Obwohl Japan als konsolidierte Demokratie erachtet wird, wird der Anteil der Abgeordneten der regierenden Liberal Demokratischen Partei (LDP), die ihren Sitz „vererbt“ bekommen haben, auf etwa vierzig Prozent geschätzt. Tanaka entwickelte jedoch anders als ein großer Teil dieser Politiker mit dynastischer Herkunft ein eigenes politisches Profil. Ihre scharfzüngige Kritik an den verkrusteten Strukturen der LDP erwies sich für ihre schnelle politische Karriere nicht als hinderlich. 2001 wurde sie aufgrund ihrer hohen Popularität und ihrem Image als Reformerin zur ersten Außenministerin Japans ernannt. Als Frau sollte sie frischen Wind sowohl in ihre konservative Partei als auch in das skandalgebeultete Außenministerium bringen. Ihre Amtszeit endete jedoch bereits nach nur zehn Monaten, während denen Bürokraten und ihre politischen Gegner alles daran setzten, sie zu demontieren. Tanaka Makiko, the daughter of the popular former prime minister Tanaka Kakuei - in office from 1972-1974 and who resigned amidst one of the worst corruption scandals in post-war Japan - is among the most popular second generation politicians in the country today. -
FY2019 Results of Accreditation
Results of Accreditations Performed by the Japan University Accreditation Association April 10, 2020 Introduction In 2002, the Certified Evaluation and Accreditation System was introduced in Japan (enforced in 2004), obligating all higher education institutions (universities, junior colleges and technical colleges) to undergo an evaluation once every 7 years, and all professional graduate schools to undergo an evaluation once every 5 years as well. In each case, the evaluating agency certified by the Minister of Education, Culture, Sports, Science and Technology (MEXT) conducts the evaluation process, comprehensively assessing the level of education, and other areas. Since its establishment in 1947, the Japan University Accreditation Association (JUAA) has played a significant role in assuring the quality of higher education. On August 31, 2004, the JUAA was authorized by the Minister of MEXT as the first Certified Evaluation and Accreditation Agency for universities. Authorization for its Certified Evaluation and Accreditation later expanded to several other fields. The JUAA currently performs Certified Evaluation and Accreditation in 11 fields (university, junior college, law school, professional graduate business school, professional graduate public policy school, professional graduate school of public health, professional graduate school of intellectual property studies, professional graduate school of global communications, professional graduate school of digital contents, professional graduate school of global legal studies, and professional graduate school of public relations) and the accreditation for school of veterinary medicine. JUAA has just finalized the results of accreditations for FY 2019 as follows. AICHI BUNKYO UNIVERSITY(愛知文教大学) Evaluation summary Standard 1. Mission and Objectives, etc. Under the University’s founding principles of “fostering true people who are honest and capable, and have acquired religious sentiments,” the University sets its mission and goals as contributing to the development of society through the nurturing of human resources who will be able to survive in the dramatically changing contemporary society. It has stipulated its educational objectives in line with these, and clearly states them in the University Regulations. It describes its educational objectives to admission applicants with the phrase “reverse power education” and publicizes its objectives on-campus and outside of the University through its website and so on. The mission, goals and educational objectives are reviewed in response to the changes in the state of society, and are reflected in the three policies of diploma policy, curriculum policy and admission policy. As an educational and research organization it has established a Department of Humanities in the Faculty of Humanities for the undergraduate program and a master’s program in the International Culture at Graduate School of International Culture. Standard 2. Learning and Teaching With regard to the admission of students the University clearly states its admission policy for both its undergraduate program and Graduate School, and publicizes its entrance exam guidelines on its website. The number of admissions increased during the 2017 academic year, and it is expected that in line with the basic policy on securing admissions the number will continued to be increased and a full student quota secured. The educational curriculum is systematically arranged according to the curriculum policy that is consistent with the diploma policy. -

E. MAIN BILATERAL RELATIONS 1. Japan–United States Relations (a) Overview n January 2001, the United States presidency passed from Democratic President Bill Clinton to Republican George W. Bush. From the out- I set, the new Bush administration made it clear that it placed priority on the Japan–U.S. alliance. Throughout 2001, Japan and the U.S. worked to further strengthen the relationship through close dialogue at all levels, including summit meetings and the meetings between foreign ministers. Immediately following the inauguration of President Bush, in tele- phone conversations between Prime Minister Yoshiro Mori and the new president and between Foreign Minister Yohei Kono and Secretary of State Colin Powell, the view that the Japan–U.S. alliance should be fur- ther strengthened was shared. In late January, less than a month after President Bush’s inauguration, Foreign Minister Kono visited the United States for talks with Secretary of State Powell, and they built up a good personal relationship, engaging in a frank exchange of views on bilateral relations, regional situations, and efforts in regard to global issues. In February, a U.S. nuclear-powered submarine collided with and sank the Ehime Maru, a fisheries training vessel operated by Ehime Prefecture’s Uwajima Fisheries High School, off the coast of Hawaii.21 The protest from Japan was received in the United States with expressions of deep 21. On February 10 (Japan time), the U.S. nuclear-powered submarine USS Greeneville collided with the Ehime Maru, a fisheries training vessel operated by Ehime Prefecture’s Uwajima Fisheries High School. Mission and Objectives, etc. The University’s founding principles, educational principles, Gakuen-kun, university mission, university vision etc. are formulated as its mission and goals in response to the times. The meaning and content of each of these are both concrete and clear, and have also been set out succinctly in writing. “Enriching the Mind and the Self” is regarded as the university’s individuality and distinctive quality. With the decrease in the 18-years-old population and super-aging of society, the University has begun to carry out reforms. The understanding and support of executives are obtained through the inclusion of the University’s mission and goals in business plans and business reports, while the understanding and support of faculty and staff are obtained through the deliberation process, beginning with the Higher Education Research Center. Furthermore, the mission and goals are stated in the university guide and Student Life Handbook as well as on the University website, and are also clearly presented to students. The mission and goals are reflected in the University’s mid- and long- term plans based on Business Policies for the Academic Year 2014, and are also reflected in each of the University’s three policies (diploma, curriculum and admission policies). In order to achieve its mission, goals, and educational objectives, the University has established five departments within two faculties and one graduate school. Standard 2. Students Based on the educational principles, admission policies are formulated for each faculty, department, and graduate school; these policies are made widely known and efforts are also made to ensure the fairness and appropriateness of entrance examination evaluations in accordance with admission policies. -

Englishes in Practice 2016; 3(2): 29-54 DOI: 101515/eip-2016-0002 Glenn Toh Academic Writing in a Japanese Situation: Drawing on the Design Perspective towards an Affirmation of English as a Lingua Franca Abstract The contents of this article concern ELF 500, a course in graduate school academic writing that adopts an ELF-aware approach. In my discussion, I will first review the literature on language, ideology and power as it relates to Japanese cultural politics. Following this, I will draw on the notions of critique and design as described in Lillis (2003) as critical transformative strategies to encourage student academic writers to become more conscious of: (1) the constructed and situated nature of knowledge and meaning making as viewed by scholars in the area of academic literacies; (2) the importance of their own agency towards realizing their potential as academic thinkers and writers; and (3) the importance of understanding the fluid, dynamic and performative nature of English in its role as a lingua franca as a means towards constructing meanings that are valuable and unique to their own emergent ontologies as Japanese users of ELF. My discussion is, throughout, very much motivated by a professional concern that the teaching of academic writing should be carried out within an overall pedagogical framework that recognizes the importance of the humanizing and transformative role of language education.
