Party Leaders in the United States Congress, 1789-2019 Valerie Heitshusen Specialist on Congress and the Legislative Process Updated September 4, 2019 Congressional Research Service 7-.... www.crs.gov RL30567 Party Leaders in the United States Congress, 1789-2019 Summary This report briefly describes current responsibilities and selection mechanisms for 15 House and Senate party leadership posts and provides tables with historical data, including service dates, party affiliation, and other information for each. Tables have been updated as of the report’s issuance date to reflect leadership changes. Although party divisions appeared almost from the First Congress, the formally structured party leadership organizations now taken for granted are a relatively modern development. Constitutionally specified leaders, namely the Speaker of the House and the President pro tempore of the Senate, can be identified since the First Congress. Other leadership posts, however, were not formally recognized until about the middle of the 19th century, and some are 20th-century creations. In the earliest Congresses, those House Members who took some role in leading their parties were often designated by the President as his spokesperson in the chamber. By the early 1800s, an informal system developed when the Speaker began naming his lieutenant to chair one of the most influential House committees. Eventually, other Members wielded significant influence via other committee posts (e.g., the post-1880 Committee on Rules). By the end of the 19th century, the formal position of floor leaders had been established in the House. The Senate was slower than the House to develop formal party leadership positions, and there are similar problems in identifying individual early leaders. -

John Fulton Reynolds By COL. JOHN FULTON REYNOLDS SCOTT ( U. S. Army, retired ) Grand-nephew of General Reynolds I CAME here to give a talk on John Fulton Reynolds, and as I have sat here this evening I really feel superfluous. The stu- dents of this school have certainly outdone themselves in their essays on that subject, and I feel that what I may add is more or less duplication. For the sake of the record I will do my best to make a brief talk, and to try to fill in some of the gaps in Reynolds' life which have been left out because some of them have not yet been published. As you have heard, John Reynolds was the second son of the nine children of John Reynolds and Lydia Moore. Lydia Moore's ancestry was entirely Irish. Her father came from Rathmelton, Ireland, served as a captain at Brandywine with the 3rd Penn- sylvania. Infantry of the Continental Line, where he was wounded; also served at Germantown and at Valley Forge, and was then retired. Her mother was Irish on both sides of her family, and the Reynolds family itself was Irish, but, of course, the Huguenot strain came in through John Reynolds' own mother, who was a LeFever and a great-granddaughter of Madam Ferree of Paradise. Our subject was born on September 21, 1820, at 42 West King Street, Lancaster, and subsequently went to the celebrated school at Lititz, conducted by the grandfather of the presiding officer of this meeting, Dr. Herbert H. The One Hundred and Fifty-Third Pennsylvania Volunteers from Northampton County Part One: September to Chancellorsville Formed: September 22nd, 1862 On August 4th, 1862, a request from Washington stated that a quota of 300,000 volunteers. Pennsylvania was able to provide 45,321 volunteers Many men who knew that their involvement in the war was inevitable had been training privately before they got their call. The rst meeting in Easton took place on September 22nd, 1862 & the men stayed in the city for the 23rd & 24th until they boarded a train to Harrisburg, arriving at 10 o’clock in the evening. The men slept in the cars of the train that night before they marched to Camp Curtin. They were introduced to the Army Tents & a reciting of the 91 Psalms with prayer & singing to follow. It was there that they were trained. “We soon became inured to the restraint of army discipline, and eagerly sought the equipment necessary for service” (Page 15 Kiefer). Many men wrote poetry, letters & the artists sketched drawings. There were even men who had brought College Textbooks with which they read to take up the down time of being at Camp Curtin. The author exclaims that they had enough books to ll a small library. The men grew a bit disgruntled at the fact that they were spending time in a type of detention without pay until Col. Glanz stepped in & solved the matter for the men. He was a beloved Colonel & brought a large amount of cheer to the men of the regiment. They received all of their equipment between October 7th & October 11th. -

In many cases, the stories are the written and spoken words of the men and women who laughed and cried, lived and died in the American Civil War. It is the story of the war that pitted brother against brother, father against son, American against American. The Museum experience is an intensely personal one. For more information, please contact [email protected]. “Altoona was his, and fairly won”: President Lincoln and the Altoona Governors’ Conference, September 1862 Abstract This article explores the long-forgotten Altoona Conference of 1862, when nearly a dozen Union governors met at the Civil War's darkest hour to discuss war strategy and, ultimately, reaffirm their support for the Union cause. This article examines and questions the conventional view of the conference as a challenge to President Lincoln's efficacy as the nation's leader. Rather, the article suggests that Lincoln may have actually welcomed the conference and had his own designs for how it might bolster his political objectives. -

NOR LONG REMEMBER: LINCOLN AT GETTYSBURG By HERBERT L. CARSON* N THIS centennial year of the Civil War, we Americans pause to consider that terrible conflict and its results. One of the most decisive battles of the war resulted in a Union victory at Gettysburg, Pennsylvania. Probably the most famous words spoken during the war were those with which Abraham Lincoln dedicated the cemetery at Gettysburg. Let us pause a moment to remember the circumstances of that momentous day and the simple greatness of the man and of his brief speech. July 4, 1863, was unlike any other Independence Day. It was the eighty-seventh anniversary of independence for the Union, and it was also the day which saw halted the powerful advance of Robert E. Lee's troops into northern territory. After three days of bitter fighting at Gettysburg, the Confederate forces were in retreat. The battle had cost both sides a total of approximately 53,000 men (including those killed, wounded, or taken prisoner), with the toil falling most heavily upon the South. After Gettysburg, the North never again had to fear a Confederate invasion. The fortunes of war, hereafter, were with the Union. Because of the necessities of the battle, neither side had had time to give its dead proper burial. Many corpses still were ex- posed on the ridges and in the valleys where they had fallen dur- ing the fighting. Some dead who had been given a hasty burial were later disinterred by ploughing farmers. The earth over many of the bodies was not sufficient to cover them completely. -

CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -
