Rivera y el Padre Efraín López Sánchez, miembros del Cuerpo de Capellanes del Senado de Puerto Rico, proceden con la Invocación. REVERENDO RIVERA: Muy buenas tardes. Oramos. Buen Dios, Padre nuestro, Tú estás con nosotros, gracias te damos. Te hiciste presente de una manera maravillosa a través de la encarnación de tu Hijo Jesús, pero no nos has dejado solos. El mismo dijo que no nos dejaría huérfanos, sino que enviará a su espíritu para que estuviese con nosotros. Te agradecemos saber que tu Santo Espíritu está presente con nosotros, que escuchas nuestra oración. Que de hecho, antes que las palabras salgan de nuestros labios, Tú conoces todo. Por eso abrimos nuestros corazones delante de Ti y te suplicamos, bendícenos, buen Padre. Derrama sobre nosotros tu gracia. Ayúdanos a conocerte mejor, a entender mejor tus planes y tus propósitos con nosotros, pero también con el pueblo a los que Tú nos has colocado a servir. Bendícenos en nuestra propia capacidad y bendice a 39138 Martes, 8 de noviembre de 2011 Núm. 23 nuestro país, pues lo rogamos, descansando en los méritos de tu hijo y nuestro salvador Jesús, que así sea. PADRE LOPEZ SANCHEZ: Dios de toda sabiduría, que nos creaste a imagen y semejanza tuya, y esa semejanza a Ti es la que nos mueve a caminar contigo y ser parte de tu proyecto de la creación, esa creación que demuestra tu sabiduría. Bendice a estos Senadores, hijos e hijas tuyas, agentes de esa nueva creación, esa nueva creación que no es una cosa mágica, sino que nos obliga a caminar conforme a tu pensamiento, conforme a tu revelación. Dales esa sabiduría que no viene de la mente humana, sino que viene de Ti, para que ellos sabiamente en nuestro tiempo, en nuestra historia, puedan dirigir a nuestro pueblo por los caminos de tu proyecto de esa creación, esa creación que no es una cosa tan misteriosa, sino que una creación llena de paz, de conformidad, de amistad, de cooperación mutua. En estos tiempos turbulentos, Señor, guíanos con tu sabiduría. Ayúdanos a entender que para poder caminar en este mundo en que estamos de controversias y demás, necesitamos sentarnos contigo y pedir tu ayuda y dejarnos dirigir por Ti, porque Tú eres el maestro y el dueño de esa sabiduría. Te pedimos personalmente por cada uno de estos senadores, que son hijos e hijas tuyas, que te aman y Tú los amas más que ellos te aman a Ti, pero déjales sentir que Tú los amas. Señor, síguelos dirigiendo para que ellos sigan haciendo tu Proyecto, que ellos actúen conforme a tu voluntad. Bendice a sus familias y a todos los que colaboran con ellos. VICEPRESIDENTA: Adelante. 39139 Martes, 8 de noviembre de 2011 Núm. 23 PETICIONES DE TURNOS INICIALES AL PRESIDENTE (Los señores Bhatia Gautier, Berdiel Rivera, Martínez Santiago, Ríos Santiago y Seilhamer Rodríguez solicitan Turnos Iniciales a la Vicepresidenta). SRA. VICEPRESIDENTA: Senador Bhatia Gautier, senador Berdiel Rivera, senador Martínez Santiago, Ríos Santiago y Seilhamer Rodríguez. Comenzamos con el senador Bhatia Gautier. SR. BHATIA GAUTIER: Señora Presidenta y compañeros Senadores, el Pueblo de Puerto Rico está escuchando el día de hoy, una presentación por parte del Gobernador Luis Fortuño y de parte del Comisionado Residente Pedro Pierluisi, en el Cuerpo Hermano, la Cámara de Representantes, sobre la posibilidad y la propuesta de hacer un plebiscito el año próximo. El plebiscito está estructurado totalmente contrario a lo que ha sido la experiencia en los últimos 20 años. No hemos aprendido nada. Es un plebiscito exclusivamente para hacer algo local, sin el aval ni del Congreso de los Estados Unidos ni de la Casa Blanca. De hecho, con una Casa Blanca habiendo dicho que de la forma que se está haciendo en Puerto Rico, no lleva la consagración o no lleva el aval de la Casa Blanca, no lleva el apoyo de la Casa Blanca en la forma en que se está haciendo. Entonces, si yo de verdad creo y yo creo que hay muchos estadistas –y los reconozco y los distingo- mucha gente estadista que verdaderamente quieren atender el asunto del status y lograr la estadidad para Puerto Rico. Y yo a esos estadistas los respeto, los he distinguido y creo que tienen una agenda clara. Pero esos estadistas, ninguno de los que yo estoy en estos momentos mencionando en referencia a la cual estoy haciendo, ninguno está a favor de este proceso, porque este proceso lo que se ha hecho, señora Presidenta, y es la razón por la que me levanto aquí a hacer un Turno Inicial, lo que se está haciendo hoy no es otra cosa que amarrar, amarrar la elección del año que viene con un proceso plebiscitario. Y la razón es bien sencilla, y por eso el candidato a Gobernador del Partido Popular le ha llamado embeleco. Y tiene razón, un embeleco es simplemente mezclar una cosa con otra que no tiene ni pies ni cabeza. Hacer un plebiscito el día de las elecciones, no tan sólo es malo, es malo para la propuesta de estadidad, es malo para Puerto Rico. Mezclar las elecciones con un plebiscito es malo, porque nos va a poner a todos a hacer campaña en cosas distintas, va a confundir al pueblo, es un error. Yo no tengo ningún problema con que la independencia gane un plebiscito y con que el Estado Libre Asociado gane un plebiscito ni con que la estadidad gane un plebiscito. Que gane el pueblo. La democracia es la que debe predominar, el proceso. Yo sí tengo un problema, y lo tengo grande. Cuando empezamos a mezclar los conceptos, lo que son las elecciones generales, de lo que es un referéndum plebiscitario y hacerlo el mismo día de las elecciones. Así que a la propuesta del Gobernador, hoy en el Cuerpo Hermano, yo le tengo que decir, estamos en contra. Y esto no es otra cosa que una gran estrategia, una gran estrategia, y aquéllos que tienen una fisura, que tienen una grieta en el apoyo de su propio partido político. Y termino, señora Presidenta, simplemente haciendo referencia a eso mismo. Lo que demuestran las encuestas internas y externas, la que apareció en El Nuevo Día, lo que demuestran las encuestas es que una tercera parte y yo creo que esto explica lo que está ocurriendo, una tercera parte de la base del Partido Nuevo Progresista, 30% de la gente que votó por el Gobernador del partido en las pasadas elecciones, se resisten a votar por él en este momento, falta un año, claro está. Y qué mejor forma estratégica de lograr que gente de tu partido vote por ti, si no haces el argumento ideológico. Está bien, eso es estrategia, pues no vamos a…, cada uno hace su estrategia. El punto que yo quiero hacer es, que mírennos, pónganos un espejo a cada al frente, hemos dejado de ser 39140 Martes, 8 de noviembre de 2011 Núm. 23 hombres y mujeres de Estado -o a lo mejor nunca lo fuimos- hemos dejado de ser hombres y mujeres de Estado, por ponernos a hacer el juego político de quién gana las próximas elecciones. Y en el proceso, y es mi consejo a ustedes, en el proceso, ustedes están empujando la estadidad cada día más lejos, porque ponerse a jugar con las elecciones y el proceso de plebiscito es realmente darle una puñalada a la estadidad y al esfuerzo de la estadidad. Obviamente, yo no soy el estratega del Partido Nuevo Progresista, yo no soy el estratega de la estadidad, pero sí les puedo decir que aquéllos que tienen que aprobar la estadidad, que están en Washington D.C. aquéllos están mirando este proceso y no lo ven bien, huele mal.     Arabs in Israel Israel, an Apartheid state – IS IT SO ?!? The text was written and the images were selected by Aron Albahari Introduction As of early 2013, the total population of Israel has been about eight million people. About six million among them are Jews (75 percent), around 1,300,000 Muslim Arabs, 150,000 Christian Arabs, 140,000 Druze, 60,000 Bedouins, whereas 350,000 people belong to the ‘others’ category (non-Arab Christians, Circassians, Armenians, etc.). Both formally and legally, as Israeli citizens, they have equal rights and obligations, and this, naturally, also applies to Arabs. The only obligation that does not apply to Arabs is military service, except if they wish to opt for it. Although they are Muslims, Druze, Bedouins and Circassians do serve the military service. Since May 14, 1948, and the formation (reinstatement) of Israel as a state, despite political and other connotations regarding the relationship between the Arabs and Israeli Jews typical of this period, the Arab population in Israel has grown in number by ten times, or by more than 1000 percent: from 190,000 to about two million. One of the major reasons for this has been the overall standard and quality of life within the Israeli society and state, regardless of personal affinities, political or other views and attitudes and an individual’s experience of the life in the predominantly Jewish society. Compared to other Arabs living in 22 Arab Muslim countries, the Israeli Arabs, as the largest non-Jewish population in Israel, have on average the longest life expectancy (both men and women), the lowest mortality rate among the newborns, the lowest illiteracy rate and the highest rate of university-educated people (both among men and women).

    OLIVIA CULPO MISS UNIVERSE 2012 For a young woman who never participated in a pageant, one might say that the road to Olivia Culpo’s Miss Universe win was all a part of her destiny. Within 15 months, Olivia went from a Boston University student to winning the title of Miss Rhode Island USA, Miss USA and finally, the most coveted title of them all - Miss Universe 2012. The 21-year old Cranston, Rhode Island native became the 8th American to capture the Miss Universe crown on December 19, 2012 from the Planet Hollywood Resort & Casino in Las Vegas. She brings the title back to the United States after 15 years. Leading up to Miss Universe, Olivia was dedicating her time to advocating for breast and ovarian cancer awareness and education. Most notably, she traveled to Washington DC to lobby for more ovarian cancer research on behalf of the Ovarian Cancer National Alliance.     DN page 18 ZEST FRIDAY, DECEMBER 21, 2012 Miss America bags Miss Universe Women from around the world squared off Wednesday night for the right to be called Miss crownUniverse, as celebrity judges descended on the red carpet and brought some extra sparkle to the Las Vegas Strip. 20-year-old USA beauty queen Olivia Culpo walked away with the crown as Miss Universe 2012. Representing her home state of Rhode Island, Culpo previously won the 2012 Miss Rhode Island USA competition, which was the first pageant she entered. She currently attends Boston Univer- sity. Beauty queens from 89 countries prepared to don evening gowns, show their interview skills and strut in swimsuits as the two-hour competition at the Planet Hollywood casino got under way. The women wore tight, pleated mini-dresses with glittering sequin bodices and sky high platform shoes as they strutted the stage to the hit Live While We’re Young, by English-Irish boy band One Direction. The 61st annual Miss Universe show fea- tured performances by the band Train and Australian Miss Germany: Alicia Endemann singer Timomatic.
