Such alternative views are sometimes based on ideological preconceptions, the failure to appreciate the complexity of issues, or specific preconceptions about individuals, occupations, or institutions. In Sweden, the reception of what is known as ‘the submarine issue’ is a prominent example of such dynamics. The Swedish armed forces assert that from the middle of the 1970s until autumn 1992, foreign submarines repeatedly conducted intrusions far into Swedish territorial waters, including in the direction of the country’s naval bases. There was only one occasion on which the nation responsible for the incursion was successfully identified – when a Soviet Whiskey class submarine was discovered to have run aground in a bay just east of Karlskrona Naval Base in southern Sweden and was found on the morning of 28 October 1981. Journalists covered the event under headlines such as ‘Whiskey on the Rocks’. In Sweden, this event is known as the ‘U-137-incidenten’ *‘U-137 Incident’+ after the temporary designation given to submarine S-363 by the Soviet Union for the operation. In September of the previous year, the last Swedish destroyer in service, HMS Halland, had been deployed against a pair of submarines that were discovered in the outer Stockholm archipelago. -

This action culminated several years of a fundamental reorientation of Finnish security policy as Finland moved from the neutrality imposed on it by the Soviet Union to a policy with a priority on European integration through the European Union. Finland, in joining the EU, has retained its independent defense and security posture, even as it seeks to strengthen its standing abroad and gain added leverage, through the EU, for dealing with Russia. -

Replik till Bror Stefenson och Göran Wallen Ola Tunander ycket lite nytt framkommer i Bror Stefensons och Göran Wallens kritik M av min artikel om vetenskap och ubåtar i Forum navale (nr. 65). Både Stefenson och Wallen angriper mig för ting som jag aldrig har sagt, 1 och de utelämnar centrala frågor. Vad gäller signalspaningsbevisen har jag tidigare anslutit mig till Ubåtsutredningen 1995 och tar inte upp frågan här. När det gäller passagen av en undervattensfarkost vid Mälsten under ett fem timmar långt eldförbud den 13-14 oktober 1982 har jag behandlat den i detalj i mina böcker, och jag tvingas här helt enkelt att hänvisa till dem utan att gå in på sa ken närmare. Jag har vidare visat att centrala befälhavare inklusive ÖB vid flera tillfällen förordade eller gav order om eldtillstånd. De var villiga att ta risken med en allvarligt skadad eller t.o.m. sänkt farkost. Marinens interna utredning under amiral Gunnar Grandin skrev att eldförbuden infördes "utan kompe tens och kunskap" och att de kan ha bidragit till att ubåtarna undkom. 2 Även den politiska ledningen stödde eldtillstånd, medan förslag om eldförbud fram- Ola Tunander, f. 1948, fil dr, forskningsprofessor vid International Peace Research Institute, Oslo (PRIO). Deltog som civil expert i Ekeus ubåtsutredning Perspektiv på ubåtsfrågan: hanteringen av ubåtsfrågan politiskt och militärt SOU 2001: 85. Har skrivit ett flertal böcker om bl.a. geopolitik, militär strategi, säkerhetspolitik samt ubåtsfrågan i Sverige. 85 fördes av ett par amiraler.3 Jag har ställt mig frågan varför det var dessa amira ler som agerade med en sådan försiktighet, medan den sovjetiske ledaren Jurij Andropov uppmanade svenskarna att sänka ubåtarna så vi fick se vad som kom upp.4 I motsats till amiral Stefenson har jag redogjort för inte bara sovjetiska utan också för brittiska, amerikanska, västtyska och italienska dykarfarkoster och miniubåtar som förekommer i litteraturen. -

Maktens historieskrivning och forskarens Ola Tunander ustafsson menar i sin replik i detta nummer av Forum navale att jag har G misstolkat dels en kommentar om Henry Kissinger i Lennart Ljungs dag bok, dels en kommentar som står att finna i en bok av den amerikanska speci alstyrkeofficeren Gary Stubblefield samt att jag skulle ha förvanskat en muntlig information från den danska amiralen J0rgen Bork. I dessa tre exempel tycker sig Gustafsson kunna läsa in en metodologisk svaghet. Om Gustafsson hade haft rätt hade det varit illa, men det hade inte berört kärnan i min argumenta tion som jag har presenterat i Forum navale. Gustafsson berör inte de bandin spelningar, signaler och bottenspår som är dokumenterade, och som pekar på en västlig eller amerikansk operation. Han berör inte dokumenterade uttalanden av ansvariga personer, tidigare försvarsministern Caspar Weinberger, 1 tidigare marinministern Keith Speed2, tidigare chefen för den militära underrättelse• tjänsten John Walker3 och tidigare svenske armechefen Nils Sköld, som jag har presenterat i både böcker och artiklar och som bekräftar västliga operationer. Gustafsson berör endast ting som kan vara nog så intressanta men som är mer perifera för min argumentation. Problemet är att han misstar sig även här. Unlike under the Soviet Union, there were open, diverse and complex debates about whether Russia should react to these conflicts, and if so, by what means. These foreign policy debates among the political elite and the ensuing policies form the subject of this thesis. The thesis asks what the dominant ideas expressed in these debates about foreign policy were, and whether they were reflected in Russia's policies towards specific military conflicts in the CIS States. -

Fann Man Ett Vrak Efter En Miniubåt I Hårsfjärden? (Utkast)
Fann man ett vrak efter en miniubåt i Hårsfjärden? (Utkast) Ola Tunander 1. Inledning Bottenspårsrapporten från ubåtsjakten i Hårsfjärden 1982 är nu väsentligen avhemligad. I huvudrap- porten är enstaka ord (som ”minlinje”) samt ett större avsnitt på 12 rader fortfarande hemligt. Det senare behandlar två vrak, som avbildats med hjälp av släphydrofon. I texten till detta avsnitt sägs att dessa vrak också har undersökts genom punktdykningar. I den granskning med släphydrofon som gjordes av statens geologiska undersökningar visar det sig att man fann tiotals vrak (flera vrak hand- lar om egna fartyg/motorbåtar), men i dåvarande chefen för minröjningsavdelningen, senare marin- chefen Dick Börjessons rapport till chefen för marinen efter Hårsfjärdsjakten finns bara två vrak, och beskrivningen om dem är fortfarande hemlig efter 30 år. Börjesson fick lämna ifrån sig sin rapport medan en kopia gick till Örlogsbasen och ytterligare en gick till marinchefen. Rapporten fanns endast i tre exemplar. Det faktum att man dök på dessa två vrak och rimligen har identifierat dem var av- hemligat 2008. Det är nu återhemligat 30 år efter händelsen. Samtidigt talar flera svenskar, norrmän och amerikaner om att man sänkte/skadade en farkost under jakten. Den var inte amerikansk men stod under amerikanskt kommando. Låt oss se lite närmare på detta. I bilaga 5 finns sonarbilder av de båda vraken (med hjälp av släphydrofon). Det ena vraket beskrivs som ett ”16 meter långt vrak”. Det andra vraket beskrivs som ett ”plåtvrak” (i Hårsfjärden). Börjessons team undersökte främst de delar Hårsfjärden där marinen fällde flera sjunkbomber: vid Furuskatholm den 4 oktober (10 sjunk- bomber), Näsudden 4-5 oktober (13 sjunkbomber) och i Mysingen utanför Alvsta Långholmar den 7 oktober (6 sjunkbomber). -

NORWAY’S NEW(S) WARS— SYRIA IN THE NORWEGIAN MASS MEDIA Rune Ottosen (Oslo Metropolitan University) Abstract: Through two case studies, this article will explore how Norwegian news media framed the Norwegian military presence in Syria. Earlier research by the author has shown how the legal aspects of NATO’s out-of-area operations have been ignored by mainstream media. In this study, emphasis will be put on self-censorship among Norwegian journalists, ignoring the fact that Norwegian special forces took part in military operations inside Syria from May 2017 to March 2018. The hypothesis based on Johan Galtung’s (2002) theory of peace journalism is that mainstream media refused to see the connection between Norway’s bombing of Libya and the escalation of the ‘civil war’ in Syria. According to legal experts, the Norwegian military presence in Syria was a violation of international law, as it supported rebel groups in armed confrontation with the Assad government, recognized by the Norwegian state through diplomatic relations. The hypothesis of the study—based on an explorative investigation of selected Norwegian news media—is that Norwegian politicians, silently supported by the media, have changed basic principles of Norwegian security policy without an open public debate. Before 1999, Norway was a loyal NATO member based on the notion that NATO was a ‘defense alliance’. After the change in NATO strategy to the new out- of-area policy, Norway has in practice become a ‘military tool’ in the geopolitical strategy of the US. This change of policy has, to a large extent, happened without critical investigation by mainstream media. -

Nilson Research Centre of Bornholm July 1998 Preface For 50 years the countries around the Baltic Sea were divided in two blocks: The Eastern communist block and the countries belonging to the Western hemisphere. After 1989 this picture changed dramatically. Old connections between the countries in the Baltic Sea Region were renewed and new ties of friendship are being established. Another consequence is the development of research concerning the region. A great number of universities and research institutes in the West have put research about the Baltic Sea Region on the agenda. Obviously many questions needed urgent action, e.g. reducing the pollution of air and water, creating and implementing a new security policy, improving trade relations and assistance to overcome the transition from planned economy to market economy. However, the research activities carried out hitherto have to a large extent been uncoordinated in character - both within the Baltic Sea countries in particular and at an international level. Some issues have been intensely and comprehensively analysed, as for instance the economic and political transition processes from planned to market economy, while other questions are almost untouched. Additionally, and perhaps as a result of this, a full overview of the current research activities concerning the Baltic Sea Region does not seem to exist. The intention of this report is to contribute to the formation of a general view over the ongoing research activities dealing with the Baltic Sea Region - a state-of-the-art. -

European integration and the changing Norwegian and Swedish security identities Pernille Rieker [Sammendrag] This paper analyses the relationship between the European integration process and the recent changes in the Norwegian and the Swedish national security identities. The aim of the paper is to compare developments in the Norwegian and the Swedish security identities in the 1990s and to evaluate the extent and scope of Europeanisation in the two cases. The fact that both Norway and Sweden had very traditional security discourses at the beginning of the 1990s and that it is possible to detect shifts away from this traditionalism in parallel with the development towards a European security dimension should prove that a Europeanisation has indeed occurred.
