ESTONIA Replacement of the information published in OJ C 247 of 13.10.2006 Under Estonian law, aliens arriving into Estonia without a letter of invitation shall upon request by a border guard official upon entry into the country provide proof of sufficient monetary means to cover the costs of his/her stay in and departure from Estonia. Sufficient monetary means for each allowed day is considered to be 0,2 times the monthly minimum salary implemented by the Government of the Republic, i.e. EUR 64. Otherwise the person inviting shall assume responsibility for the costs of the alien's stay in and departure from Estonia. The charter segment continued to recover from the Egyptian and Tunisian disruptions last year and was up 11% in March, business aviation was up 0.7% whereas traditional scheduled, low-cost and all-cargo were down -3.4%, -2% and -8% respectively (EUROCONTROL, April). Based on preliminary data for delay from all causes, 31% of flights were delayed on departure in March, a 1 percentage point decrease and a return to the low levels observed in 2011. Analysis of delay causes contributing to the average delay per flight shows a notable increase in reactionary delay, with this cause experiencing a 48% share of total delay minutes for all- causes and an increase in its contribution to the average delay per flight of 3.8 minutes, up from 3.5 minutes in March 2011.

As the company’s assets were frozen, flights grounded and holidays cancelled, the scale and nature of the meltdown quickly became apparent. Indeed, the operator’s demise was one of the earliest examples of the credit crunch affecting businesses. The size of debt amassed by XL Leisure, its previous failed restructuring, uncontrolled growth and mounting overheads meant that the company had been on the brink of insolvency for some time. The precarious financial situation into which the Group had sunk prior to collapse was only exacerbated by the economic downturn.
