The Buddha lived and taught in the northeastern Indian subcontinent some time between the 6th and 4th centuries BCE.[2] He is recognized by adherents as an awakened teacher who shared his insights to help sentient beings end suffering (or dukkha), achieve nirvana, and escape what is seen as a cycle of suffering and rebirth. Two major branches of Buddhism are recognized: Theravada ("The School of the Elders") and Mahayana ("The Great Vehicle"). Theravada—the oldest surviving branch—has a widespread following in Sri Lanka and Southeast Asia, and Mahayana is found throughout East Asia and includes the traditions of Pure Land, Zen, Nichiren Buddhism, Tibetan Buddhism, Shingon, Tendai and Shinnyo-en. In some classifications Vajrayana, a subcategory of Mahayana, is recognized as a third branch. -

In contrast to the widely accepted concept, the EU recently had to admit that in fact transport development goes in the opposite direction. This contradiction has to be explained. The article describes the long lasting succession of efforts to implement a far-reaching cooperation in the transport sector as is aspired by an integrated transport policy. In each case, though, the political idea of cooperation was superseded by the economic one of competition. Therefore, the author argues in favour of a detailed scientific analysis of the necessary political conditions for an integrated transport policy, instead of continuing an untested concept. -

They sum up a complex web of connections between people and natural resources, knit together by transport systems. Cities are also connected to other cities, regions, and countries. Like an organism cut off from its food, a city amputated from its vital connections to natural resources--food and fuel--can suffer and even die. This study argues these connections and the transport system that bind them together make a city work. Warfare, especially strategic bombing, disrupts these connections, having huge impacts on citizens’ lives. Urbanites are forced to confront their dependence on natural resources and vulnerability to natural forces such as weather. The subject of this study, Munich, experienced these changes both during and after WWII. Between 1939 and 1948, the city descended from thriving cultural metropole to isolated, burned-out wreck, then slowly rallied to become a city on the mend. -

31 China’s New Silk Roads. Categorising and Grouping the World: Beijing’s 16+1+X European Formula Alfred Gerstl Abstract In autumn 2013, Chinese President Xi Jinping presented his Belt and Road Initiative (BRI). Central, Eastern, and Southeastern Europe play an important role in this ambitious infrastructure and connectivity project. The analysis of the 16+1 cooperation format, established by Beijing in 2012, shows that Beijing is able to establish new regional groupings that have the potential to undermine the unity of a larger regional bloc. Yet, it also demonstrates that China lacks a coher- ent BRI master plan. Rather, it pragmatically adapts its strategies to challenges and external criticism. The European Union (EU), notably the European Parliament (EP), became since 2015 more critical of the strategic impacts of BRI on Europe. Austria, which recognised the economic opportunities offered by BRI only recently, supports a common EU position. While Austria plays a strong—if not a leading—role in two Central and Eastern European cooperation mechanisms that may in the future also address BRI, that is, the Salzburg Forum and the Central European Defense Cooperation (CEDC), 16+1 remains the key institution for multi- and bilateral agreements on the New Silk Roads in this region.
