Al frente del PSD tan sólo desde 2010, cuando coronó una carrera política un tanto errática, y gestor con más experiencia en el sector privado que en la cosa pública, Passos pasó de sostener al minoritario Gobierno de José Sócrates, respaldando dos paquetes de ajuste financiero y absteniéndose en dos mociones de censura de la izquierda, a precipitar su dimisión, y por ende el anticipo electoral. Fue al votar en contra, en marzo, del cuarto Programa de Estabilidad y Crecimiento (PEC IV), con el que el Ejecutivo socialista esperaba achicar el desmedido déficit público y solucionar la crisis de la deuda soberana, grave hasta el punto de arrastrar al estado luso al límite de la insolvencia. Las condiciones del rescate financiero de Portugal, solicitado por Lisboa, siguiendo la senda trazada por Atenas y Dublín, el 6 de abril y acordado con la Comisión Europea, el BCE y el FMI el 17 de mayo, dominaron la campaña electoral, en la que Passos asumió el sacrificio de austeridad con pragmatismo liberal.

Desde novembro de 2010, a Embaixada vem acompanhando de perto os principais desdobramentos da política interna portuguesa, marcados pelos efeitos adversos da crise econômica e das políticas de rigor fiscal dela decorrente. 3. O início da crise econômica e financeira ocorreu durante o governo do Primeiro-Ministro socialista José Sócrates, eleito pela primeira vez em 2005 e reconduzido ao cargo (com maioria relativa no Parlamento) no pleito de setembro de 2009. Os efeitos da crise levaram à queda de Sócrates, em março de 2011, e à posterior derrota eleitoral dos socialistas nas eleições gerais de junho de 2011. Na ocasião, saiu-se vitorioso o Partido Social Democrático (PSD), liderado por Pedro Passos Coelho, com o apoio do Centro Democrático Social-Partido Popular (CDS-PP), liderado por Paulo Portas. 4. O governo do Primeiro-Ministro Pedro Passos Coelho, vinculado ao memorando de entendimento, firmado com a troika pelo seu antecessor, foi marcado pela adoção de rigorosas medidas de ajuste fiscal, tais como redução de prestações sociais e de salários, aumento de carga tributária, entre outros. Como esperado, os efeitos sociais negativos da crise e das políticas de austeridade - diminuição da renda, aumento do desemprego, da emigração etc. - geraram grande descontentamento na população, sobretudo nos setores mais carentes. The minority Socialist government is almost certain to be defeated on Wednesday in a parliamentary vote on a new austerity package, leaving José Sócrates, the prime minister, with little alternative but to resign. Opposition parties have refused to back the austerity measures, which Mr Sócrates planned to take to a key European Union summit meeting at the weekend as proof of Portugal’s determination to avoid a bail-out. Pedro Passos Coelho, leader of the centre-right Social Democrats, the main opposition party, rejected a government offer for talks on the measures on Monday night, saying an early general election was “inevitable”. Luís Amado, foreign minister, accused opposition parties and the government of “playing dice” with the Portuguese economy and making a snap election two years ahead of schedule increasingly probable. The austerity measures are designed to calm nervous financial markets where Portugal’s borrowing costs have soared to what the government acknowledges are unsustainable levels. According to Fernando Teixeira dos Santos, finance minister, a government crisis would further undermine confidence and represent “a big push” towards seeking a financial rescue from the EU and the International Monetary Fund. If Mr Sócrates resigned on Wednesday, he would be expected to attend the EU summit as Portugal’s outgoing prime minister in a caretaker capacity.
