Glossary of Terms Economic Enterprise Zone - the sea or ocean zone over which a nation has exclusive rights of resource extraction. It encompasses waters from the shoreline out 200 nautical miles. Federal consistency review – under the Coastal Zone Management Act, states are granted the rights and responsibilities to review activities that may have effects on coastal resources or uses to determine whether they are consistent with a state’s coastal management program. This act and review process may provide states an opportunity to influence the development of aquaculture in federal waters. Fishery Management Councils - Fishery management councils are quasi-regulatory bodies that develops fishery management and conservation measures for the EEZ. These measures are then implemented by NOAA’s National Marine Fisheries Service. There are eight regional fishery management councils. The Gulf of Mexico Fishery Management Council is the first regional council to develop a comprehensive plan for the management of offshore aquaculture. Integrated multitrophic aquaculture (IMTA) – the farming of finfish species that require feed in combination with shellfish and/or seaweed species that extract inorganic and organic compounds from surrounding waters. IMTA is promoted as a mitigation strategy for environmental impacts of finfish aquaculture. Mariculture - refers to the breeding, raising, and harvesting of marine species in onshore facilities or in the ocean. Open ocean/ offshore aquaculture – the terms are frequently use interchangeably

    Gulf of Mexico Fishery Management Council Aquaculture Fishery Management Plan Frequently Asked Questions What is offshore aquaculture? Offshore aquaculture is the rearing of aquatic organisms in controlled environments (e.g., cages or net pens) in federally managed areas of the ocean. Federally managed areas of the Gulf of Mexico begin where state jurisdiction ends and extend 200 miles offshore, to the outer limit of the U.S. Exclusive Economic Zone (EEZ). Why conduct aquaculture offshore? Offshore aquaculture is desirable for several reasons. First, there are fewer competing uses (e.g., fishing and recreation) farther from shore. Second, the deeper water makes it a desirable location with more stable water quality characteristics for rearing fish and shellfish. The stronger waterflows offshore also mitigate environmental effects such as nutrient and organic loading. Are there currently any offshore aquaculture operations in federal waters of the United States? Currently there are no commercial finfish offshore aquaculture operations in U.S. federal waters. There are currently 25 permit holders for live rock aquaculture in the EEZ. There are also several aquaculture operations conducting research and commercial production in state waters, off the coasts of California, New Hampshire, Hawaii, Washington, Maine, and Florida. Why did the Gulf of Mexico Fishery Management Council develop a Fishery Management Plan (FMP) for regulating offshore marine aquaculture in the Gulf of Mexico? The current Federal permitting process for offshore aquaculture is of limited duration and is not intended for the large-scale production of fish, making commercial aquaculture in federal waters impracticable at this time. Offshore aquaculture could help meet consumers’ growing demand for seafood with high quality local supply, create jobs in coastal communities, help maintain working waterfronts, and reduce the nation’s dependence on seafood imports.

Pathways Program In 2017, Sumner Memorial High School, DMR, Downeast Institute, and shellfish committees in Steuben/Gouldsboro came together in a unique partnership facilitated by the Schoodic Institute at Acadia National Park. The project generates more data for use in clam management while providing students with the opportunity to engage in real-world, authentic science and to learn more about the workings of their communities. In this presentation, the focus will be on lessons learned and plans for the coming year. Clam Recruitment Studies Searsport's High School Science students have been using the scientific method to study current levels of soft-shell clam recruitment and clam growth in Searsport and Stockton Springs. Students will report on the findings of their intertidal field research during this presentation. 10:45 am Direct from DMR Mussel Drone Survey in the Jordan River Presentation on the methods and results of the Mussel Drone survey conducted in the Jordan River in 2017 by DMR..
