedMOPAC’soversightofprofessionalstandardsandethicsin theMPS.ThiscontinuedinJulywhentheCommitteesoughtmoredetailsontheMayor’sproposal toestablishanethicspanelinMOPAC.TheCommitteeispreparingaresponsetoMOPAConhow suchapanelmightbeestablished.TheCommitteealsocontinueditsscrutinyoftheMayor’sPolice andCrimePlanandassociatedchangestotheNeighbourhoodPolicingModelasthefirstboroughs transferredtothenewmodelinthesummer. 10.9 ThePoliceandCrimeCommitteehasaroleinexaminingissuesimportanttocrimereductionin London.InJuly,expertsincriminaljusticewereinvitedtospeaktotheCommitteeaboutthe implicationsofnation-widechangestotheprobationserviceinLondon;progressintacklingcourt delays;anduseofcautions. 11 TransportinLondon 11.1 TheTransportCommitteepublisheditsresponsetoTfL’sconsultationon Crossrail2 inJuly2013.
