KILMAURS COMMUNITY COUNCIL MINUTES OF MEETING HELD ON 4TH DECEMBER 2018 IN THE CABIN AT 7PM. OF PUBLIC: John Bicker Richard Dafters Vari Dafters. APOLOGIES: Roseanne Cunninghame Ross MacDonald Cllr. Freel. Colin Wilks opened the meeting and welcomed all visitors to the meeting. POLICE REPORT: This was read by Sergeant Roy Williams. DRUG DEALING & DRUG MISUSE: Misuse of Drugs act (concerned in the supply of controlled drugs) – quantity of brown powder found in open country area. Enquiries continue. VIOLENCE/ANTI SOCIAL BEHAVIOUR: Assault x 2 and S38 (Cause fear and alarm) – enquiry continues. S38 (Cause fear and alarm) – Kick door and throw stones at property – no damage – 2 juveniles reported. S38 (Cause fear and alarm) – I juvenile reported. DISHONESTY: Theft – of items from garden. Enquiries continue. Theft of wheelie bin from rear of premises. Theft by Shoplifting x 3 – 1 being reported. Theft by Shoplifting – enquires continue to trace (different suspect to above thefts). Concerns were raised of open windows on house beside the Barbers at the rear of property. Also discussed was Bogus Workers doing the rounds in Stewarton at the moment. Sgt. Williams has asked people to be extra vigilant and report any concerns to 101 or Crime stoppers. COMMUNITY BUSINESS: . Pertaining to land between Weston and flats – details of lane query has been passed onto Councillors and forwarded to EAC. RMacD has also visited the bridge at Habbieauld Road – and emailed a concern regarding road/pavement safety at bridge to Ayrshire Roads Alliance. ARA was also informed of flooding under the railway bridge on Crofthead Road – and they have undertaken a camera assessment identifying collapsed drainage underneath which will require full excavation and road closure to resolve. They will resolve when resources allow. They have erected “flood” signs in the meantime. RMacD has also contacted McColls regarding Community Funding for projects - and they have an application form to fill in, this form will be placed in a random ballot – which may be something we could consider for the effort involved. RMacD would be willing to fill in form and send away if we could identify a project. Also, he has signed up to Community Action Led Plan Group – and will attend the meetings from January. Community Council Facebook page – if anyone has any relevant posts or notices just drop an email to RMacD and he will be happy to upload. MINUTES OF PREVIOUS MEETING: 1 amendment to be made: Under Community Business pertaining to land between the Weston and flats – If maintaining an area of land for ten years the responsibility doesn’t pass automatically, but the party may submit a claim to acquire ownership if the owner is not known or if the ownership is known, they can contest the ownership. With this amendment, the previous minutes were approved. Proposer: Ian Clark. Seconder; Mary Margaret Pearson. ACTION POINTS: Lights on Christmas Tree in Irvine Road Gardens – in centre down tree facing Irvine road lights are on, but lights surround rear and side of tree are off. This will be followed up on. CW formally thanked IN - for organising a lighted tree for ‘The Jougs’. Meeting with Vibrant Communities on 28/11/18 to organise a steering group – with regards to an action plan – possible idea flood lighting at ‘The Jougs’. Railway Station Planters – have been cleaned out and polythene put around the Cordelias. Just Giving Page – IN raised a number of ideas on RMacD’s behalf about various projects: Lightning up ‘The Jougs’, which has been discussed before. A replacement fence around Irvine road garden and a history storyboard of Kilmaurs. A new Community Notice Board. Festoon Christmas Lighting between the two roundabouts (cheaper and prettier alternative to lamp post lights. These will be discussed at our next meeting in February 2019, and a vote will take place. CW will contact Ms Kelly re: points already raised. Police in Village – there has been a more visible presence of the Police around the village. Facebook Page – GS will forward to RMacD info regarding bogus callers. TREASRER’S REPORT: NO CHANGE FROM LAST MONTH. TREASURER £401.94 REGENERATION £1538.84 PETTY CASH £24.06 It was an unanimous decision to give a donation of £150 from Kilmaurs Community Council to Kilmaurs Senior Citizens for the use of the cabin. CLLRS’S REPORT: CLLR. JENKINS: The next Cabinet Meeting is on 5th December 2018. A full Council Meeting on Finance will take place next week. Cllr. Jenkins will take the issue regarding the land between ‘The Weston’ and the flats to Stewart Turner tomorrow. The old Kilmaurs Community Centre has been bulldozed to the ground and the new one in Irvine Road (aka the library building) is up and running. Estate, Kilmaurs Kilmaurs East Ayrshire Kilmarnock KA3 6AZ A.O.C.B: o There is no pathway leading from new carpark to Railway Station. o Recycling bins were removed from carpark behind Weston due to fire damage. o Kilmaurs Surgery - concerns were raised as people don’t know who the doctors are and whether the practice will remain as an NHS partnership until a partnership of doctors take over practice. Continuity is required. As concerns have been raised an invitation is to be sent to NHS to attend February 2019 meeting. o Kilmaurs Community Council Road Safety Survey : Following on from the responses received from the community we are able to breakdown the areas of concern into 3 categories: 1. Speeding. 2. Irresponsible Parking. 3. Lack of safe crossing areas on road A735. 4. Dangerous Junctions. SPEEDING HOTSPOTS HIGHLIGHTED: 1. A735 in both directions through Kilmaurs. 2. Fenwick Road up to mini roundabout (calming measures now introduced). 3. Irvine Road through to Cunninghamhead. 4. Habbieauld Road (large number of children play along this area). 5. Ladeside Road through to Millhill Avenue. 6. Crosshouse Road to Knockentiber. 7. Farm vehicles have been seen travelling at high speed along many village streets. PARKING HOTSPOTS: 1. Habbieauld Road (no parking spaces for flat residents – only street parking). 2. Sunnyside particularly on double yellow lines. 3. Both entrances to Kilmaurs Primary School. 4. Area surrounding Kilmaurs railway station (additional parking available at Botanics). 5. The Bovis Estate with cars parking on both sides of roads. 6. Parking on both bus stops on Main Street. LACK OF SAFE CROSSING ON A735: 1. Only one crossing on Main Street. There have been a number of near misses around Millhill Avenue and up to Fouracres. Fortunately, no one has been reported injured at this time. Children have no safe crossing from the east side of A735 around this area. DANGEROUS JUNCTIONS: 2. Vinepark Avenue/Townhead. 3. Carmel Place/Irvine Road. 4. Main Street/Sunnyside. 5. Irvine Road/Main Street (poor signage re; mini roundabout). CW will ask Stewart Turner of Ayrshire Roads Alliance to come to March 2019 Meeting to discuss, and give us advice on the new law regarding no parking on the pavement. o To be discussed at February’s meeting is EAC Unconventional Oil & Gas Consultation. As there was no further business the meeting was closed. The Chair wished everyone a Merry Christmas and a Happy New Year and stated that he was looking forward to seeing us at our annual dinner in January 2019. Our next meeting in the new year is on 4/2/19 at 7pm in the Cabin. .
