Establishing 15 IP Tribunals Nationwide, Chinese Courts Further Concentrate Jurisdiction Over IP Matters March 15, 2018 Patent and ITC Litigation China has continued to develop its adjudicatory framework for intellectual property disputes with the establishment of three Intellectual Property Tribunals (“IP Tribunals”) this month. This reform began with the establishment of three specialized IP Courts in Beijing, Shanghai, and Guangzhou at the end of 2014, and has been furthered with the establishment of IP Tribunals in 10 provinces and two cities/municipalities around the country. For companies facing an IP dispute in China, understanding this framework in order to select the appropriate jurisdiction for a case can have a significant impact on the time to resolution, as well as the ultimate merits of the case. Most significantly, through the establishment of these IP Tribunals many Chinese courts have been stripped of their jurisdiction over IP matters in favor of the IP Tribunals. This has led to a fundamental change to the forum selection strategies of both multinational and Chinese companies. The three IP Tribunals established on the first two days of March 2018 are located in Tianjin Municipality, and cities of Changsha and Zhengzhou respectively. This brings the number of IP Tribunals that have been set up across 10 provinces and two cities/municipalities in China since January 2017 to a total of 15. The most unique aspect of the specialized IP Tribunals is that they have cross-regional1 and exclusive jurisdiction over IP matters in significant first-instance2 cases (i.e., those generally including disputes involving patents, new varieties of plants, integrated circuit layout and design, technical-related trade secrets, software, the recognition of well-known trademarks, and other IP cases in which the damages sought exceed a certain amount)3. -

However, a lack of multi-scale studies on intra-urban green space limits our knowledge of human settlement environments in this region. In this study, a synergistic methodology, including the main process of linear spectral decomposition, vegetation-soil-impervious surface area model, and artificial digital technology, was established to generate a multi-scale of green space (i.e., 15-m resolution intra-urban green components and 0.5-m resolution park region) and investigate multi-scale green space characteristics as well as its ecological service in 12 central cities of the Inner Mongolian Plateau. -

However, the measurement and analysis of UILU efficiency and intensification are not accurate and in-depth enough. The study of UILU efficiency loss and intensification potential and their relationship is still lacking, and the application of parametric methods with clearer causal mechanisms is insufficient. This paper argued that the intensification potential of UILU could be defined as the amount of saved land or output growth resulting from reduced efficiency loss of UILU. Accordingly, we constructed quantitative models for measuring and evaluating the intensification potential of UILU, using the stochastic frontier analysis (SFA) method to calculate efficiency loss in three major urban agglomerations (38 cities) in China. Our results revealed a large scale and an expanding trend in the efficiency loss and intensification potential of UILU in three major urban agglomerations in China. From 2003 to 2016, the annual efficiency loss of UILU was 31.56%, the annual land-saving potential was 979.98 km2, and the annual output growth potential was 8775.23 billion Yuan (referring to the constant price for 2003). -

Guokalariju, 5,603 m elevation, and adjacent mountains 15 km to the southeast These mountains of flysch-like Triassic clastic and volcanic rocks and some Mesozoic granite character ize the southernmost part of Northern Xizang Structural Region (Gangdese-Nyainqentanglha Tec tonic Zone), which lies just north of the Yarlung Zangbo east-west tectonic suture 50 km to the south (see figs. 2, 3). Mountains are part of the Gangdese Island Arc at south margin of Lhasa continental block. Light-tan areas on flanks of mountains adjacent to almost vegetation-free flood plain are modern and ancient climbing sand dunes that exhibit evidence of strong winds. From flood plain of Lhasa He, and from flood plain of much larger Yarlung Zangbo to the south (see figs. 2, 3, 13), large dust storms and sand storms originate today and are common in capitol city of Lhasa. City-regions pose new challenges to governance. They transcend multiple local jurisdictions and often involve higher level governments. This paper aims to provide an improved un- derstanding of city-regional governance in China, focusing on three contrasting examples (the Yangtze River Delta Metropolitan Region, the Beijing- Tianjin-Hebei Metropolitan Region, and the Guanzhong- Tianshui Metropolitan Region). We show that, in spite of a strong vertical dimension of city-regional governance in China, the role and interference of the Central Government in matters of metropolitan policy-making is variable. Case Study Evolution of the Process of Urban Spatial and Temporal Patterns and its Influencing Factors in Northeast China Jiawen Xu1; Jianjun Zhao2; Hongyan Zhang3; and Xiaoyi Guo4 Abstract: The evolution of urban temporal and spatial patterns in Northeast China is complicated. In order to study the urbanization process in this area, explore the spatial and temporal laws of urban development in Northeast China, and find the main influencing fac- tors affecting urban development in Northeast China, DMSP/OLS images are used as data sources. Urban built-up areas in Northeast China from 1993 to 2013 are extracted and temporal and spatial patterns of urban development are studied. Combining the economic, population, industrial structure, ecological and other statistical data, a geographical detector is applied to study the main influencing factors of urban development in Northeast China. According to a selection of 10 typical cities, the annual urban expansion speed and the urbanization intensity index are calculated to quantitatively analyze the development of typical cities. The present study indi- cates that the urbanization process in Northeast China was slow during 1995–1996. In fact, except for Daqing, the other typical cities developed slowly before 2003. While the urbanization process accelerated after 2003, it reached to its maximum rate in 2010. Moreover, it is observed that from 1993 to 2013, centers of cities gradually moved to their regional centers. On the other hand, it is concluded that from 2004 to 2013, the regional gross domestic product (GDP), GDP of the secondary industry, gross industrial product, GDP of the tertiary industry and the total investment in fixed assets were main indicators of the urbanization that affected change in the urban built- up area in Northeast China. -
