Prospective service providers must take particular note of the following:-

1. Quotations received will be evaluated according to 80/20 point system, were 80 points will be scored toward price and the remainder 20 points according to the suppliers B-BBEE rating. Therefore a valid B-BBEE certificate or a certified copy thereof must be submitted with the quotation. In the event of a supplier not in possession of a certificate, no points will be allocated toward B-BBEE. EME’s must also submit certificates or a letter from an accredited auditor stating that their annual turnover is less than R5m. 2. All prospective bidders not registered on the CENTRALIZE DATABASE with the Eastern Cape Provincial Treasury must do so before the closing date of the bid. 3. Bidders must submit an original valid SARS Tax Clearance Certificate with the tender in order to be considered. The Tax Certificate should be valid for one year. 4. Failure to supply all supplementary information will result in the tender being deemed an incomplete tender and will be disqualified. 5. If specifications are not adhered to the Department of Rural Development and Agrarian Reform reserves the right to terminate the contract. 6. Suppliers and Service Providers are to provide references to confirm pervious goods or services contract of a similar nature were delivered satisfactorily.

The Department of Rural Development and Agrarian Reform will not entertain any late submissions. Closing time is 11.00 the 25 SEPTEMBER 2014.

THE CONSTRUCTION OF THE NEW GENGQE CLINIC AND STAFF ACCOMMODATION IN MQANDULI

The Coega Development Corporation (Pty) Ltd (CDC) is assisting the National Department of Health (NDoH) in upgrading health care facilities within the Eastern Cape Province. This includes all the associated works that will ensure fully functional facilities.

INVITATION AND SCOPE OF WORK The CDC is inviting capable and competent Service Providers to submit tenders for the construction of the New Gengqe Clinic and Staff Accommodation in Mqanduli. The work will entail the following:  New Clinic Building of approx. 720m² and Outbuildings of approx. 55m² (Medical and General Waste Disposal, Laundry, Garden Store, Maternaty/Emergency Room, Consulting and Counseling Rooms, Recovery Room, TB Consulting and Counselling Rooms, Clinic Managers Office, Dispensery, Under Cover Waiting Areas, Community Meeting Room and Gaurdhouse);  New Staff Accommodation of approx.168m² (3 Single Units);  Electrical Installation;  Associated Bulk Services;  Associated Siteworks (Site Clearance, Earthworks, Water Reticulation, Elevated Water Storage Tank, Rainwater Harvesting, Sewer, Stormwater, Roadworks and Paving); and  Fencing.

CONDITIONS (a) Tenderers shall be registered with the Construction Industry Development Board (CIDB) and should have a CIDB Contractor grading of 7GB or higher. However, developmental enterprises with 6GB PE grading may also submit bids. Entities who intend submitting a bid as a Joint Venture must ensure that their combined grading meets the required CIDB Grading. (b) Preference will be given to respondents who comply with the CDC’s Procurement Policy & Procedures. (c) Preferential Procurement Policy Framework Act (PPPFA) principles shall apply, whereby submissions will be evaluated according to the provisions of that Act and the Public Finance Management Act (PFMA) Sections 36 and 49. (d) Respondents must submit a valid BBBEE Verification Certificate from SANAS Accredited Verification Agency or from a Registered Auditor approved by the Independent Regulatory Board of Auditors (IRBA) in order to be eligible for empowerment points. A mandatory briefing meeting and site inspection will be conducted at 11h00 on Wednesday, 17 September 2014 at the new Gengqe Clinic Site, Mqanduli (31°54’8.17”S, 28°41’53.27”E), where representatives from the Coega Development Corporation and the Consultants will meet prospective Tenderers.

Please Note: Directions to site From Mthatha, travel along the N2 south for approximately 18 km. Turn left onto the road to Mqanduli (Coffee Bay). Travel for approximately 22 km. Turn right (to Elliotdale) and travel approximately 4 km. Turn right onto the gravel road and travel approximately 3 km. The new Clinic site is located on the right hand side of the gravel road, approximately 300m past the school.

INVITATION TO TENDER CONSTRUCTION OF NGCIZELA NEW REPLACEMENT CLINICS IN CENTANE CONTRACT NO: CDC/792/14

The Coega Development Corporation (Pty) Ltd (CDC) is assisting the Eastern Cape Provincial Department of Health (DoH) together with the Eastern Cape Provincial Department of Roads and Public Works (DRPW) in the upgrading of health care facilities within the Eastern Cape Province. This includes all the associated works that will ensure fully functional facilities and improved workflow and logistics between various sections of facilities. The DoH has identified Ngcizela Clinic as requiring emergency infrastructure

intervention.

INVITATION AND SCOPE OF WORK

The CDC is inviting capable and competent contractors, with CIDB grading of 7GB or higher, to submit bids for the construction of Ngcizela new replacement clinic. However, developmental contractors with a 6GBPE grading may also submit bids.

The works comprise the following: (a) Site establishment and demolition of existing dilapidated prefabricated structures;; (b) Construction of main clinic building (+1000m2), staff accommodation and a guard house; (c) External works including bulk earth works, retaining walls and construction of roads and parking; (d) Construction of pit toilets, storm water, sewer drainage and water reticulation; and (e) Electrical and Mechanical installation;

CONDITIONS

(p) Bidders shall be registered with the Construction Industry Development Board (CIDB) and should have the required CIDB Contractor grading. Entities who intend submitting a bid as a Joint Venture must ensure that their combined grading meets the required CIDB Grading. (q) Entities who will be submitting as a Joint Venture must submit a consolidated BBBEE Certificate for this project and not individual BBBEE Certificates of their entities. (r) Preference will be given to respondents who comply with the CDC’s Procurement Policy & Procedures. (s) Bidders must submit a valid BBBEE Verification Certificate from SANAS Accredited Verification Agency or from a Registered Auditor approved by Independent Regulatory Board of Auditors (IRBA) in order to be eligible for empowerment points.
