Bid 14Fs3 Food Products Fact BID 14FS3 FOOD PRODUCTS FACT SHEET A. Overview: This recommendation is to establish a contract to purchase various food products to be utilized by the Food and Nutrition Services within the Frederick County Public Schools (FCPS). Bids were opened on May 6, 2014. 1. Bid participation: 54 companies notified 8 companies submitted a bid 1 company submitted a “No Bid” response 2. Bids were received from Feesers, Inc. (Harrisburg, PA) FoodPRO Corporation (Frederick, MD) H & S Bakery, Inc (Baltimore, MD) J.T.M. Provisions Company, Inc. (Harrison, OH) Nardone Bros. Baking Co., Inc. (Wilkes-Barre, PA) Performance Food Group, Inc. (New Windsor, MD) *Royalle Dining Service (Owings, MD) US Foods (Altoona, PA) *Indicates Minority business Enterprises Information 3. Other Facts: The initial contract period shall be effective from August 1, 2014 through July 31, 2016, with one additional two- year renewal option available. Approximately $1,125,781 was spent against the current contract in FY14. The awarded amount has historically been 10%-20% more than the amount spent in order to offer some flexibility with regards to a variety of food choices for school meals. Per the Bid Specifications item #18, item #30, and item #113 were removed from the aggregate cost evaluation, because they were not bid by all vendors. Staff is recommending that the bid be awarded in aggregate, to a single vendor, as this will assist Food and Nutrition Services in efficient and timely ordering and delivery. J.T.M Provisions Company, Inc., Nardone Bros. Baking Co., Inc., and Royalle Dining Service did not bid the entire package of food items. These companies submitted warehouse delivered pricing for individual food items. The pricing submitted by these companies for those items did not produce enough savings to justify the additional logistical expenses FCPS would incur to deliver those items to the schools. The bid submitted by H & S Bakery, Inc. is being considered non-responsive as they did not bid the food items listed on the Form of Proposal. Delivery shall be made to each of the 11 Food Service Complex Sites. This contract shall be administered by Judith Gordon, Senior Manager. 4. Source of Funding: Contingent upon FY15 and FY16 Food and Nutrition Services Budget Board approval. B. Recommendation: Staff recommends that Bid 14FS3, Food Products, be awarded to US Foods, of Altoona, PA, per the attached Bid Tabulation for Aggregate Bids. C.
