Site Area 1.37 Ha The subject site is an irregular shaped parcel of land located in-between Hawardens Road and the A550. The site is an open agricultural field surrounded by hedgerows along all its Current Site Use boundaries. The site appears topographically flat with many semi-mature/mature trees present along the northern and western site boundaries. The access to site is present along Hawarden Road through a gated entrance.

E3P understands that Strategic Land Group are currently appraising the site Proposed for the potential future development of the site for low rise residential housing Development with associated adopted estate roads and utility infrastructure.

Glacial till Devensian Diamicton BGS borehole logs Drift Geology indicate Clay with granular Sands & Gravels. Gwespyr Sandstone & argillaceous rocks, interbedded Bedrock Geology and Bowland shale formation to the east of the subject site. Unproductive strata overlaying and secondary A Hydrogeology aquifer (Bedrock Geology). Numerous streams and culverts are mapped around Environmental Setting Hydrology the site with a culvert present within the site boundary. The site is not within an area deemed to be at risk of Flood Risk flooding. Hedges rows and nearby streams provide habitat for Ecology wildlife. Compressible Ground and No hazard identified in data searches. Subsidence Hazards

Historical mapping suggests that the site has always been undeveloped agricultural land. Historical mapping suggests that the only development the Site History site has seen is a former track the ran from east to west across the northern are of the site. A culvert is present within the south eastern corner of the site.

A culvert is thought to be present within the south eastern section of the site, however full service plans could not be reviewed prior to the issue of this report. Utility Locations Full further details will be submitted as an addendum to the report, the culvert is not thought to pose and issues to the further construction of the subject site.

Landfill Sites & A number of historic landfills are located around the site, however no landfills Ground Gases are present within 250m of the site. Radon Unaffected – No special precaution required.

Coal Mining / Land The site is not located within an area deemed to be at risk from ground Stability instability arising from historic shallow coal mining activities.

Geotechnical Risk

Based on the desk study information, the following geotechnical assessment has been made:

Given the predominantly undeveloped nature of the site, it is likely there will be limited Made Ground fill deposits and obstructions. A review of the BGS borehole records has identified boulders to be present within the superficial deposits which may cause natural deposits to be difficult to excavate;

Former field boundaries on the site may be a potential source of alluvial / soft clays which may present a potential development constraint for the construction of the residential dwellings in the vicinity of any soft clays which may require driven pile foundations; and,

If development were to occur over the culvert which is present on site careful consideration would need to be made in order to protect the integrity of the culvert.

Contaminated Land Risk Assessment Human Health No significant sources of contamination have been identified at the subject site or within the immediate surrounding area that would pose a risk to human health or hinder the potential future development at the site.

Controlled Waters

The Initial Conceptual Site Model has not identified any potential on-site sources of mobile contamination or complete pollutant linkages. The culvert present within the south eastern corner of the site is a potential receptor for contaminates if they were to enter the culvert during the construction phase, however careful risk assessment and enforced site environmental procedures could reduce the risk of possible contaminates affecting this receptor. The site is deemed to pose no unacceptable level of risk to controlled waters and the wider environ. Furthermore, the site is underlain by impermeable superficial deposits which should inhibit vertical migration and offer any underlying aquifers protection.

Ground Gas

No sources of potential hazardous ground gasses have been identified on site and no off site migration of ground gasses have been identified.

Recommendations

A detailed Phase II intrusive Geo-Environmental Ground Investigation should be undertaken in order to confirm the findings of the initial conceptual site model and value engineer a development solution.

1. INTRODUCTION

1.1 Background

E3P Ltd has been commissioned by The Strategic Land Group Limited to undertake a Phase I Geo-Environmental Site Assessment at land off Hawarden Road, Penyffordd.

This report is required to determine potential contaminated land and geotechnical liabilities associated with a proposed future residential development.

1.2 Proposed Development

E3P understands that The Strategic Land Group Ltd are considering the subject site for a future low rise residential end use. A proposed development layout has not been made available for the site as of yet, however it is assumed that the proposed development will comprise of a series of low rise residential dwellings with associated garden and landscaped areas, estate roads, pavements and infrastructure.

1.3 Objectives

The objectives of the Geo-Environmental Investigation are to:

Review historical plans, geology, hydrogeology, site sensitivity, flood-plain issues, mining records and any local authority information available in order to complete a Desk Study in line with Environment Agency (EA) document Model Procedures for the Management of Contaminated Land (Contaminated Land Report 11 (CLR11));

Assess the implications of any potential environmental risks, liabilities and development constraints associated with the site in relation to the future use of the site and in relation to off-site receptors;

Assess the desk study information and where possible, provide preliminary recommendations in relation to foundations, pavement construction and floor slabs; and,

Provide recommendations regarding future works required and undertake a preliminary pre-construction cost appraisal.

1.4 Limitations

The limitations of this report are presented in Appendix I.

1.5 Sources of Information

Background information was sought from the following sources:

Envirocheck Search; Historical mapping dated 1871 to 2015. A selection of historical maps are reproduced in Appendix IV; On-line planning records held by Flintshire County Council; Consultations with representatives of the Flintshire County Council; Radon: Guidance on protective measures for new buildings (BRE Document BR 211, 2007); and, British Geological Survey Map.

1.6 Confidentiality

E3P has prepared this report solely for the use of the Client and those parties with whom a warranty agreement has been executed, or with whom an assignment has been agreed. Should any third party wish to use or rely upon the contents of the report, written approval must be sought from E3P; a charge may be levied against such approval.

1.7 Risk Classification

E3P has utilised the available data to classify the site on the basis of its likely contaminated land liability and potential for geotechnical constraints in relation to the site development. The risk classification definitions are summarised below:

RISK DEFINITION Low There are unlikely to be significant contaminated land liabilities/geotechnical constraints associated with the property.

Low-Moderate There are unlikely to be significant contaminated land liabilities/geotechnical constraints associated with the property with regard to the proposed use. However, minor issues may require further consideration in the event of a future redevelopment of the site etc.

Moderate Some potential contaminated land liabilities/geotechnical constraints are likely to affect the property as a result of historical and/or current activities. The risks identified are unlikely to pose an immediate significant issue but the purchaser/developer may wish to make further enquiries of the vendor or undertake further environmental improvements. Redevelopment of the site will likely require further site investigation.

Moderate-High Some potentially significant contaminated land liabilities/geotechnical constraints have been identified at the property that requires further assessment including intrusive ground investigations.

2.1 Site Details

2.2 Current Site Use

SITE DESCRIPTION Occupancy/use The subject site is an irregular shaped parcel of land located in between the A550 and Hawarden Road. The site is undeveloped pot of land currently used for agricultural usage. The subject site area can be seen below.

Vegetation/Ecology Agricultural land is present across the majority of the site with evidence of arable crops being grown at the site. Large hedgerows and a mixture of mature and semi/mature trees are present along the site boundaries.

Hazardous Material No Above Ground Storage Tanks (AST) or Underground Storage Tanks (UST) Storage are present at the site. Due to the previously undeveloped nature of the site it is unlikely hazardous materials storage will have occurred on the site.

Asbestos Containing Material No evidence of ACM is present at the site. (ACM)

Polychlorinated There is no equipment identified which may contain PCBs within the site Biphenyls (PCBs) boundary.

Waste Storage Potentially hazardous waste streams are unlikely to be generated at the site.

3. SITE HISTORY

3.1 On-Site Historical Development

A review of historical mapping pertinent to the site is summarised in Table 3.1 below. In addition, historical site features are presented on Drawing No 10-980-003 in Appendix III.

3.3 Planning History

E3P has undertaken a detailed search of the on-line planning records held by Flintshire County Council identifying that several approvals have been granted for extensions to residential houses within close vicinity of the subject site. Approval has also been issued to construct 224 No. residential dwellings with associated infrastructure south of the site.

Further searches of the online planning records in regard to the 224No development showed no other information in relation to the site investigation that took place at the site.

4. ENVIRONMENTAL SETTING

4.1 Geology and Hydrogeology

The British Geological Survey (BGS) map for the site, (1:50,000, Solid & Drift edition) and online records indicates the site is underlain by the following geological sequence:

The Envirocheck Report indicates that the site is not located within a Groundwater Source Protection Zone. 8 No. groundwater abstractions are located within 1km of the site, water abstractions relate to general farming, domestic and agricultural use. Following a review of the historical and present day mapping, a significant number of wells are located in close proximity to the site relating to the abstractions.

Based on the local topography, the location of surface watercourses and culverts, it is considered likely that shallow groundwater, if present, will flow in a southerly direction, following the topographical gradient.

4.2 Geotechnical Data

Geotechnical Data presented within the Envirocheck report identifies the following ground conditions:

4.3 Coal Mining

The Coal Authority operates a risk based approach to the assessment of potential instability issues associated with future development of land located within the pre-defined Coal Authority Consultation Areas. This risk based approach sub-divides the potential risk into ‘Low & High’ Risk Categories.

Low Risk Sites - Deemed to be land where coal mining has taken place, however it was at such depth not to pose a risk to new development and it therefore contains no known recorded risks and as such no further assessment is required.

For Low Risk Sites, the Coal Authority categorically state:

“If your proposed development is within the Development Low Risk Area there is no need for you to submit any coal mining information with your planning application and The Coal Authority will not be consulted by the LPA. The LPA will include our Standing Advice as an informative note within the decision notice”.

High Risk Sites are deemed to be landholdings located within an area known to contain legacy risks that include:

Mine entries (shaft or Adit); Shallow Coal Workings (recorded and probable); Workable coal seam outcrops; Mine gas sites and areas; Recorded coal mining related hazards; Geological features (fissures and break lines); and, Former surface mining sites (sometimes using historic opencast extraction methods).

A review of the Coal Authority Mining Risk GIS System indicates a portion of the proposed development site is located within a Low Risk Area.

4.3.1 Coal Authority Statutory Records Search

E3P has obtained a Coal Authority Mining Report (Ref: 51001076497001, dated 27th January 2016) for the purposes of this report which states the following:

The site is not within the zone of likely physical influence on surface from any past, present or future underground workings.

There are no known mine entries within 20m of the site boundary; and,

The authority is not aware of any evidence of damage arising due to geological faults or other lines of weakness that have been affected by coal mining.

4.3.2 Further Assessment of Potential Risk

To determine the initial risk classification of the proposed development site, a search of the Coal Authority Gazetteer (http://mapapps2.bgs.ac.uk/coalauthority/home.html) has been undertaken to assess the locality of the proposed development in relation to known or potential areas of mining risk.

The results of this search confirmed that the proposed development site is not located within an area deemed to be at a ‘High Risk’ from historic mine workings and as such a no further risk based assessment is required in accordance with the Coal Authority Risk Based Approach to Development.

4.4 Hydrology

The closest water feature to the subject site is an unnamed tertiary river located 105m south. A culvert is also present within the site and appears to intersect the south eastern corner of the site. The culvert flows in a southerly direction and is recorded to be greater than 50m long. There are a further five unnamed tertiary rivers located with 250m of the site boundary.

The site is not located within any defined flood zones indicated by Natural Resources .

4.5 Radon Risk Potential

The Envirocheck Report indicates the site is situated in an area where less than 1% of homes are above the Action Level and that the BGS reports that full radon protective measures are not necessary in the construction of new dwellings or extensions.

4.6 Industrial Land Uses

The site is located within a predominantly agricultural and residential area. One inactive entry is present within a 250m radius of the site, for a former air condition and refrigeration contractor located 69m north east of the subject site.

4.7 Agricultural Land Classification

The subject site has soils classified as Grade 2 (very good quality agricultural land). These soils have a medium or light textured topsoil overlying a light or very light textured subsoil. Although there is evidence of mottling and greying throughout the profile, there are no slowly permeable layers in the surface horizons and the soil is considered to be within wetness class I or II. Land in this grade has minor limitation to its use and will be capable of supporting a wide range of arable and forage crops providing consistently high yields.

4.8 Sensitive Land Uses

The closest residential properties are located adjacent to the south and eastern boundaries of the site. No other environmentally sensitive land uses have been identified within close proximity to the site.

4.9 Site Sensitivity Assessment

The site is considered to be located within a Low - Moderate sensitivity setting due to the following reasons:

There are residential properties located in close proximity; The drift deposits comprise likely low permeability Glacial Till which are likely to afford protection to the underlying aquifer; The underlying solid geology is classified as a Secondary Aquifer; The site is not located within a Groundwater Source Protection Zone (SPZ); and, A culvert is present within the south eastern corner of the site.

4.10 Preliminary Geotechnical Assessment

Based on the desk study information, the following geotechnical assessment has been made:

5. CONSULTATIONS

5.1 Contaminated Land Officer

E3P contacted the Environmental Health Department on the at Flintshire County Council who have been unable to respond within the reporting timescales. Upon receipt of the search information, E3P will issue any pertinent information and / or use the information to inform the development of any intrusive investigation proposals.

5.2 Landfill Sites and Waste Treatment Sites

There are five landfills located off site with the closest landfill being located 766m away from site. Given the distance of the landfills from the subject site and the mapped presence of low permeability Glacial Till, the proposed development is not considered to be at any unacceptable risk of hazardous ground gases.

5.3 Regulatory Database

The following information (overleaf) has been obtained from a commercially available environmental database. The summary table only includes records from within 250m of the subject site and not otherwise detailed in the report.

6. INITIAL CONCEPTUAL SITE MODEL

6.1 Initial CSM

In accordance with Environment Agency, CLR 11 (2004) and BSI 10175 (Code of Practice for Investigation of Potentially Contaminated Land), E3P Ltd have developed an initial CSM to identify potential contamination sources, migration pathways and receptors within the study area.

Human Health Dermal Contact and Ingestion Heavy Metals / Non-volatile Consumption of Home-grown Construction Workers PAHs Produce Residential End Users Soil Ingestion

Discussion: The presence of any localised (albeit not anticipated) Made Ground may be a source of low level heavy metals and non-volatile PAHs, however the site has remained undeveloped and no potentially significant contaminative sources were identified at the site or within the immediate locality.

Future residential users may come into contact with impacted soils within any garden and landscaped areas. If impacted soils are identified then localised remediation or an appropriate cover system, designed in accordance with BRE465 (Cover Systems for Land Regeneration), will mitigate the risk. However, considering that limited Made Ground is likely to be present, the potential risk to the proposed development from any contamination impact is likely to be very low. Dermal Contact and Ingestion Construction Workers Nitrates and Consumption of Home-grown Produce Residential End Users Phosphates Soil Ingestion Discussion: The site appears to have been historically utilised for arable crop production, and as such, there is a potential for low-level pesticides such as nitrates and phosphates which may pose a risk constructions workers and residential end users.

Hazardous Ground Vapour Inhalation Construction Workers Gases Volatilisation to Indoor Air Residential End Users Discussion: No areas of deep Made Ground are anticipated within the sites boundary and no significant sources of hazardous ground gas have been identified within the surrounding areas of the site. The potential for hazardous ground gas to migrate to the site is considered to be low.

Controlled Waters Secondary Aquifer- Mobile Contaminants Vertical / Lateral Migration Undifferentiated Discussion: In the absence of any significant sources and the impermeable nature of the superficial deposits, no significant risk to controlled waters has been identified, however due to the presence of the culvert care will need to be taken in the construction phase as to not affect this receptor.

7. CONCLUSIONS AND RECOMMENDATIONS

Current Environmental Impact

No significant contamination issues have been identified with the site in its present configuration. The proposed development site is located within a largely agricultural and residential area with only limited commercial and industrial premises in the surrounding area.

Contamination Issues

Current None identified.

Based on the historical Ordnance Survey mapping dating from the late 1870s Historical the site has not been subject to any major development and/or industrial usage. Therefore, the likelihood of any historic contamination is considered to be low.

Due to the largely undeveloped nature of the site, there are limited potential Human Health sources of contamination identified with the exception of potential low level pesticides within the shallow soils. The Initial Conceptual Site Model has not identified any potential on-site sources of mobile contamination or complete pollutant linkages. The culvert present within the south eastern corner of the site is a potential receptor for contaminates Controlled if they were to enter the culvert during construction phase. Careful risk Waters assessment and environmental procedures should reduce the risk of possible contaminates affecting this receptor. The site is deemed to pose no unacceptable level of risk to controlled waters and the wider environ.

No sources of potential hazardous ground gases have been identified on site, Ground Gas furthermore no off site migration of ground gases have been identified.

Based on existing information, it is considered the site will be suitable for PE Potable Waters water supply pipework.

Geotechnical Issues Based on the desk study information, the following geotechnical assessment has been made:

The site is not anticipated to be underlain by any substantial depths of Made Ground and overlies predominantly cohesive Glacial Till deposits which is in turn underlain by mudstone/sandstone bedrock;

No areas of in-filling have been identified and the site is not underlain by any historic mine workings or compressible ground / instability issues which may pose a future subsidence risk;

The underlying predominantly cohesive natural drift deposits may provide a sub-grade formation to support proposed roads and infrastructure with a likely CBR in excess of 5%;

The cohesive nature of the drift geology is unlikely to be suitable for soakaway drainage systems; and

It is anticipated that, dependent on ground conditions and required loadings, in consideration of the proposed development the optimal foundation solution could comprise shallow spread / deep strip foundations (where in influencing distance of trees). Deeper foundations may be required within influencing distance of mature trees. END OF REPORT

1. This report and its findings should be considered in relation to the terms of reference and objectives agreed between E3P and the Client as indicated in Section 1.2.

2. For the work, reliance has been placed on publicly available data obtained from the sources identified. The information is not necessarily exhaustive and further information relevant to the site may be available from other sources. When using the information it has been assumed it is correct. No attempt has been made to verify the information.

3. This report has been produced in accordance with current UK policy and legislative requirements for land and groundwater contamination which are enforced by the local authority and the Environment Agency. Liabilities associated with land contamination are complex and requires advice from legal professionals.

4. During the site walkover reasonable effort has been made to obtain an overview of the site conditions. However, during the site walkover no attempt has been made to enter areas of the site that are unsafe or present a risk to health and safety, are locked, barricaded, overgrown, or the location of the area has not be made known or accessible.

5. Access considerations, the presence of services and the activities being carried out on the site limited the locations where sampling locations could be installed and the techniques that could be used.

6. Site sensitivity assessments have been made based on available information at the time of writing and are ultimately for the decision of the regulatory authorities.

7. Where mention has been made to the identification of Japanese Knotweed and other invasive plant species and asbestos or asbestos-containing materials this is for indicative purposes only and do not constitute or replace full and proper surveys.

8. The executive summary, conclusions and recommendations sections of the report provide an overview and guidance only and should not be specifically relied upon without considering the context of the report in full.

Mine entries There are no known coal mine entries within, or within 20 metres of, the boundary of the property. Coal mining geology The Authority is not aware of any evidence of damage arising due to geological faults or other lines of weakness that have been affected by coal mining. Opencast coal mining Past The property is not within the boundary of an opencast site from which coal has been removed by opencast methods. Present The property does not lie within 200 metres of the boundary of an opencast site from which coal is being removed by opencast methods.
