Party Leaders in the United States Congress, 1789-2019 Valerie Heitshusen Specialist on Congress and the Legislative Process Updated September 4, 2019 Congressional Research Service 7-.... www.crs.gov RL30567 Party Leaders in the United States Congress, 1789-2019 Summary This report briefly describes current responsibilities and selection mechanisms for 15 House and Senate party leadership posts and provides tables with historical data, including service dates, party affiliation, and other information for each. Tables have been updated as of the report’s issuance date to reflect leadership changes. Although party divisions appeared almost from the First Congress, the formally structured party leadership organizations now taken for granted are a relatively modern development. Constitutionally specified leaders, namely the Speaker of the House and the President pro tempore of the Senate, can be identified since the First Congress. Other leadership posts, however, were not formally recognized until about the middle of the 19th century, and some are 20th-century creations. In the earliest Congresses, those House Members who took some role in leading their parties were often designated by the President as his spokesperson in the chamber. By the early 1800s, an informal system developed when the Speaker began naming his lieutenant to chair one of the most influential House committees. Eventually, other Members wielded significant influence via other committee posts (e.g., the post-1880 Committee on Rules). By the end of the 19th century, the formal position of floor leaders had been established in the House. The Senate was slower than the House to develop formal party leadership positions, and there are similar problems in identifying individual early leaders. -

Army, retired ) Grand-nephew of General Reynolds I CAME here to give a talk on John Fulton Reynolds, and as I have sat here this evening I really feel superfluous. The stu- dents of this school have certainly outdone themselves in their essays on that subject, and I feel that what I may add is more or less duplication. For the sake of the record I will do my best to make a brief talk, and to try to fill in some of the gaps in Reynolds' life which have been left out because some of them have not yet been published. As you have heard, John Reynolds was the second son of the nine children of John Reynolds and Lydia Moore. Lydia Moore's ancestry was entirely Irish. Her father came from Rathmelton, Ireland, served as a captain at Brandywine with the 3rd Penn- sylvania. Infantry of the Continental Line, where he was wounded; also served at Germantown and at Valley Forge, and was then retired. Her mother was Irish on both sides of her family, and the Reynolds family itself was Irish, but, of course, the Huguenot strain came in through John Reynolds' own mother, who was a LeFever and a great-granddaughter of Madam Ferree of Paradise. Our subject was born on September 21, 1820, at 42 West King Street, Lancaster, and subsequently went to the celebrated school at Lititz, conducted by the grandfather of the presiding officer of this meeting, Dr. Herbert H. For more information, please contact [email protected]. “Altoona was his, and fairly won”: President Lincoln and the Altoona Governors’ Conference, September 1862 Abstract This article explores the long-forgotten Altoona Conference of 1862, when nearly a dozen Union governors met at the Civil War's darkest hour to discuss war strategy and, ultimately, reaffirm their support for the Union cause. This article examines and questions the conventional view of the conference as a challenge to President Lincoln's efficacy as the nation's leader. Rather, the article suggests that Lincoln may have actually welcomed the conference and had his own designs for how it might bolster his political objectives. -

CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

Davis Analyst in American National Government Government and Finance Division The President Pro Tempore of the Senate History and Authority of the Office Summary The U.S. Constitution establishes the office of the President pro tempore of the Senate to preside over the Senate in the Vice President’s absence. Since 1947, the President pro tempore has stood third in line to succeed to the presidency, after the Vice President and the Speaker of the House. Although the President pro tempore’s powers are limited and not comparable to those of the Speaker of the House, as the chamber’s presiding officer, he is authorized to perform certain duties. For example, he may decide points of order (subject to appeal) and enforce decorum in the Senate chamber and galleries. Early in the nation’s history, some Presidents pro tempore appointed Senators to standing committees. While they no longer do so, election to the office is considered one of the highest honors bestowed by the Senate, and Presidents pro tempore are traditionally accorded a somewhat larger salary and allowances for staff. Eighty-seven different Senators have served as President pro tempore. Sixty- one served prior to 1900, when Vice Presidents routinely presided over the chamber and Presidents pro tempore were elected to serve only for limited periods when the Vice President was absent or ill, or the office was vacated. Frequently, several different Presidents pro tempore were chosen in a single congressional session, “on the basis of their personal characteristics, popularity, and reliability.” (See Robert C. -

Mulford Associate Professor of English *Signatures are on file in the Graduate School ii ABSTRACT During the four years of the American Civil War, the twenty-three states that comprised the Union initiated one of the most unprecedented social transformations in U.S. History, mobilizing the Union Army. Strangely, scholars have yet to explore Civil War mobilization in a comprehensive way. Mobilization was a multi-tiered process whereby local communities organized, officered, armed, equipped, and fed soldiers before sending them to the front. It was a four-year progression that required the simultaneous participation of legislative action, military administration, benevolent voluntarism, and industrial productivity to function properly. Perhaps more than any other area of the North, cities most dramatically felt the affects of this transition to war. Generally, scholars have given areas of the urban North low marks. Statistics refute pessimistic conclusions; northern cities appeared to provide a higher percentage than the North as a whole. -

JOHN WHITE GEARY: “GIANT OF HIS TIMES” Anthony Waskie, Ph.D. Early Life Few men have ever had such an impact on the history of their times, nor contributed more to the development of their nation and state, and, was thrust into more critical and pivotal roles at the very flash point of action, nor have more often influenced the course of historic events than John White Geary in the Mid-19th Century. Geary was born in Mount Pleasant, Westmoreland County in Pennsylvania on December 30th, 1819. He was descended from the sturdy Scotch- Irish pioneers, who had scratched out farms from the vast wilderness.1 His father, Richard Geary was well educated and refined for his day. He had failed at the iron business and opened a school, teaching for the remainder of his life.2 Geary’s mother, Margaret White hailed from Washington County in Western Maryland. Geary grew to be a giant in stature, reaching 6’6’’ tall, and weighed over 250 pounds. in his adulthood. He had a sturdy and athletic physique, a long dark beard in keeping with the style of the day, dark piercing eyes, and a dark complexion, all which gave Geary a most commanding presence.3 Geary's father educated his two surviving sons at home and sought to instill in them his love of learning, but also his intense ambitious quest for success. Geary's older brother, Edward became a noted and influential Presbyterian minister, and an early figure in the history of the Oregon Territory, which he pioneered. John White Geary, after a solid preparation at his father's school entered Jefferson (now Washington & Jefferson) College in Canonsburg, Pennsylvania.4 After his father's death Geary withdrew from college to provide for his family by opening his own school at the age of fifteen.5 With hard work, doing, among other things, a teaching stint in a school he opened, and following a thrifty lifestyle, Geary was able to return to Jefferson College and graduated with his Bachelor’s degree. -

Miller In the decades after the Civil War, Americans turned baseball, a fad from New York City, into their national obsession. Baseball’s apostles used the game’s Civil War experience to infuse it with militaristic, nationalistic, and patriotic themes. They mythologized the history of the game. Baseball’s explosive growth across the nation came with profound implications. Baseball formed a mass, united culture. Although Civil War soldiers played baseball to escape the dreariness and terror of life during war, the process of militarizing and imbuing the game with patriotic themes started even before the guns fell silent. As the sport spread nationally, it advanced a northern, middle-class vision of masculinity. Baseball shaped gender roles in the late nineteenth century. In the early days of baseball, women were important as spectators, yet the sporting culture lambasted their play. Of course, baseball also excluded racial minorities. Baseball’s promoters saw the game as a restorer of white masculinity, which many believed was atrophying. By the end of the dead-ball era, Americans thought that baseball was essential for national strength. Baseball helped reunify the nation after the sectional crisis. As Americans remembered the war, and baseball, in glorious military terms, they ignored the racial and political issues which drove the nation apart.
