The Committee considered the report of the Director of Development on the above consultation regarding an application by Southend United Football Club for proposed extensions to the clubhouse at their Sports Ground at 0 Eastern Avenue to provide a 120 bedroom hotel, licensed restaurant, additional changing and entertainment facilities, permanent cover to tennis courts, indoor swimming pool and additional parking facilities and vehicular access

Members noted the location of the site which had previously provided facilities for staff of Access and the different emphasis in its use since the recent change of ownership They were shown a plan of the proposed frontage and in view of the sensitivity of the location and the Local Plan notation the Committee concurred with the suggestion of a Member that the response should be strengthened

Resolved That Southend Borough Council be informed.-

(i) That this Council strongly opposes the proposed hotel and restaurant development which are contrary to the Lxal Plan allocation of the site as a Private Open Space/Sports Facility, would be unrelated to the existing main use of the site as an outdoor sports training ground and which would introduce a commercial element alien in character to this locality which comprises mainly open uses Furthermore, they would impact on the Green Belt to the north and lead to the erosion of the vulnerable gap between Rochford and Southend.

(ii) That the Council does not object to the provision of a swimming pool and covered tennis courts per se, but considers the tennis court covering to be unacceptable as it would be visually dominant, being too close to Eastern Avenue in front of the established pattern of development.

(iii) That should the Borough Council be minded to approve the development as currently proposed in its entirety, this Council considers that it should be dealt with as a departure from the Adopted Local Plan

(1-J) That concern is felt about the changing nature of the use of the sports and social club building on this site, particularly the night club and public house uses, which are considered to be totally incon- sistent with the Local Plan allocation and the character of the area. The Borough Council is therefore requested to explore whether these activities fall within the authorised use of the site and if not to take action accordingly. The apphcant subrmts that there is adequate ptsttlication for the relax&on of Green Belt Pohcy and conalders the following to represent ‘very special ctrcnmstances’ The extstmg mobile home (occupted by the appl~cant/apphcants relattves for the past 30 years) ts of substandard constructron for reasonable habttanon, the apphcants mother 1s suffering detertoratmg health, exacerbated by the substandard hvmg condmons, a claun that there was a dwelling on the sate prior to 1950, (however, the Councd has no records to support thts contentron) the apphcant runs an Agrtcultural/Hortmultural Contractmg busmess from the sate and proposes a Horse Ltvery umt, and states that the site reqmres 24 hour supervrston due to fire risks from faulty wtrmg m the mobrle home, mamtenance of the sue and stables, and for general secnnty purposes

3 3 The sue currently has hvo stable block butldings of permanent construction although of somewhat dtlaprdated condttton, a mobile home and an extsting vebrcular access from Stambrtdge Road The full extent of land m the apphcants control totals 2 22 hectares (5 5 acres)

3 7 An Enforcement Notrce m respect of the unauthorised caravan was served on 5 September 1979 A subsequent appeal agamst thta and the nondetennmatton of an apphcatton to convert the extstmg buddmgs to form stables for equeatnan purposea and to mstall an all weather exerctse area (ROC/470/80) resulted m the Enforcement Notice bemg quashed on a techmcahty and planmng permtsston bemg granted for the equestrian use SubJect to several condmons The Inspector stated that, had the Enforcement Nottce been vahd, he would have allowed the caravan to remam on the land for a further permd of 2 years, when the posrtron could be revtewed m hght of progress made m the settmg up of the busmess The Inspector’s dectston was dated 30 Apr11 1981

PARISH STREW LIGHTING (Minute 364/951

The Director of Development reports that following the allocation at the last Transportation Committee of the sun of f15.000 for lighting schemes determined by the Parishes, all Parish Councils were invited to identify needy areas Five have replied and a response is also anticipated from Hullbridge Parish Council which will be reported verbally

Having taken into account the discussion at the last Committee Meeting the Director of Development would propose the following order of priority -

This is a rural situation and a small newly formed Parish Council with limited funds.

2. Church Road (Ram&h Parish Council) fl,OOO

3 Old London Road (Rawreth Parish Council) f1,500

This is a rural situation and a small newly formed Parish Council with limited funds

4. "Run Corner" Little Wakering, (BarlLng ParLsh f1,500 Council)

5 Footpath at Greensward Lane to Orchard f10.000 AVenUe (Hockley Parish Council)

This footpath is well-used by many school children

Old Class B lighting provided to these streets is likely to be below existing standards.

7. Pedestrian walkways (Great Wakering Parish Council) Survey needed

8 Star tine to Poynters hne (Great Wakering Parish Council) New footpath planned. It is anticipated that the first five schemes proposed will be completed this year, however, the electrical supply costs may vary from the estimated figures considerably. These schemes will be carrfed out by l Rochford District Council, subject to the approval of the Highways Authority (Essex County Council) who would be requested to adopt the lighting on completion. Where the County are unable to adopt the new lighting, the responsibility for electricity and maintenance costs would be passed to the Parish Council
