Remaining mistakes and all interpretations are of course the author’s responsibility. 4 Summary This paper discusses the policy characteristics of a transition management (TM) process that was introduced by the Flemish government in 2006 with the goal of reorienting its waste policy towards a sustainable materials policy and stimulating a transformation of the waste/materials system. Part 1 of the paper concisely describes the background of the TM approach and introduces the research questions. The paper interprets TM as one particular type of a broader set of transition governance approaches. Typical characteristics of TM include working with an arena of frontrunners and the development of a long-term vision upon which transition pathways and transition experiments are based. TM has first been used in the Netherlands as a way of trying to influence and reorient socio-technical systems (such as the energy, mobility and agrofood system) in a more sustainable direction. Inspired by the Dutch example, the Flemish government decided in 2004 to experiment in its environmental policy with transition management, first in the domain of sustainable living and building (a process called DuWoBo), two years later in the domain of waste and sustainable materials management (a process called Plan C). This latter process Plan C is the empirical focus of the paper. The goal of the paper is to investigate the position and role of Plan C in the reorientation of waste policy, how and why such a TM process has influence (or not), which characteristics this influence has, and what the interaction is between this TM process and the broader political and societal context. A basic assumption of the analysis is that transitions are intrinsically political: they change long-established structures, institutions, actors and actor relations, policy discourses and ways of thinking, patterns of action and behaviour. As a consequence, policy initiatives such as TM that want to stimulate change in socio-technical systems, will unavoidably meet with resistance, power struggles, questions of trust and legitimacy. A better understanding of processes, mechanisms and patterns at work in TM processes, can help politicians and practitioners (such as civil servants and societal actors) in dealing with the politics of transitions. The analytical framework that is used in the paper is clarified in part 2 . The analysis of Plan C builds in fact on a combination of two frameworks. The first, the multilevel perspective (MLP), is well-known in transition studies. It describes transitions as a result of interactions between a so-called socio-technical regime at meso-level, innovative niches at micro-level, and trends and pressures at macro- or landscape level. The MLP is useful for describing the context in which a TM process such as Plan C has to find its way, but the MLP does not have a good conceptualisation of politics in transitions. Therefore, to analyse change and stability of policies on the level of substance as well as organisation, the MLP is combined with the policy arrangements approach (PAA). A policy arrangement has four dimensions, where three refer to organisational elements of policy (actors and actor coalitions, resources, rules of the game) and one refers to substantial elements (discourse). Understanding how a TM process functions as a from of policy innovation can then be answered through questions such as: Do actor coalitions change under influence of Plan C? What is the influence on discourse? Does Plan C change the access to and availability of resources in the system and policy domain? Are the rules of policy-making influenced by Plan C? And how and why does all of this happen (or not)? Part 3 starts the analysis with a description of the context in which the TM process Plan C had to play its role when it started in 2006. In terms of the analytical framework: what are the characteristics of the waste regime that Plan C wants to have influence on and what are important landscape trends? And more specifically for the policy context: what does the 5 policy arrangement look like? Part 3 sketches the growth of the current Flemish waste system and its policy arrangement. The start of waste policy as a separate policy domain is usually situated in the late seventies, early eighties. Due to the reform of the Belgian state structure in 1980, waste policy was one of the first domains to be developed under the new Flemish environmental competences. Although from the start the policy discourse prescribed a policy based on the waste hierarchy (as stated in the Waste Decree of 1981), in practice almost all efforts were focused on getting control over the situation through legislation, planning and organisation of infrastructure around landfilling and incineration. Selective collection and recycling were supportive of these policies. All of this happened through a form of planning that was strongly top-down, with the Flemish government and its agency OVAM in control. Once the basics were more or less in place, the next steps could be taken.

Patterns with regard to these three implications are analyzed by means of a systemic functional approach supported with quantitative data. It is claimed that government and opposition party discussants either employ distinct patterns in accordance with their different aims, or that they use similar ones, albeit with divergent discourse functions. The former scenario turns out to be true in the case of exclusive uses of “we/wij” and the latter in the case of inclusive meanings. In that way, the paper sheds light on subtle differences in how government and opposition party discussants argue and deal with the invisible presence of an overhearing broadcast audience. Comparing individual popularity on old and new media Introduction Traditionally, election campaigns are won in the mass media. Candidates that can attract plenty of journalistic attention and appear most on television and in newspapers are mostly also those that perform well on Election Day. Candidates’ best bet, then, always used to be to aim for getting attention through these mass media outlets. The central query of this paper is whether this knowledge still holds to this day, when social media outlets are becoming ever more popular. Are candidates who are more active on social media also the ones that lead the traditional media charts? Or do we witness rather a tradeoff, in which candidates that invest more in digital campaigning are less prominent in the mass media? Finally, we are also interested in the electoral effect of social media. Does being active and successful on Twitter lead to more preferential votes for candidates? We test these conflicting hypotheses using data from the 2014 Belgian election campaign. We compare the attention of a large number of individual candidate gets in the traditional news media (represented here by newspapers) to their popularity, activities and impact on Twitter. In this way, we pair Twitter data with traditional media data, hence, take a “multi-platform” approach. In doing so, we meet one of the current shortcomings of social media research, which is precisely the lack of understanding of the multi-media ecology of information flows (Tufekci, 2014).

Goedgekeurd raad: 24 04 2017 2 Voorwoord 2016 was een jaar met uitdagingen die antwoorden vragen: de snelle technologische evoluties, digitalisering, robotisering, het klimaat, de vergrijzing, mobiliteit, … 2016 was ook een jaar vol herstructureringen in de bankensector, transities in andere sectoren, e-commerce, langdurige werkloosheid die hoog blijft ondanks de algemeen dalende werkloosheid. Maar chaos en onzekerheid mogen niet leiden tot paniek. We hebben nood aan een standvastig beleid dat doordachte beslissingen neemt en werknemers en bedrijven perspectief geeft. Daar probeert de SERV toe bij te dragen. In 2016 zag ik heel wat adviezen en studies de revue passeren. Telkens met stevige aanbevelingen voor sociaaleconomische problemen en vraagstukken, kritisch maar constructief. Ik denk aan de adviezen over tijdelijke werkervaring en de aanwervingspremie voor langdurig werkzoekenden, het dossier duaal leren en nog veel meer. Maar ook op andere vlakken herinner ik me de kenmerkende kritisch-constructieve houding van de SERV: in het Vlaamse energiedebat, in de begrotingsadviezen, in het debat over de toekomstvisie van Vlaanderen, rond advies en overleg, rond de tewerk- stelling van personen met een handicap. Het zijn maar enkele voorbeelden. De kers op de taart was het vormings- en opleidingspact. Dit akkoord typeert de strijd die de SERV voert om de hele samenleving op te tillen. Binnen de SERV namen we afscheid van Esther Deman. Zij was jarenlang adjunct administrateur-generaal en geniet nu van haar welverdiend pensioen. Zij wordt vervan- gen door Helga Coppen. Na tien jaar in het dagelijks bestuur te hebben gezeteld, trekt Hugo Engelen de SERV deur achter zich dicht.

    New Ways NVAO Annual Report 2016 June 2017 New Ways Last year, the Accreditation Organisation of the Netherlands and Flanders (NVAO) focused on the development of the route it is to take over the 2017-2020 period. As requested by the Committee of Ministers, it outlined a new vision for the organisation’s future with associated organisational changes. In this new strategy, it was inspired by developments in the Netherlands and Flanders that NVAO has helped substantiate in recent years, such as the evaluation of the organisation in 2013, the institutional review pilot in Flanders in the 2015-2017 period, and the new Dutch assessment framework in 2016, in addition to the pioneering work conducted in the area of joint degrees and the mutual recognition of accreditations internationally, and the design of a self- evaluation process in preparation for the external review in 2017. During these developments, NVAO communicated intensively with the external parties involved in order to take their ideas on board and expand the support basis. NVAO staff also contributed to the new ways of NVAO. At the same time, NVAO was fully engaged in 2016 in the implementation of the quality assurance system in Flanders with the institutional review pilots, based on its “evaluating approach”, in addition to the normal accreditations for new programmes, programmes going through improvement periods, international collaborations, and institutions not participating in the pilots. NVAO also took the first initial steps towards the evaluation to be conducted at the end of 2017 as a basis for achieving a new quality assurance system by 2020.
