Box FM 730, Famona, Bulawayo, Zimbabwe [email protected] Abstract.—The status, relationships and zoogeography of the 14 taxa of Psammophis found south of Latitude 12° S are reviewed and the following taxonomic changes are proposed: 1. Psammophis trinasalis and P. namibensis, previously treated as subspecies of P. leightoni, are recognised as good evolutionary species which show ecological differences. 2. Psammophis orientalis, previously regarded as a subspecies of P. subtaeniatus, differs from the lat- ter in a suite of characters and is parapatric with it in Zimbabwe, so it is now recognised as an evolu- tionary species. 3. Psammophis brevirostris and P. leopardinus, previously regarded as subspecies of P. sibilans (Linnaeus), are recognised as relict evolutionary species. The Zambian populations previously assigned to P. leopardinus have been described as a new species (Hughes & Wade, in press). EDUCATION EQUITY AND QUALITY IN NAMIBIA: A CASE STUDY OF MOBILE SCHOOLS IN THE KUNENE REGION by Onesmus Hailombe A thesis submitted in partial fulfilment of the requirements for the degree Doctor of Philosophy in Education Policy in the Department of Education Management and Policy Studies Faculty of Education University of Pretoria Supervisor: Prof. Jan Nieuwenhuis November 2011 © University of Pretoria ABSTRACT The main thesis of this study is that access to education, important as it is in terms of the Millennium Development Goals (MDGs), is not enough. Education that is not of an acceptable quality may not serve the purpose or the intent of the MDGs, nor of the Education for All movement. The study aims to examine the Namibian education policies related to education equity and quality for nomadic pastoralist people living in the Kunene region where socio-economic and cultural factors mitigate the provision of education. The study takes a broad view in an effort to explore the phenomenon of education provision to nomadic people and its actual outcomes beyond the classroom perspective and beyond the limits of its expected results. The data were collected over a period of five weeks. In this regard, a qualitative research design with critically quasi-ethnographic elements using semi-structured interviews to gather data from participants was used. Purposive sampling was used to select mobile school units, educators, nomadic leaders and community members. Data were collected through document analysis, audio-taped interviews and transcribed for inductive analysis. The intent of this case study is to illuminate attempts, through various education policies and strategies used by the Namibian government, to address equity and quality in education to marginalised and nomadic pastoralist groups, and reflect the insufficiency of such efforts that are not compatible with the intended groups‟ culture and lifestyle. -

The Contribution of Dry Forests to Rural Poverty Reduction and to the National Economy: Zambia Technical Report Samuel Mulenga Bwalya Department of Economics, University of Zambia, Box 32379, Lusaka Tel# 260 1 290475, [email protected] The Contribution of Dry Forests to Rural Poverty Reduction and to the National Economy: Zambia Draft summary We have shown that forests and woodland resources contribute, on average, 21% to total production and income of rural households. Aggregating forest production and income to a national levels based on sample information is challenging task and by no means likely to be very precise and accurate. But scaling up sample estimates to the national level facilitates inter-sectoral comparisons and would sharpen our insights about the importance of forests and woodland resources in rural development and poverty reduction. Sample estimates and national statistics on the number of rural households is used to scale up and estimate the contribution of forest and woodland resources to the national rural household sector. We multiply the proportion of households harvesting a particular forest product by the total number of rural households in Zambia. This gives us an estimate of the number of rural household across the country that harvest forest a given forest product both for consumption within the household and for sell to obtain cash income. This estimate is then multiplied by the average value of each forest product harvested to obtain the total contribution of the forests sector to rural household economy. Because we ignore value addition along the supply chain and other forms of income and services households derive from forests, this estimate should be seen to represent the minimum contribution of forest resources to rural household sector. -
