Infrastructure Projects Facility – Technical Assistance Window 6 Sub project: WB4-MNE-ENV-12B: Management Models and Options for Cost Recovery for the Future Construction and Operation of Regional Landfills in Montenegro 1 Executive Summary 1.1 English version The current document constitutes the Institutional Review Report (Activity 2) of the project “Management models and options for cost recovery for the future construction and operation of regional landfills in Montenegro (Case Study for Nikšić).” The report is divided into the following sections: Overview of the Report (Chapter 2) – lists the issues to be addressed in the report, as well as the presents the objective of the report, which is to examine what future solutions for procurement and operations are available under the current legal and institutional framework, as well as provides some initial indications of the condition of the municipalities and PUCs that will be involved in the regional landfill scheme. In this sense, it provides some basic inputs into the Activity 3 Report. Other- wise, however, the current report does not affect the outputs of the Ac- tivity 3 and 4 Reports. Introduction (Chapter 3) – provides an introduction to the report, in- cluding the main principles of solid waste management in the Montene- gro. Institutional and Legal Review (Chapter 4) – covers the institutional set-up at the national level, as well as the national policy framework and relevant national legislation with respect to solid waste manage- ment, the institutional set-up at the local level, and development needs in the sector. Waste Generation in Nikšić Area (Chapter 5) – reviews the forecast for waste generation in the Nikšić Service Area for solid waste manage- ment. Case Study on the Nikšić Service Area (Chapter 6) – presents the basic information on solid waste management in the Nikšić Service Area, the proposed regional landfill, and financing of the solid waste manage- ment sector, in particular with respect to landfill operation, closure, and post-closure aftercare. The institutional set-up for solid waste management is fairly typical: the na- tional government sets the policy objectives for the development of the sector, while the local governments function as the regulators of the services at the lo- cal level, including

Serbian Academy of Sciences and Arts 94:27-36(497.16)"14" Belgrade Original scholarly work http://www.balcanica.rs The Vow of Ivan Crnojević to the Virgin Mary in Loreto under the Shadow of the Ottoman Conquest1 Abstract: This paper looks at the circumstances in which Ivan Crnojević, a fifteenth-century ruler of Zeta (historic region in present-day Montenegro), made a vow to the Virgin in a famous pilgrimage shrine, the Santa Casa in Loreto (Italy), where he was in exile fleeing another Ottoman offensive. The focus of the paper is on a few issues which need to be re-examined in order to understand Ivan’s vow against a broader background. His act is analyzed in the context of the symbolic role that the Virgin of Loreto played as a powerful antiturca protectress. On the other hand, much attention is paid to the institutional orga- nization of Slavs (Schiavoni) who found refuge in Loreto and nearby towns, which may serve as a basis for a more comprehensive understanding of the process of religious and social adjustment of Orthodox Slav refugees to their new Catholic environment. Keywords: Ivan Crnojević, Cetinje, Zeta, Santa Casa in Loreto, confraternities, Schiavoni van Crnojević, the ruler of Zeta (in present-day Montenegro), states in the I1485 foundation charter for the monastery of the Virgin Mary in Cetinje that he paid his devotions and made a vow to the miraculous icon of the Virgin Mary in the pilgrimage shrine of the Santa Casa in Loreto (Italy).2 His vow was clear and simple: he would build a church in her honour in Cetinje if he returned safe- ly to his homeland, which he had been forced to leave twice, in 1476 and again in 1479, due to Ottoman conquests.

ВЕКУ Мирко Грчић1* 1Универзитет у Београду, Географски факултет, Београд, Србија Сажетак: У 19. веку Србија и Црна Гора су водиле борбе за слободу и повратак на европску историјску сцену. У томе су имали значајну подршку Русије, која је имала своје геополитичке и геостратешке циљеве на Балканском полуострву, у вези са решавањем тзв. „Источног питања“ тј. питања геополитичког наслеђа Eвропске Турске. Руски картографи су радили на припреми прецизних топографских карата балканске ратне позорнице, на којој је Русија у току 19. века водила четири рата против Отоманске империје. У овом раду разматрају се први радови руских картографа на тлу Србије и Црне Горе, непосредно после руско-турског рата 1828‒1829. и Хатишерифа 1831. године, с посебним освртом на картографско приказивање граница. Њихове карте су представљале напредак у односу на дотадашње аустријске и друге европске карте, а данас представљају прворазредну архивску грађу као документи о првом државно-правном успостављању граница Србије и Црне Горе. Циљ овога рада је да привуче пажњу истраживача за проучавања тих географских карата и контекста у којем су оне настале.     REPORT on Pre-CEKA excursion to the karst of Montenegro, 29 May – 1 June 2017 Prior the CEKA 2017 course members of the Centre for Karst Hydrogeology of the Faculty of Mining and Geology (CKH) led by Zoran Stevanović were organized and guide the excursion of the participants from USA in period 29 May – 1 June 2017. The excursion took place in southern Montenegro and included visits of Nikšić karstic polje with reservoirs and hydropower plant “Perućica”, Regional Waterworks of the Montenegrin Coast with Bolje sestre source, Skadar Lake, Budva and Kotor old cities, the springs along the Boka Kotorska bay, Kameno more (“Stone Sea”), Grahovo karstic polje. The participants were students Ian Tso, Cameron Rhodes, Robert Hoppe, Michael Bangs, their lecturer Alarick Reiboldt from the School of Earth Sciences and Environmental Sustainability, Northern Arizona University, Flagstaff and experts Don Manthe (Arizona), Charles Graff (Arizona Department of Environmental Quality), Jeff Bennett (Big Bend National Park). Members of the CKH and team of experts and students from USA at an introductory session First stop was above the Slano reservoir, 5km from the Nikšić city. The Nikšićko polje is the largest in Montenegro comprising some 60 km2. The lake was created in the Mid of 20 Ct. along with two other reservoirs of Nikšićko polje: Krupac and Vrtac, all built to control and use the hydro potential of groundwater and surficial waters of the Upper Zeta catchment. At the Slano reservoir Our hosts in Nikšić Ms Olga Radulović, dipl. eng. (Montenegrin Electric Enterprise, AD Nikšić) Dr Mićko Radulović and Dr Milan Radulović (University of Podgorica) provided information on huge engineering works conducted to prevent leakage from these reservoirs and enable maximal possible water utilization for energetic purpose.
