Evidence from the Changing Structure of Electorates, 1962-2014 Abhijit Banerjee, Amory Gethin, Thomas Piketty* January 16, 2019 Abstract This paper combines surveys, election results and social spending data to document the long-run evolution of political cleavages in India. From a dominant- party system featuring the Indian National Congress as the main actor of the mediation of political conflicts, Indian politics have gradually come to include a number of smaller regionalist parties and, more recently, the Bharatiya Janata Party (BJP). These changes coincide with the rise of religious divisions and the persistence of strong caste-based cleavages, while education, income and occupation play little role (controlling for caste) in determining voters’ choices. We find no evidence that India’s new party system has been associated with changes in social policy. While BJP-led states are generally characterized by a smaller social sector, switching to a party representing upper castes or upper classes has no significant effect on social spending. We interpret this as evidence that voters seem to be less driven by straightforward economic interests than by sectarian interests and cultural priorities. Know the Persian sources of Maratha history. 1.1 INTRODUCTION The history of Marathas can be best studied with the help of first hand source material like Bakhars, State papers, court Histories, Chronicles and accounts of contemporary travelers, who came to India and made observations of Maharashtra during the period of Marathas. The Maratha scholars and historians had worked hard to construct the history of the land and people of Maharashtra. Among such scholars people like Kashinath Sane, Rajwade, Khare and Parasnis were well known luminaries in this field of history writing of Maratha. Kashinath Sane published a mass of original material like Bakhars, Sanads, letters and other state papers in his journal Kavyetihas Samgraha for more eleven years during the nineteenth century. There is much more them contribution of the Bharat Itihas Sanshodhan Mandal, Pune to this regard. -

1. INTRODUCTION This detailed note covers the likely immediate backlash/ law and order situations that get created in the State on the submission of the Report at the end of the month as a reaction to the perceived course of action by the Government of India on whatever option may finally get exercised. The note also discusses some major long term internal security related issues. The assessment given in the note is based on ( i) analysis of certain relevant memoranda given by the political parties and other groups ( ii) information gained through interaction with different political parties/ groups at State level and during field visits ( districts and villages) ( iii) discussions held with Senior Officers of the State Government including that of the Police Department with District Collectors and Superintendents of Police and with other sources and ( v) own experience. 2. BACKGROUND 2.1 The demand for a separate Telangana State had been existing even before the creation of the State of Andhra Pradesh on November 1, 1956 after the merger of Telangana areas of the erstwhile Hyderabad State with the State of Andhra that had been carved out in 1953 out of the Madras Presidency. Prior to the merger and with a view to provide safeguards for protecting the interest of Telangana, an agreement called ‘ The Gentleman’s Agreement’ involving the leaders of both the regions was signed in February, 1956. However, discontent over the ab- initio non- implementation of some of the key decisions ( ibid Chapter 1 of Report) in the Agreement resulted in a major “ separate Telangana agitation” in 1968- 1969. -

Keeping the length of the chapter in view, we have provided only relevant sections) 5.1 In view of the background of the complex situation, it would be seen that under each of the scenarios listed above, there is a high possibility of immediate agitational backlash in different regions of the State. While a strategy for handling medium and long term internal security dimensions, as discussed in the foregoing paras, that may emerge can be developed as the final decision on the issue is taken by the government, the need of the hour will be to handle the immediate backlash. In this context, the fact that TRS, the most vocal and aggressive amongst the political parties, has held the ‘ Telangana Maha Garjana’ rally at Warangal on December 16, 2010, reportedly attended by nearly 5 lakh people and has also plans to launch a civil disobedience movement after December 31, 2010 while initiating the action under ‘ Maha Yudham’ ( a massive war ) if Centre does not announce a separate Telangana, has to be kept in mind. Now since Telangana Praja Front ( Gaddar) and TRS have come together the situation has become even more serious. 5.2 The most important requirement for addressing the law and order problems that may arise in our view will be i) political clarity in terms of the future course of action and ii) the need for effective governance. The following mechanism is suggested to control the law and order situations that may emerge soon after the report is submitted and becomes public. -

When we look back at the last six or seven decades, we see with amazement how India has emerged from a country that was tormented by internal convulsions and external threats to be now ranked among the top countries of the world. The entire picture has changed so dramatically, especially in the last two decades since we opened up our economy that India is now growing rapidly enough to be noticed. Though it has finally been afflicted by the world-wide economic contagion and is passing through a rather low, the world takes note: which it did not, earlier. The 21st century belongs to Asia and it is beyond doubt that China and India would be playing a major role, notwithstanding temporary hiccups along the way. 2. The question is how did this India, that is now proud of her high seat in the assembly of nations of the world, emerge as a cohesive nation that is finally solidly bonded. Let us take ourselves back to the stroke of the midnight hour, on the night of 14th/15th August 1947, when this nation was born: a memorable period that happens but once in a nation’s life-time. It was the most challenging of times, as not only was it a bleeding baby that had been severed from its sibling, but it was in the midst of violence, confusion and rioting. One was reminded of Churchill’s scathing remarks that "in a few years, no trace will remain" for "anarchy will lead to internecine warfare". -

ARTICLE SOUND ARCHIVES AND MUSICAL REPRESENTATIONS OF MODERN INDIA: THE CASE OF THE FELIX VAN LAMSWEERDE COLLECTION (1963-2005) Rasika Ajotikar, British Academy Postdoctoral Fellow, SOAS University London Abstract This essay presents a critical social history of the context in which the Felix van Lamsweerde Collection came together. Felix van Lamsweerde (b. 1934), a Dutch col- lector, cultural anthropologist and impresario, extensively recorded Indian expressive cultures in the Netherlands and India between 1963 and 2005. This collection was digit- ised and catalogued between 2017 and 2020 at Georg-August-Universität Göttingen and the Berliner Phonogramm-Archiv in Germany as part of a German Research Foundation (DFG) project. It includes a wide range of first-hand and commercial audio/video re- cordings of music, dance and theatre genres from across India along with accompany- ing notes, photographs, and a vast collection of books, magazines and journals. Van Lamsweerde’s journey into studying musics of India and the collection itself points to how India’s cultural politics evolved in the immediate decades following its independ- ence from the British in 1947. Whilst historicising the colonial, oriental and nationalist legacies of music collection in India, this essay examines the Van Lamsweerde Collection and archival projects at large through a source critical approach. It attempts to demon- strate the ways in which caste, class, gender and racialisation processes and the sound archive shaped one another in the formation of transnational cultural representations of India. Drawing on discussions in ethnomusicology, social theory and archival studies, this essay offers an interpretation of how musical knowledge and a homogenous con- struct of Indian culture has taken shape in Western European and American academe. -
Classification of Indian Musical Instruments with the General
Classification of Indian Musical Instruments With the general background and perspective of the entire field of Indian Instrumental Music as explained in previous chapters, this study will now proceed towards a brief description of Indian Musical Instruments. Musical Instruments of all kinds and categories were invented by the exponents of the different times and places, but for the technical purposes a systematic-classification of these instruments was deemed necessary from the ancient time. The classification prevalent those days was formulated in India at least two thousands years ago. The first reference is in the Natyashastra of Bharata. He classified them as ‘Ghana Vadya’, ‘Avanaddha Vadya’, ‘Sushira Vadya’ and ‘Tata Vadya’.1 Bharata used word ‘Atodhya Vadya’ for musical instruments. The term Atodhya is explained earlier than in Amarkosa and Bharata might have adopted it. References: Some references with respect to classification of Indian Musical Instruments are listed below: 1. Bharata refers Musical Instrument as ‘Atodhya Vadya’. Vishnudharmotta Purana describes Atodhya (Ch. XIX) of four types – Tata, Avnaddha, Ghana and Sushira. Later, the term ‘Vitata’ began to be used by some writers in place of Avnaddha. 2. According to Sangita Damodara, Tata Vadyas are favorite of the God, Sushira Vadyas favourite of the Gandharvas, whereas Avnaddha Vadyas of the Rakshasas, while Ghana Vadyas are played by Kinnars. 3. Bharata, Sarangdeva (Ch. VI) and others have classified the musical instruments under four heads: 1 Fundamentals of Indian Music, Dr. Swatantra Sharma , p-86 53 i. Tata (String Instruments) ii.
