EDITORIAL NOTE The Department of State's files in Record Group 59 are composed of Central Files, records originating from various embassies and consulates, other agencies, and within the State Department itself; and "Special Files" or Lot Files, records maintained by various offices, bureaus, individuals, and committees in the department. The records microfilmed for this publication are reproduced from three Special Files. University Publications of America made its selection of which special files to microfilm after an extensive search of archival indexes for records relating to Japan and its special role on the cold war battleground. These records were microfilmed in their original archival order as filed by the State Department. As a result, while most of the documents within each folder are filmed in reverse chronological order, some are filmed in chronological sequence. SCOPE AND CONTENT NOTE Maintained by various offices, bureaus, individuals, and committees in the Department of State, the Special Files contain a vast amount of information on a variety of foreign policy subjects. Originally, the Special Files were to contain only reference copies of correspondence, memoranda, minutes of meetings, reports, position papers, briefing materials, studies, and other nonrecord material maintained for convenience in office or individual files. Official copies of all permanently valuable State Department records were supposed to be included in the Central Files of the department. World War II and the subsequent cold war, however, put a heavy strain on the record-keeping system at the department Also, officials became more reluctant to send particularly sensitive or important records to the more general Central Files. As a result, many original documents, record copies, working papers, drafts, informal notes, and annotated copies of memoranda were incorporated into the Special Files. The Special File number comprises the last two digits of the year in which the file was retired or deactivated by the originating office or individual, a letter designation (D for department origination, F for origination at a Foreign Service post, and M for a special mission), and a final number that simply indicates the sequence in which a particular collection was retired. For example, Special File 54-D-423 refers to 1954 as the year in which the file was deactivated, D as originating at the Department of State, and it being the 423rd file retired that year. It should be noted, however, that not all files that have been retired are still in existence. Some have been consolidated with similar material or have been destroyed because of a lack of permanently valuable records. Lot File 54-D-423: Japanese Peace Treaty (Files of John Foster Dulles), 1947-1952 These records are concerned with the efforts of Ambassador-at-Large John Foster Dulles to expedite a peace treaty between the United States, its allies, and Japan. The records consist of a general subject file that includes a "Black Book" that Dulles used in connection with Japan-China bilateral treaty problems, a Department of Defense file covering all subjects at issue between the state and defense departments over the treaty, a large file on the San Francisco Peace Conference of 1951, Japanese comments on the treaty, various treaty drafts with comments, treaty histories including a black book comparing United Kingdom and United States' drafts with memoranda and rewrites, information on post-treaty problems, the U.S. Senate debate on the treaty, public opinion surveys regarding the treaty, and a file on General Douglas MacArthur. Lot File 57-D-149: Records off the Bureau of Far Eastern Affairs, Office of Northeast Asian Affairs (Japan), 1952-1954 This is a subject file relating entirely to Japan. It consists of memoranda, reports, minutes of meetings, projection sheets, and studies for all aspects of Japanese life including internal and external affairs. There is information on the Japanese Peace Treaty and U.S. policy with respect to Japan and the Japanese economy. Also included are studies of psychological and educational programs, the question of Japanese rearmament, the Ryukyu Islands, defense and the development of effective security, and studies on the Japanese export trade and financial conditions as well as on Japanese labor and compensation problems. Lot Files 58-D-118 and 58-D-637: Office of Northeast Asian Affairs, Japan Subject Files, 1947-1956 This file primarily focuses on various issues involving Japan following the resumption of its sovereignty. Among the topics addressed are Japanese-Communist Chinese relations, Japanese-Korean relations, Japanese defense matters, Japanese internal political maneuvering, the issue of war criminals, and matters involving atomic energy and testing.
