IN SITU MJERENJA GAMAFONA U OKOLINI TERMOE- LEKTRANA NA UGALJ NA PODRUČJU Bih HR9700033 IN SITU MJERENJA GAMAFONA U OKOLINI TERMOE- LEKTRANA NA UGALJ NA PODRUČJU BiH Anto MIHALJ, Davoriti SAMEK, Lejla SARAČEVIĆ Veterinarski fakultet Sarajevo, Zmaja od Bosne 134 UVOD Osnovu radijacijskog fona na zemlji danas sačinjavaju kosmičko i tere- sterijalno zračenje (radioaktivni elementi u zraku, vodi, zemlji i živom svijetu na njoj). Veličina radijacijskog fona zavisi od sadržaja radionuklida u tlu, vrste kosmičkog zračenja kao i geografskog područja na zemlji, te njegove nadmosrke visine. Posljednjih dvadesetak godina u svijetu se sve više primjenjuje gamaspektrometrijsko In Situ mjerenje gamafona (1,2,3), koje daje detaljne informacije o prisutnosti i koncentraciji radionuklida u zemlji kao i brzine ekspozicionih doza gama zračenja. Obzirom da nema konačnih saznanja o biološkim efektima dugotrajne ozračenosti niskim dozama koje potiču od vještačkih i prirodnih radionuklida, njihovo sistematsko istraživanje i mjerenje je od velike važnosti. Značaj ovih istraživanja naročito dolazi do izražaja kada se uzme u obzir da je visina radijacijskog fona u BiH nakon Ćernobiljskog akcidenta relativno slabo poznata. MATERIJAL I METODE Istraživanja su provedena tokom 1991.g. u okolini 4 termoelektrane na ugalj u BiH: Kakanj, Gacko, Tuzla i Ugljevik. Sve 4 termoelektrane locirane su u blizini naseljenih mijesta, a deponije pepela i šljake nalaze se u neposrednoj blizini termoelektrana. Deponije na lokalitetu Tuzla i Gacko predstavljaju vještačka jezera u koja se odlaže pepeo i šljaka potapanjem u vodu. Transport pepela I šljake obavlja se zatvorenim sistemom cjevovoda (Tuzla), prevozom kamionima-cisternama (Gacko) i transportom pokretnom trakom (Kakanj I Ugljevik). In Situ mjerenje gamafona i ukupna brzina ekspozicione doze gama zračenja vršena je na 4 točke svake od termoelektrana: u krugu termoelektrane, 3-5 km u smijeni i 3 -5 km suprotno od smijera ruže vjetrova te na deponiji pepela i šljake. Za In Situ mjerenja gamafona korišten je set za terensku gamaspektrometriju sa čistim germanijum detektorom (HPGe), reletivne efikasnosti 10% i rezolucijom 1.8 KeV na 1.33 MeV povezanim sa 4096 kanalnim analizatorom i pripadajućom elektronikom proizvođenje EG&G ORTEC. Iz dobijenih gama spektara izračunati su nivoi aktivnosti i brzine ekspozicionih doza gama zračenja za najvažnije prirodne (U-238, Th-232 i K-40) i vještačke (Cs-137 i Cs-134) radinuklide (3). III SIMPOZIJ 303 Na svakom lokalitetu gdje su se izvodila In Situ mjerenja, radi kontrole, vršeno je i mjerenja ukupne brzine ekspozicione doze gama zračenja na 1 m iznad tla visokoosjetljivom ionizacionom komorom, donje granice osjetljivosti 0.258 nC kg h , proizvodnje SILENA. RASPRAVA Rezultati In Situ mjerenja gamafona u okolini TE na ugalj prikazani su u Tablicama 1-9. Analizirajući dobivene vrijednosti nivoa aktivnosti tla može se konstatirati da najviše aktivnosti na svim ispitivanim lokalitetima (Tablice 1,3,5,7) od prirodnih radionuklida pokazuje K-40 (3,4). Maksimalna vrijednost specifične aktivnosti K-40 od 524.9 Bq kg izmjerena je na lokalitetu 3-5 km prije TE Kakanj (Tablica 1). Vrijednosti specifičnih aktivnosti urana i torija su približno ujednačene po svim lokalitetima i kreću se za U-238 od 21.6 (3-5 km prije TE Tuzla - Tablica 5) do 43.1 Bq kg" (3-5 km poslije TE Kakanj - Tablica 1), a za Th-232 od 22.9 (u krugu TE Tuzla) do 46.2 Bq kg (3-5 km poslije TE Tuzla - Tablica 5). Razmatrajuće sve istraživane radionuklide na lokalitetima navedenih termoelektrana, uočava se da su najviše vrijednosti specifičnih aktivnosti u tlu izmjerene kod termoelektrane Kakanj (Tablica 1). Prisustvo vještačkog radionuklida Cs-137 u tlu je utvrdjeno na svim lokalitetima, a najviša vrijednost izmjerena je na lokalitetu 3-5 km poslije TE Gacko od 37.7 KBq m" (Tablica 3\ Na istom lokaliteti izmjerena je i najviša vrijednost Cs-134 od 3.7 KBq m , što je najvjerojatnije uzrokovano veoma obilnim oborinama u periodu černobiljske havarije (5). Svugdje gdje je utvrdjena eksponencijalna raspodjela po dubuni tla specifična aktivnost je izražena u Bq m" , dok je za homogenu raspodjelu izražena u Bq kg" . Brzina ekspozicionih doza gama zračenja na 1 m iznad tla potekle od prethodno navedenih prirodnih i vještačkih radionuklida date su u Tablicama 2,4,6,8. Uočava se značajno povećanje učešća vještačkih radionuklida u ukupnoj brzini ekspozicione doze kod TE Gacko (Tablica 4). Takodjer je povećana i ukupna ekspoziciona doza na tom lokalitetu (Tablica 9). 304 HDZZ Tablica I. Specifične aktivnosti potekle od prisustva urana i torija u tlu su prilično ujednačene i kreću se od 21.6 do 43.1 za uran i 22.9 do 46.2 za torij.     To whom it may concern, In relation to case EIA/IC/INFO/16 on Ugljevik thermal power plant, we would like to inform you of some new developments regarding the case. In parallel with the information form submitted to the Espoo Convention Implementation Committee, as was explained in the text of the form, a court complaint was filed to the Banja Luka District Court on 13 December 2013, filed under number 11 0 U 013268 13 U. The complaint covered various procedural issues, the lack of transboundary consultations and the lack of a Plan for the Prevention of Major Accidents. In addition to this, on 16 December 2014 a complaint was submitted by Center for Environment to the Energy Community Dispute Settlement Mechanism.1 This complaint included issues which were discovered only after the court complaint had been submitted, regarding the emission limit values of the coal power plant. A scientific analysis of the Environmental Impact Assessment document showed that the figures provided on emissions to air were internally inconsistent and could not possibly be correct.2 Therefore it was impossible for the Environmental Impact Assessment to properly analyse the plants’ impact on the environment, domestically or transboundary. The complaint to the District Court was rejected in verdict no 11 0 U 013268 13 U of 24.9.2015. A court appeal against the verdict and seeking the cancellation of the environmental permit for the Ugljevik III power plant was filed to the Supreme Court of Republika Srpska by the Center for Environment on November 13, 2015. On 31 May 2017 the Supreme Court reached its verdict, upheld our complaint, modified the verdict of the District Court, and annulled the environmental permit for Ugljevik III (See Annex 1).

Context With nine EU member states now coal-free1 and 11 more planning to end electricity generation from coal by 2030, the coal phase out in the EU is well underway. 52 coal plants have closed in the EU since 2016, while the European Union has stepped up its commitment to climate change mitigation and has set out a path to reach net zero greenhouse gas emissions by 2050. The EU is also committed to ensuring that its COVID-19 recovery package delivers on the ambition of its European Green Deal, helping Europe to lead the world in climate and environmental action. China, however, is allowing its State-Owned Enterprises (SOEs) specializing in power generation and coal technologies to enable the construction of new units of coal-fired power stations across southeast Europe. The activities of Regulatory Commission in 2010, were done following the plan of business activities and approved budget, always taking into account the basic mission of Regulatory Commission which is meant by establishment and improvement of the regulatory framework required for functioning of the energy sector in Republic of Srpska in a way which will, in market circumstances, provide safety of supply of customers with energy and sustainable development through protection of environment, energy efficiency and use of renewable energy sources. Doing activities within competences and obligations prescribed by laws, compliance with, made in advance, and published rules, procedure and methodology, transparency of work which includes consultations with the public while making decisions ‐ are the basic principles of work of the Regulatory Commission. In the sixth year of operations, Regulatory Commission expanded its activities to the sector of oil and oil derivatives, by issuing first licenses for doing activities to the companies in this sector. In the electric power sector, the activities related to issuance of licenses for electric power activities and construction of the electric power structures continued as well as monitoring of compliance with application of the requirements prescribed by the issued licenses. The natural gas sector in Republic of Srpska has not been sufficiently developed taking into account the capacities of the gas infrastructure and number of customers; and is concurrently burdened with numerous problems.
