the faculty of the College of Coiiuaerce of Louisiana State

University and members of Beta Pi Alpha Local Conmierce

Praternity, who have been organized to stimulate a greater

interest in business among students of Commerce and Busi

ness Administration; to bring about a closer affiliation

between students and faculty; and to promote contact and

discussion with professional men of the business v/orld,

realizing the benefits that can be derived from member

ship in an international organization which fosters the

study of business as a profession, do hereby petition, in

accordance with a \manimous resolution adopted by Beta Pi

Alpha on February 15, 1929, that we be granted a charter

to establish a chapter of Delta Sigma Pi on the Campus of

Louisiana State University.

And furthermore, we pledge ourselves to abide by all the rules, laws, regulations and adopted standards of Delta Signia Pi, now in effect or v/hich shall hereafter be enacted, and to prorr.ote a furtherance of the high ideals of the fraternity should cur petition be granted. ) ri H

The growth of a professional atmosphere in the

College of Comraerce, in many respects, has been borne out

in Beta Pi iilpha. T/lien v/e returned to School in September,

we, as students, registered in the College of Conimeroe were r

4 confronted with the task of laying plans for organizations

in which we were interested. Handicapped by the fact that I .\. _

of Comiuerce v/as the sum , the College only organized during

mer of 1928, we Y/ere deprived of those benefit.^- v/hich ac

crue from membership in organizations which might have

been established had v/e been granted the privilege of re

ceiving a four year, college course in Gor:im.eroe and Busi

ness Administration.

Early in the second term we called together a

group of ten of the B;ost outstanding young men in the

College of Corimierce. This meeting was held on February

1, 19/:9. j.xt this time a temporary chairman, v/a:. elected

and a ConstitutionLl conmattee was appointed. This com

mittee Y/as instructed to drav/ up an effective docuEiient

which would serve to bind us togetherc> in the bonds of

fraternal relationship. On February 15 a meeting was called and the

Constitutional committee reported that it was ready to submit the docmient to the group for adoption or rejection. lifter a few minor alterations and corrections were made, the constitution was adopted. Immediately after the

BETA PI ALPHA

Preamble

A fraternity organized to foster the study of business in Louisiana State University; to encourage

Echolorship and the association of students for their mu tual advancement by research and practice; to promote c closer affiliation between the corrmiercial world and stu dents of comiLerce and to further a higher standard of comm.ercial ethics and culture and the civic and c oifMe r c i a 1 welfare of the community.

Article I

Section 1. This fraternity shall be officially known and designated as Beta Pi Alpha.

Article II

Section 1. The principal units of organization

and government of this fraternity shall be as follows:

President, Vice President, Secretary, Treasurer, Pledge

Captain, Faculty Advisor and Sentinel.

Section 2. The duties of the President shall

be to call meetings, to preside over the meetings, to se

that all other officers discharge their duties faithfully,

comr-ittees and such power and duty to appoint standing further power and duty as may be prescribed by the laws

of this fraternity.

� The duties of the Vice-President shall be to

ezecute the power and duties of the president during his

absence or incapacity, and to serve as temporary President

of the organization in case of resignation of the President-

The duties of the Secretary shall be to keep the

F official minutes of the fraternity, and shall have charge

of, and be responsible for all coiLiuunications pertaining

to the fraternity.

The duties of the Treasurer shall be to have

custody over all funds of the fraternity aad he shall pay

all bills which are duly authorized by the chapter; he

shall keep a record of all financial transactions of this

chapter.

The duties of the Sentinel shall be to act as

Sargeant at Arms, and to m.^ke all necessary arrangements

for proper conduct of meetings.

The duties of the Pledge Captain shall be to

take charge of rushing, preparation of candidates for

initiation, and the initiation of candidates.

Article III

Q,ualifications for Membership

Section 1. The fraternal bonds of this frater- ^

nity shall include men of good moral character, of the

CaUoasion race, Christian faith, and v.'ho are not members of any professional commerce fraternity, local, national, or international in character ^.^hich is in direct com-pe- tition with Beta Pi Alpha. No other person shall be eli gible for membership.

Section S. No person?, shall be initiated into this fraternity except by unanin us vote of all the active members present at a duly authorized meeting.

Section 3. kembership of this fraternity shall consist of Charter members, Actite members and Alumni members. Charter members shall consist of those persons

Section 5. Voting. Unanimous vote of all mem

^ HISTORY OF THE COLLEGE OF COIiIMERCE

Louisiana State University has the distinction

and honor of being the fir^t University in the south to

offer courses in the subjects of commerce and industry and the first university in the United States to offer

a four year course leading to a degree.

In 1898 Professor R. L. Himes, at that time an

instructor in Education, pointed out the need and persuaded

the administrative authorities to offer courses in such

subjects. He was made head of this department and estab lished a four year course leading to a degree.

This organisation was continued until the fall of 1908 when the University w^as reorganised into the vari ous colleges such as: Arts and Science, Engineering, Law r

School, etc. Kg College of Commerce was organised at this time. The limited resources of the University at that tirAe made it impractical to perfect such an organisation. How ever a Commerce Department was created within the College of Arts and Science and students were permittea to select such subjects as electives. This organization was con- tinuea until ws were organised into a separate college during the past year*

Louisiana State University is an accredited

University and it is the policy of the College of Commerce

to fullfili all req^uirements by securing the most out-

stanaing men in each field possible to secure as neads

of the various departments. Our faculty includes:

Of

LOUIS IMA STiTS UNIVERSITY

The university owes its origin to certain grants

of land made to the State of Louisiana during the years

w I8O0, 1811 and 1827 by the United States Government for use as a '^semln:::.ry of les.rning.^^ The State Constitution

provided for the establishment of such an institution

from the proceeds of the sale of such lands but it was

several years belore the Legislature succeeded in giving

effect to the Constitutional mandate. A plan of organ

ization was adopted in 1848, and in 185S a site about throe

miles from i^lexandrla, on the east bank of the Red River,

in the State of Louisiana, was chosen for the new ir.sti-

tution wMch wan officieLly deLi^nrteO as tlie Louisiana

State Seminary of Learning. During the next six years

various changes and improvements were adcpte' by the

Legislature. Among these was an act providing for ;:llitary

instruction in the Seminary. In 1859 \7illiam Tecumseh

Sherman, a former Army officer, was chosen superintendent,

and by the end of the year a faculty h4d been selected and

preparations for academic work had been completed.

The first session be^^ n on January 2, 1860.

In spite of the Civil V/ar which lea to the retignation of most of its teaching force and student body, the Semin- ary continued in operation until April of 186S when an invasion of the Red River Yalley by the Union forces causea it to suspend its exercises. Academic work v;as resumed on October 2, 1865, under the presidency of

David French Boyd, who remained at the head of the insti tution for nearly twenty years. On October 15, 1869, the

Seminary buildings �/ere destroyed la^ fire; but the dis aster interrupted the school work for only a fortnight, as accommodations were at once secured in Baton Rouge in buildings of the present School for the Deaf, which re mained the domicile of the institution until 1886. in that year new (quarters were found in the buildings of the

United States irmy post in the northern part of the city, frorA which the regular troops had been withdrawn some years before. A loan of these buildings and grounds was generously made by the United States Government; and bv an Act of Congress, approved ipril S8, 1902, this loan was converted into a gift with full title to the property being vested in the University.

This historic site was occupied until the beginning of the session of 1925-26, when the University, for the moat part, moved into its magnificent new home that had been in the course of construction for the pai^t and two or three years. The young women of the Fresliman

Sophomore classes have continued to be taught on what is now termed ^*the old Campus."

The new plant of the University is located

in the southern suburbs of the city of Baton Rouge about

two and one-half miles from the State Capitol Building. . I The tract which was selecte-,. for its site iias a frontage of about two miles along the eastern bank of the Missis

River and sippi extends back from the Levee ar/. eq_ual distance. It comprises more than two thousand (2000)

acres of all of land, which is fully utilised by the varied

activities of the institution.

into a abruptly slightly rolling plateau about feet � twenty higher than the alluvial plain and having an entirely different character of soil. This plateau was once covered with a thiclc of growth, huge Magnolias, Oaks, and and ' V/alnuts, many of these still remain to form a beau-

tiful stretch of evergreen woodland along the northern

boundary of the campus.

The Highland Road, a ^aved highway which is the

chief artery of traffic between the eity and the University

traverses this plateau in a direction roughtly parallel mg the bluff Trtiich forms its western boundary and about two

thousand feet distant from it. This space between the

bluff and the Road south just of the Magnolia grove was

chosen as the site for the heart of the Univert^ity, the

group of devoted buildings particulary to purposes of

administration and instruction. When completed this group will comprise twenty-three buildings containing 718,000 I souare feet of floor space and providing accommodations

for three thousand students. Seventeen of these buildin^^a

with a total floor space of 458,000 square feet have been

completed and are now in use. The remaining six will be

added from time to time as funas become available but

their locations and general dimensions and architectural

treatment have already been uetermine;,, so that the group when completed will form a harmonious whole, fully co- orainated not in only architectural syriimetry, but also

for convenience of administration and efficiency of operation.

These ai^e buildings arranged about two courts, one south of the directly other and on the same side of the main axis. The northern court is in the form of a Roman Cross, 1,200 feet long, north and south, and 700 feet, east and west, containing about ten acres. The main entrance to the court is formed by the Administrative group, comprising the v/ar Memorial O^ower, the lorth and c;outh Administration Buildings, the Law Building and the

Commerce . These are located at the Building. m buildings

end^of the eastern arm of the Cross and face eastward-

toward the Highland Road some seven hundred feet av^ay.

All thOjOther buildings face inv/ard on the court. At the

head of the Cross st&nds the Cafeteria and the y. M. C. A.

rootns. it the western arm of the Cross stands the Kill

h Memorial Library. Peabody Hall stands between these two

last mentioned buildings forming a perfect "L" . On the

western side of the stem of the Cross are the four

buildings of the Agricultural group, fronted by the long

The architectural treatment is based on the domestic and has for its note s tyle of northern Italy predominant

If^ position as Commandant of Cadets brings me into very close and active contact with student life and it is nyr opinion that the group constituting Beta Pi Alpha are high class young men. The College of Commerce is a new department on the campus but under the leadership of Dr� James B. Trant it has made an im pressive beginning and seems destined to fill an important place in the academic structure of the University.
