The transport of sand and dust by wind is a potent erosional force, creates sand dunes and ripples, and loads the atmosphere with suspended dust aerosols. This article presents an extensive review of the physics of wind-blown sand and dust on Earth and Mars. Specifically, we review the physics of aeolian saltation, the formation and development of sand dunes and ripples, the physics of dust aerosol emission, the weather phenomena that trigger dust storms, and the lifting of dust by dust devils and other small- scale vortices. We also discuss the physics of wind-blown sand and dune formation on Venus and Titan. The 20th Conference of European Ministers of Justice was held in Budapest on 11 and 12 June 1996 at the invitation of the Hungarian Government. The agenda, list of participants and Resolutions adopted are set out in Appendices I-III to this report. 2. The Bureaux of the CDCJ and the CDPC and the Senior Officials held their preparatory meetings the day before the conference. 3. The Hungarian Minister of Justice was elected Chairman of the conference. The Ministers of Justice of Romania and Cyprus were elected Vice-Chairmen. 4. The theme of the conference was "Efficiency and fairness of civil, criminal and administrative justice". The main rapporteur was the Hungarian Minister of Justice, while the Ministers of Justice of Malta and the Czech Republic acted as co-rapporteurs. 5. In his opening speech, Mr Arpad Goncz, President of the Hungarian Republic, outlined Hungary's progress over the past six years in strengthening the rule of law and the market economy. Legislative reforms have been implemented, and the judicial system must fulfil its role efficiently and fairly. In the context of the profound social and legislative changes which many of the Council of Europe's new member states were undergoing, people expected more from the judicial system, which was itself facing problems of structures and resources. -
