RML is a 65%-owned subsidiary of Riversdale Mining Limited, a mining company listed on the Australian Stock Exchange, with operations in South Africa and Mozambique. The other 35% of RML is owned by Tata Steel, a major Indian steel producer. An ESIA is a systematic process that predicts and evaluates the potential impacts a proposed project may have on aspects of the physical, biological, socio-economic and human environment as determined by specialist studies and analyses of the specific environment. Mitigation measures, as set out in the approved environmental management plan, are then developed and incorporated into the Project execution plan to eliminate, minimise or reduce adverse impacts and, where practicable, to enhance benefits. RML have appointed Environmental Resources Management Southern Africa Pty Ltd (ERM) in partnership with Impacto Associados Lda (Impacto) as the independent consultants to undertake the ESIA for the Zambezi River Coal Barging Project, the main results of which are presented in this non-technical summary. EIA Process The ESIA process followed was designed to comply with the relevant Mozambican environmental legislation. Accordingly, the ESIA process comprised of a number of key steps, namely: • Project Registration • EPDA Phase (also known as Scoping Phase, and culminating in an EPDA Report) • Specialist Studies • Impact Assessment Phase (culminating in an ESIA Report). -

The Political Sublime. Reading Kok Nam, Mozambican photographer (1939-2012) RUI ASSUBUJI History Department, University of the Western Cape PATRICIA HAYES History Department, University of the Western Cape Kok Nam began his photographic career at Studio Focus in Lourenço Marques in the 1950s, graduated to the newspaper Notícias and joined Tempo magazine in the early 1970s. Most recently he worked at the journal Savana as a photojournalist and later director. This article opens with an account of the relationship that developed between Kok Nam and the late President Samora Machel, starting with the photo- grapher’s portrait of Machel in Nachingwea in November 1974 before Independence. It traces an arc through the Popular Republic (1976-1990) from political revelation at its inception to the difficult years of civil war and Machel’s death in the plane crash at Mbuzini in 1986. The article then engages in a series of photo-commentaries across a selection of Kok Nam’s photographs, several published in their time but others selected retrospectively by Kok Nam for later exhibition and circulation. The approach taken is that of ‘association’, exploring the connections between the photographs, their histories both then and in the intervening years and other artifacts and mediums of cultural expression that deal with similar issues or signifiers picked up in the images. Among the signifiers picked up in the article are soldiers, pigs, feet, empty villages, washing, doves and bridges. The central argument is that Kok Nam participated with many others in a kind of collective hallucination during the Popular Republic, caught up in the ‘political sublime’. -

Preparatory Survey for Southern Africa Integrated Transport Program Chapter 4 4 Development Directions for Regional Infrastructure 4.1 Infrastructure Bottlenecks under Growth Scenarios 4.1.1 Current Industrial Situation of the Corridors In parallel with the macro analysis undertaken in Chapter 2, summary information on development potential in the region (especially of mineral resources development accompanied by cross-border transport improvements and an overview of a Mega Project) are presented in this section. More details may be found in Appendix B. The results serve as input to Section 4.1.3 on Infrastructure Bottlenecks under the Growth Scenarios. The figure below visually summarizes the mineral and agricultural potential in the Southern African region. (The number of corridor in Figure 4.1.1 corresponds to this section’s paragraph number.) Figure 4.1.1 Mineral and Agricultural Resources and Corridors (1) Nacala Corridor Nacala is regarded as the best location for a deepwater port on the East African coast. The Nacala Corridor has consequently been at the forefront of ongoing initiatives to rehabilitate the rail link to Malawi, thereby creating a number of “anchor” tenants and promoting development 4-1 Preparatory Survey for Southern Africa Integrated Transport Program Chapter 4 along the corridor. Together with Beira and other corridors (Sena and Tete), these developments have been linked to the possible export of coal from the Moatize and Benga coal fields as well as from the Muchana Vuzi coal fields north of the Cahorra Bassa Dam in Tete Province, Mozambique. The corridor is ultimately seen as linking Lusaka in Zambia with the Port of Nacala. -

LOADTEST O-Cell® Technology, Bridges over the Zambezi River, Mozambique Project: Caia Bridge Location: Caia, Mozambique Client: Mota-Engil / Soares da Costa Foundation Contractor: Trevi Spa. Project Overview Caia is a town on the south bank of the Zambezi River in Sofala Province, Mozambique. It is a relatively small town with few modern facilities. In March 2007, construction commenced on what would be the longest road bridge to span the Zambezi. The bridge over the Zambezi was officially opened on August 1, 2009, and with some controversy, was named after the current president of Mozambique, Armando Emilio Cage and plate preparation Guebuza. With a length of 2.376 Km and a width of 16 m it is longer than the bridges at Tete and Katima Mulilo, exceeded only by the Dona Ana Bridge, which has been restored as a rail only bridge. The anticipated bridge was crucial in linking the Sofala Province and the Zambezia Province. The Caia bridge cost an estimated US$80 million. Load testing program A single-level O-cell test was performed on a 1500 mm pile, installed by Trevi S.p.A. who began construction on the Internal view of O-cell assembly dedicated test pile. The nominal test pile was excavated to a toe elevation of -35.60 metres under bentonite slurry. After desanding the drilling fluid, the bottom two reinforcing cages with attached O-cell assembly and four subsequent cages were spliced together and lowered into the excavation and temporarily supported at the surface. Concrete was then delivered by tremie through a 270 mm O.D. -
