(18 MEI 2021) 1. LAPORAN HARIAN A. Kes Baharu COVID-19. Sarawak M Kenyataan Media JPBN Bil 138/2021 JAWATANKUASA PENGURUSAN BENCANA NEGERI SARAWAK KENYATAAN MEDIA (18 MEI 2021) 1. LAPORAN HARIAN A. Kes Baharu COVID-19. Sarawak mencatatkan 512 kes baharu COVID-19 hari ini. Sejumlah 353 atau 68.95 peratus daripada jumlah kes ini telah dikesan di Daerah Miri, Bintulu, Sibu, Kapit dan Kuching. Hari ini, Daerah Miri telah merekodkan tujuh (7) kes yang melibatkan saringan pekerja sektor oil & gas sebelum sign on pada 18 Mei 2021. Kesemua tujuh (7) kes tersebut tidak bergejala dan dikesan semasa sedang menjalani kuarantin di Offshore Transit Centre (OTC) sebelum dibenarkan lapor diri di pelantar. Kes masih dalam siasatan dan semua kontak rapat akan dikenalpasti untuk menjalani saringan serta kuarantin. Daerah-daerah yang merekodkan kes pada hari ini ialah Daerah Miri (96), Bintulu (91), Sibu (69), Kapit (51), Kuching (46), Betong (35), Bukit Mabong (20), Sri Aman (18), Selangau (18), Samarahan (10), Pusa (9), Sarikei (8), Subis (6), Belaga (6), Tanjung Manis (4), Beluru (3), Song (3), Tatau (3), Kanowit (3), Lawas (2), Serian (2), Pakan 1 Kenyataan Media JPBN Bil 138/2021 (2), Daro (1), Meradong (1), Asajaya (1), Saratok (1), Tebedu (1), Mukah (1) dan Sebauh (1). Ini menjadikan jumlah keseluruhan meningkat kepada 39, 328 kes. Daripada 512 kes baharu yang dilaporkan, seramai 49 orang telah menunjukkan tanda dan mengalami gejala jangkitan COVID-19 semasa saringan dijalankan. Manakala, seramai 426 orang adalah terdiri daripada individu yang telah diberi arahan perintah kuarantin. Secara ringkas kes-kes ini terdiri daripada; • 349 kes merupakan saringan indiVidu yang mempunyai kontak kepada kes positif COVID-19 (14 kes bergejala). • 75 kes merupakan saringan indiVidu dalam kluster aktif sedia ada (Kes tidak bergejala). • 52 kes merupakan lain-lain saringan di fasiliti kesihatan (1 kes bergejala). • 34 kes merupakan saringan indiVidu bergejala di fasiliti kesihatan. • 2 kes melibatkan indiVidu yang balik dari negeri-negeri lain di dalam Malaysia (Import B) (kes tidak bergejala). 2 Kenyataan Media JPBN Bil 138/2021 B. Kes Kematian Covid-19 Baharu. Hari ini terdapat lima (5) kes kematian baharu melibatkan jangkitan COVID-19. Ini menjadikan jumlah kematian akibat jangkitan COVID- 19 telah meningkat kepada seramai 230 orang. I. Kes Kematian Ke-226. Kes kematian ke-226 adalah kes ke-37,529 yang melibatkan seorang perempuan warga tempatan (Sarawak) berumur 51 tahun yang telah ditempatkan di pusat kuarantin kerana merupakan kontak rapat kepada kes positif. Kes dijumpai tidak sedarkan diri dan dirujuk terus ke Hospital Sibu untuk rawatan selanjutnya. Swab yang diambil pada 10 Mei 2021 bagi ujian rT-PCR adalah positif COVID-19. Kesihatan kes semakin merosot dan disahkan meninggal dunia pada 13 Mei 2021. Kes mempunyai ko-morbid penyakit darah tinggi dan asma. II. Kes Kematian Ke-227. Kes kematian ke-227 adalah kes ke- 35,299 yang melibatkan seorang lelaki warga tempatan (Sarawak) berumur 64 tahun yang telah mendapatkan rawatan di Hospital Kapit kerana mengalami sesak nafas. Kes didapati mengalami gejala batuk dan demam sejak empat hari yang lalu. Saringan ujian dengan kaedah rapid test kit antigen dan rT-PCR pada 07 Mei 2021 adalah positif COVID-19. 3 Kenyataan Media JPBN Bil 138/2021 Keadaan kesihatan kes semakin merosot dan disahkan meninggal dunia pada 15 Mei 2021. Kes mempunyai komorbid penyakit kencing manis dan dislipidemia. III. Kes Kematian Ke-228. Kes kematian ke-228 adalah kes ke-38,059 yang melibatkan seorang lelaki warga tempatan (Sarawak) berumur 73 tahun yang telah mendapatkan rawatan di Hospital Kapit kerana mengalami sesak nafas. Kes didapati mengalami gejala batuk sejak dua hari yang lalu. Saringan ujian dengan kaedah rapid test kit antigen dan rT-PCR pada 14 Mei 2021 adalah positif COVID-19. Keadaan kesihatan kes semakin merosot dan disahkan meninggal dunia pada 16 Mei 2021. Kes mempunyai ko-morbid penyakit darah tinggi, gout dan penyakit buah pinggang kronik. IV. Kes Kematian Ke-229. Kes kematian ke-229 adalah kes ke-37,730 yang melibatkan seorang perempuan warga tempatan (Sarawak) berumur 73 tahun yang telah mendapatkan rawatan di Hospital Kapit kerana mengalami sesak nafas. Kes didapati mengalami gejala batuk sejak 2 hari yang lepas. Saringan ujian dengan kaedah rapid test kit antigen dan rT-PCR pada 12 Mei 2021 adalah positif COVID-19. Kesihatan kes semakin merosot dan disahkan meninggal dunia pada 16 Mei 2021. 4 Kenyataan Media JPBN Bil 138/2021 Kes mempunyai ko-morbid penyakit jantung, darah tinggi dan penyakit paru obstruktif kronik. V. Kes Kematian Ke-230. Kes kematian ke-230 adalah kes ke-33,000 yang melibatkan seorang perempuan warga tempatan (Sarawak) berumur 71 tahun telah ditempatkan di Pusat Kuarantin dan Rawatan COVID-19 Berisiko Rendah (PKRC) di Daerah Sibu apabila swab yang diambil pada 03 Mei 2021 bagi saringan kontak rapat kes positif COVID-19 dengan rT-PCR adalah positif. Kes didapati bergejala demam dan selsema 2 hari yang lalu. Kes dirujuk terus ke Hospital Sibu kerana lemah dan mengalami gejala muntah dan cirit-birit. Keadaan kesihatan semakin merosot dan disahkan meninggal dunia pada 18 Mei 2021. Kes mempunyai ko-morbid penyakit darah tinggi dan kencing manis. Jawatankuasa Pengurusan Bencana Negeri Sarawak mengucapkan ucapan Takziah kepada semua ahli keluarga mangsa. 5 Kenyataan Media JPBN Bil 138/2021 C. Status Kes COVID-19 Di Dalam Wad Hospital Dan Masih Di Bawah Pengawasan Perubatan (Kes Aktif). Hari ini terdapat 409 kes baharu yang telah pulih dan dibenarkan discaj pada hari ini iaitu: • 104 kes dari Hospital Sibu dan PKRC di di bawah Hospital Sibu; • 78 kes dari Hospital Bintulu dan PKRC di bawah Hospital Bintulu; • 69 kes dari Hospital Sarikei dan PKRC di bawah Hospital Sarikei; • 67 kes dari Hospital Miri dan PKRC di bawah Hospital Miri; • 32 kes dari Hospital Umum Sarawak dan PKRC di bawah Hospital Umum Sarawak; • 17 kes dari PKRC Betong; • 15 kes dari Hospital Kapit dan PKRC di bawah Hospital Kapit; • 15 kes dari Hospital dan PKRC Sri Aman; • 6 kes dari PKRC Mukah; • 4 kes dari PKRC Serian; • 2 kes dari PKRC Lawas. Ini menjadikan jumlah keseluruhan kes positif COVID-19 yang telah pulih atau dibenarkan discaj setakat hari ini adalah seramai 32,539 orang atau 82.74% dari jumlah keseluruhan kes COVID-19 di Sarawak. Jumlah kes aktif yang masih mendapat rawatan dan diasingkan di PKRC dan wad hospital mengikut hospital rujukan adalah seramai 6,473 orang. 6 Kenyataan Media JPBN Bil 138/2021 Manakala, 518 PUI baharu telah dilaporkan dan lima (5) PUI yang masih menunggu keputusan ujian makmal. D. Kluster Baharu [Satu (1) Kluster Baharu]. Jabatan Kesihatan Negeri Sarawak telah mengisytiharkan dua (2) kluster baharu iaitu Kluster Hulu Spaoh dan Kluster Jelang di Daerah Betong. Ringkasan kluster tersebut adalah seperti berikut: I. Kluster Hulu Spaoh, Betong Kluster Hulu Spaoh merupakan satu kluster komuniti yang dikesan di sebuah kampung di Hulu Spaoh, Betong. Sejumlah 48 individu telah disaring di mana: • 20 kes telah dikesan positif COVID-19 termasuk kes indeks; • 2 kes adalah negatif; dan • 26 kes masih menunggu keputusan makmal. Kesemua kes positif COVID-19 ini telah dirujuk ke Hospital Umum Sarawak, Hospital Betong dan telah dimasukkan ke Hospital Betong dan PKRC Betong bagi tujuan pengasingan dan rawatan lanjut. 7 Kenyataan Media JPBN Bil 138/2021 II. Kluster Jelang, Betong Kluster Jelang merupakan adalah kluster komuniti yang telah dikesan melibatkan sebuah rumah panjang di kawasan Jelang, Spak di Daerah Betong. Sejumlah 141 individu telah disaring di mana: • 22 kes dikesan positif Covid-19 termasuk kes indeks; • 119 kes adalah negatif; Kesemua kes telah ditujuk ke Hospital Betong dan telah dimasukkan ke PKRC Betong untuk rawatan lanjut dan pengasingan. E. Kluster Tamat [Satu (1) Kluster Tamat]. Jabatan Kesihatan Negeri Sarawak telah mengisytiharkan satu (1) kluster tamat iaitu Kluster Sungai Selitut, Tatau. F. Kluster Yang Masih Aktif. Jumlah kluster yang masih aktif adalah sebanyak 84 kluster. Sebanyak 12 kluster telah merekodkan 77 penambahan kes baharu manakala 72 kluster tidak merekodkan penambahan kes. 8 Kenyataan Media JPBN Bil 138/2021 G. Ringkasan Kes Mengikut Daerah Di Sarawak. Hari ini, Daerah Lundu telah kembali ke status Jingga daripada status Merah selepas merekodkan 29 kes jangkitan tempatan dalam tempoh 14 hari yang lepas. Ini menjadikan jumlah daerah berstatus Merah telah menurun kepada 25 daerah dan daerah berstatus Jingga telah meningkat kepada dua (2) daerah. Manakala, lapan (8) daerah kekal berstatus Kuning dan lima (5) daerah kekal berstatus Hijau. 2. LAPORAN NOTIS KOMPAUN Pihak PDRM telah mengeluarkan sebanyak 14 kompaun di daerah Kuching (12) dan Bintulu (2) kerana telah melanggar SOP seperti berikut: i. Aktiviti terlarang bermain snooker dan minum dalam premis (7) ii. Tidak memakai pelitup muka (4) iii. Gagal kemukakan permit kebenaran rentas zon (2) iv. Tidak mendaftar MySejahtera (1) Ini menjadikan jumlah keseluruhan kompaun yang telah dikeluarkan sejak 18 Mac 2020 hingga hari ini sebanyak 6,568 kompaun. 9 Kenyataan Media JPBN Bil 138/2021 Manakala, pihak Kementerian Kerajaan Tempatan dan Perumahan Sarawak pula telah mengeluarkan 21 kompaun di bawah seliaan BDA (5), MD Kapit (4), MP Padawan (4), MP Kota Samarahan (2), MD Dalat & Mukah (1), MD Matu & Daro (1), MD Lundu (1), MD Serian (1), MBKS (1) dan MB Miri (1) atas kesalahan pelanggaran SOP seperti berikut: i. Tidak mengemaskini buku daftar/buku daftar daftar tidak lengkap (16) ii. Tidak menggunakan pelitup muka (4) iii. Beroperasi tanpa kebenaran (1) Ini menjadikan jumlah keseluruhan kompaun yang telah dikeluarkan oleh PBT sejak 01 Februari 2021 hingga hari ini adalah sebanyak 556 kompaun. 10 Kenyataan Media JPBN Bil 138/2021 3.     217 THE BALINGIAN SHEAR ZONE AND WEST BARAM LINE, SARAWAK AND THEIR IMPORTANCE IN THE EARLY CENOZOIC EVOLUTION OF NW BORNEO ROBERT B. TATE Department of Geology, University of Malaya, 59100 Kuala Lumpur Intense shearing of the rocks at the Sibu-Bintulu road bridge site on the Sg. Balingian was recognised first in 1976 and the shaaring then attributed to a NE-trending tectonic feature related to the Mulu Shear Zone (McManus & Tate, 1976). New roadside exposures in the middle-upper Eocene Belaga Formation in the neighbourhood of Sg. Balingian between Sibu and Bintulu now reveal a major zone of deformation which seems to trend approximately WNW. The zone appears to continue offshore where it is aligned with a positive gravity anomaly trending WNW (Hutchison,1991) indicating a major discontinuity at depth. The gravity anomaly coincides with the SW margin of the Balingian oil Province which has been described by Swinburn (1993) as the West Balingian Line. The Balingian Shear zone is characterised by intensely folded turbidites belonging to the upper part of the Belaga Formation. Cleavage, quartz-filled jointing and ptygmatic folds, boudinage and small-scale thrusting are common within a belt about 5 km wide. Structural measurements obtained from the Balingian exposures indicate a general N -S compressional direction but more data are needed from a wider area before either the structural interpretation or lateral extent and direction of the shear zone, including whether there is any horizontal component, can be established satisfactorily. The timing of the deformation cannot be verified except that it is post upper Eocene.

Thus, the dilemma confronted by the small and medium enterprises will affect both financial and non-financial business performance. A study on the small and medium enterprises topic is not new but necessary in order to observe the effect of the considerable issues in business environment. Therefore, this study is conducted to investigate the dilemmas that affect the business performance among small and medium enterprises in service sector. Three dimensions have been proposed, which are transportation facilities, financial strength, and labor force skills. A total of 159 sets of questionnaires were completed by the firms’ representative. The findings from this study discovered that transportation facilities, financial strength, and labor force skills have a significant and positive relationship with business performance. The results present a better understanding of transportation facilities, financial strength, and labor force skills issues from small and medium enterprises in Kuching city, which is located in Borneo Island. A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation.

The trend of logs production in this study referred only to hill and peat swamp forest logs production with their species detailed production. The trend of logs export was divided into selected species and destinations. The study covers the analysis of logs production and export for a period of ten years from 1997 to 2006. Data on logs production and export were collected from statistics published by the Sarawak Timber Industry Development Corporation (Statistic of Sarawak Timber and Timber Product), Sarawak Timber Association (Sarawak Timber Association Review), Hardwood Timber Sdn. Bhd (Warta) and Malaysia Timber Industry Board (MTIB). The trend of logs production and export were analyzed using regression model and times series. In addition, the relation between hill and peat swamp forest logs production with their species and trend of logs export by selected species and destinations were conducted using simple regression model and descriptive statistical analysis. The results depicted that volume of logs production and export by four major logs producer (Sibu division, Bintulu division, Miri division and Kuching division) for hill and peat swamp forest showed a declining trend. Result showed that Sibu division is the major logs producer for hill forest while Bintulu division is the major producer of logs produced for the peat swamp forest.

    15TH INTERNATIONAL PEAT CONGRESS 2016 Abstract No: A-306 PEAT AND ORGANIC SOILS CHALLENGES IN ROAD CONSTRUCTION IN SARAWAK: JKR SARAWAK EXPERIENCE Vincent Tang Chok Khing Public Works Department Sarawak *Corresponding author: [email protected] SUMMARY Road construction on peat/organic soils has always posed challenges to Engineers, Contractors and policy-makers, be it a technical, contractual obligation, or cost implication. The success of road construction on soft soils relies on various important factors such as proper planning, analysis, design, construction, control and supervision. For Engineers, the primary boundary conditions are the stability and allowable settlement in terms of serviceability limits both as a function of time. Our current observation reveals that many of the road embankments and culvert foundation failures are associated with geotechnical factors. Majority of these failures are still repeating and quite identical / similar in nature that they are caused by failure to comply with one or a combination of the above factors. This paper presents some of the case histories of the road embankment construction closely related to the geotechnical factors investigated by the Author. Lastly, some simple guidelines on Method of Treatment, Cost and Design Principle to prevent future embankment failures related to geotechnical factors on soft ground are presented. INTRODUCTION Sarawak has approximately 1.7 million ha of tropical peat that covers 13% of the total land area (12.4 million ha.). It is the largest area of peatland in Malaysia. It constitutes nearly 63% of the total peatland of the country. More than 80% of the peats are more than 2.5 m depth.
