SEECOF-18, MedCOF-9 Climate outlook for the 2018 winter season: Temperature and Precipitation According to the seasonal forecast based on tercile ranks and climate classification ratings, thermal conditions over the Republika Srpska and Bosnia and Herzegovina for winter 2018 had been described by the following categories: above upper tercille over all the Republika Srpska and Bosnia and Herzegovina wіth probability of 50% ( the portion 2, left). Figure1: Temp (left) and PRC tot (right) DJF18 Outlook For the southern area, along the coastal region, precipitation amounts had been predicted like below lower tercile value and “no clear signal” for the remaining part of the country (the portions 3 and 2, right). The Republika Srpska registered warm air thermal conditions and wery wet to extremely wet conditions over the most stations with acumulated snow cover greater than normal; The last winter season has been 11th warmest over the period 1952-2018 (7th warmest for the 1981-2018) Temperature, daily max, reached the first lowest value from 1961 (Bijeljina, Banja Luka, Doboj, Sokolac...) on several days from 25-28 feb. Lowest daily maximums Тxn were exceeded on 26-28 february Precipitation total reached 10th highest over the Southern and 5th max value over the rest in 137 years long data series. In Banja Luka, accumulated precipitation of 146mm, represents the second highest from 1862 years and differs from the absolute maximum (148mm;1889) just in 2mm. Snow depth on the end February days reached 2-3 highest value in the north-western part (Krupa na Uni, 96cm).

    To whom it may concern, In relation to case EIA/IC/INFO/16 on Ugljevik thermal power plant, we would like to inform you of some new developments regarding the case. In parallel with the information form submitted to the Espoo Convention Implementation Committee, as was explained in the text of the form, a court complaint was filed to the Banja Luka District Court on 13 December 2013, filed under number 11 0 U 013268 13 U. The complaint covered various procedural issues, the lack of transboundary consultations and the lack of a Plan for the Prevention of Major Accidents. In addition to this, on 16 December 2014 a complaint was submitted by Center for Environment to the Energy Community Dispute Settlement Mechanism.1 This complaint included issues which were discovered only after the court complaint had been submitted, regarding the emission limit values of the coal power plant. A scientific analysis of the Environmental Impact Assessment document showed that the figures provided on emissions to air were internally inconsistent and could not possibly be correct.2 Therefore it was impossible for the Environmental Impact Assessment to properly analyse the plants’ impact on the environment, domestically or transboundary. The complaint to the District Court was rejected in verdict no 11 0 U 013268 13 U of 24.9.2015. A court appeal against the verdict and seeking the cancellation of the environmental permit for the Ugljevik III power plant was filed to the Supreme Court of Republika Srpska by the Center for Environment on November 13, 2015. On 31 May 2017 the Supreme Court reached its verdict, upheld our complaint, modified the verdict of the District Court, and annulled the environmental permit for Ugljevik III (See Annex 1).

Working with Norwegian and international partners, the centre seeks to build competence, raise awareness and provide practical means to reduce risks of corruption through improving institutions and through education and training. Context With nine EU member states now coal-free1 and 11 more planning to end electricity generation from coal by 2030, the coal phase out in the EU is well underway. 52 coal plants have closed in the EU since 2016, while the European Union has stepped up its commitment to climate change mitigation and has set out a path to reach net zero greenhouse gas emissions by 2050. The EU is also committed to ensuring that its COVID-19 recovery package delivers on the ambition of its European Green Deal, helping Europe to lead the world in climate and environmental action. China, however, is allowing its State-Owned Enterprises (SOEs) specializing in power generation and coal technologies to enable the construction of new units of coal-fired power stations across southeast Europe.
