INTRODUCTION

Sarawak Energy is wholly-owned by the state government of Sarawak and is responsible for the generation, transmission and distribution of electricity to industrial and residential customers within Sarawak.

Sarawak Energy Berhad (SEB) is a major energy and utility player in Sarawak as well as in the region in the power generation, transmission, distribution and supply business. SEB is focused on its business activities as the power and energy provider, spearheading the thrust as the State’s flagship energy and utility group, and complementing the rapid development growth of Sarawak.

In line with the government’s efforts, SEB is proceeding with the development of various power projects and coal power plant is identified as one of great potential aimed at contributing growth in power sector. Balingian Power Generation Sdn. Bhd, a 2 x 300 MW coal fired power plant at Balingian which used coal as the primary source of fuel and contributes significant proportion of energy supply. Balingian Power Generation Sdn. Bhd. is one of the subsidiary companies of Sarawak Energy. It located 60km from Mukah Town, 40km from Sibu- Road Junction & 55km from existing 2x135MW Mukah Power Station.

The river water will be abstracted from Btg. Balingian to the river water intake house. The raw water (approximately 1,500 m3/hr) will be pumped by river water pumps to the raw water reservoir for makeup cooling water (purposes for evaporation at cooling tower), potable water (purpose for plant service building and housing colony). A water treatment facility located near the coal yard area is available to provide treated water for the Plant’s operation need

The raw water will be treated in the clarifier to remove the suspended solids. The clarified water will be stored in the clarified water storage tank having 4 hours storage capacity. The underflow sludge from the clarifier will be collected in sludge pit, which will be treated in a filter press. The treated water from the filter press will be forwarded to the effluent collection tank and the sludge from the filter press will be disposed off.

DESCRIPTION / SPECIFICATIONS

1.0 SCOPE OF CONTRACT 1. The quantity indicated in the table below will form the maximum contract value. The actual amount to be purchased may be lower or higher depending on the actual consumption. The Chemicals to be supplied by the supplier include the following:

2. In addition to the chemical supply above, the supplier shall also provide the following technical support and relevant water treatment services as mentioned:

I. Emergency service visit to troubleshoot urgent problems II. Provide technical training to plant chemists and operators on chemical handling; III. Consultation on optimization of chemicals dosage, whenever needed with regards to improve the water treatment efficiency IV. Ensure at least one-month buffer stock near BPG site. Additional chemical delivery (adhoc basis) will be applied if required based on urgency of condition. During the urgency, chemical shall be delivered within 1-2 days upon request. V. Provide technical training to plant chemists and operators on chemical handling. VI. Includes pumping the chemicals into the storage area & monitoring of product performance. Transportation, manpower and any tools required during delivery and loading work shall be done by the awarded supplier

3. The contract for supply and delivery of chemicals will be awarded for a period of one (1) year start tentatively by the on January 2020. The contract may be extended for maximum two (2) times subject to satisfactory Supplier’s performance and Sarawak Energy’s management approval. The prices shall also be valid for the period of contract years as per offered in contract and should not increase.

4. Split award on itemized basis to the lowest complying tenderers may be considered to ensure lowest total cost to SEB.

5. All relevant and updated product information such as Chemical Safety Date Sheet (CSDS) and Certificate of Analysis (COA) shall be included in your tender.

6. The contractor shall issue to his workers personal safety equipment such as safety helmet, safety shoes, respirators and other equipment stated as requirements in BPG’s and governmental bodies’ safety and environmental regulations.

7. Supplier MUST collect the empty IBCs or drums back after unloading and no chemicals should be left at the plant without approval or consent from the personnel in charge

8. The Supplier shall confirm with BPG Personnel one week earlier on delivery for manpower arrangement to ensure smooth delivery work and the quantity of chemical delivery shall be inform officially by email or reliable communication platform.

9.. The use of proper Personal Protective Equipment (PPE) is MANDATORY. The consultant’s workers shall be properly dressed in uniforms during the performance of their duties. It is a MANDATORY requirement for consultant’s workers to be provided with work vest in green colour with contractor company’s logo as a symbol of uniformity working in BPG and the work vests shall be used at all time at BPG power plant. It is the responsibility of the consultant to provide personal protective equipment and uniform to their workers. Consultant shall issue his workers personal protective equipment (PPE) such as safety helmets (“YELLOW”) for workers and (“WHITE”) for consultant supervisor & safety supervisor, safety shoes, respirators and other required PPE as stipulated under BPG’s safety regulations.

10.Delivery of the chemicals shall be in stages depending on the needs and requirement of the Raw Water Pre-Treatment System at any time weekend and public holiday. The delivery shall be as follow;

1:00pm – 5:00pm

Friday : 8:00am – 11:30am

1:00om – 5:00pm
