City-regions pose new challenges to governance. They transcend multiple local jurisdictions and often involve higher level governments. This paper aims to provide an improved un- derstanding of city-regional governance in China, focusing on three contrasting examples (the Yangtze River Delta Metropolitan Region, the Beijing- Tianjin-Hebei Metropolitan Region, and the Guanzhong- Tianshui Metropolitan Region). We show that, in spite of a strong vertical dimension of city-regional governance in China, the role and interference of the Central Government in matters of metropolitan policy-making is variable. Case Study Evolution of the Process of Urban Spatial and Temporal Patterns and its Influencing Factors in Northeast China Jiawen Xu1; Jianjun Zhao2; Hongyan Zhang3; and Xiaoyi Guo4 Abstract: The evolution of urban temporal and spatial patterns in Northeast China is complicated. In order to study the urbanization process in this area, explore the spatial and temporal laws of urban development in Northeast China, and find the main influencing fac- tors affecting urban development in Northeast China, DMSP/OLS images are used as data sources. Urban built-up areas in Northeast China from 1993 to 2013 are extracted and temporal and spatial patterns of urban development are studied. Combining the economic, population, industrial structure, ecological and other statistical data, a geographical detector is applied to study the main influencing factors of urban development in Northeast China. According to a selection of 10 typical cities, the annual urban expansion speed and the urbanization intensity index are calculated to quantitatively analyze the development of typical cities. The present study indi- cates that the urbanization process in Northeast China was slow during 1995–1996. In fact, except for Daqing, the other typical cities developed slowly before 2003. While the urbanization process accelerated after 2003, it reached to its maximum rate in 2010. Moreover, it is observed that from 1993 to 2013, centers of cities gradually moved to their regional centers. On the other hand, it is concluded that from 2004 to 2013, the regional gross domestic product (GDP), GDP of the secondary industry, gross industrial product, GDP of the tertiary industry and the total investment in fixed assets were main indicators of the urbanization that affected change in the urban built- up area in Northeast China. -

Mizuho concludes memorandum of understanding for business cooperation with the Suzhou Xiangcheng Economic Development Zone Administrative Committee in China’s Jiangsu province Mizuho Bank, Ltd. (President & CEO: Koji Fujiwara) and our China-based subsidiary, Mizuho Bank (China), Ltd., today signed a memorandum of understanding (MOU) for business cooperation with the Suzhou Xiangcheng Economic Development Zone Administrative Committee in China’s Jiangsu province, for the purpose of promoting investment in the region and developing policy aimed at attracting foreign firms. The Xiangcheng district of Suzhou is centrally located within one of China’s three major economic zones, the Yangtze River Delta. Xiangcheng is often referred to as the “only intersection of the Yangtze River Delta” and this geographically advantageous location makes it a key target for transportation infrastructure development, including a high-speed railway currently being constructed to connect the cities of Nantong, Suzhou, Jiaxing, and Ningbo. The Economic Development Zone was established in 2002 and is a national level development zone. A broad range of industries are concentrated in the zone, including auto parts, precision machinery, and information technology, and further growth is expected going forward. Currently, a China-Japan smart manufacturing innovation industrial park is being established with the aim of creating a hub for smart manufacturing. This industrial park will be designed to attract Japanese companies specializing in advanced technologies in fields such as next-generation information technology, robots, and new materials. Based on this MOU, Mizuho will provide a range of support including providing advice on how to further develop and attract corporations to the Suzhou Xiangcheng Economic Development Zone, and holding investment seminars. -

Reconstructing the Evolutionary History of Chinese Dialects Esra Erdem Institute of Information Systems, Vienna University of Technology, Vienna, Austria [email protected] Feng Wang Department of Chinese Language and Literature, Peking University, Beijing, China [email protected] Evolutionary relations between languages based on their shared characteristics can be represented as a phylogeny --- a tree where the leaves represent the extant languages, the internal vertices represent the ancestral languages, and the edges represent the genetic relations between the languages. On the other hand, languages not only inherit characteristics from their ancestors but also sometimes borrow them from other languages. Such borrowings can be represented by additional non-tree edges, turning a phylogeny into a phylogenetic network. With this motivation, we reconstruct the evolutionary history of languages in two steps: first we compute a plausible phylogeny with a minimal number of incompatible characters, and then we turn this phylogeny into a perfect phylogenetic network, by adding a small number of lateral edges, so that all characters are compatible with the network. For both steps, to formulate the problems and to solve them, we use answer set programming --- a new form of declarative programming. This method has been successfully applied to reconstruct the evolutionary history of Indo-European languages. In the following we summarize its application to reconstruct the evolutionary history of Old Chinese and the following 23 Chinese dialects: Guangzhou, Liancheng, Meixian, Taiwan, Xiamen, Zhangping, Fuzhou, Nanchang, Anyi, Shuangfeng, Changsha, Beijing, Yuci, Taiyuan, Ningxia, Chengdu, Yingshan, Wuhan, Ningbo, Suzhou, Shangai 1, Shangai 2, Wenzhou. We have started with a dataset consisting of 200 lexical characters (the Swadesh wordlist), each with 1--24 states. -
