Al frente del PSD tan sólo desde 2010, cuando coronó una carrera política un tanto errática, y gestor con más experiencia en el sector privado que en la cosa pública, Passos pasó de sostener al minoritario Gobierno de José Sócrates, respaldando dos paquetes de ajuste financiero y absteniéndose en dos mociones de censura de la izquierda, a precipitar su dimisión, y por ende el anticipo electoral. Fue al votar en contra, en marzo, del cuarto Programa de Estabilidad y Crecimiento (PEC IV), con el que el Ejecutivo socialista esperaba achicar el desmedido déficit público y solucionar la crisis de la deuda soberana, grave hasta el punto de arrastrar al estado luso al límite de la insolvencia. Las condiciones del rescate financiero de Portugal, solicitado por Lisboa, siguiendo la senda trazada por Atenas y Dublín, el 6 de abril y acordado con la Comisión Europea, el BCE y el FMI el 17 de mayo, dominaron la campaña electoral, en la que Passos asumió el sacrificio de austeridad con pragmatismo liberal. -

A amostra teve 603 entrevistas efectivas: 277 a homens e 326 a mulheres; 116 no Interior Centro Norte, 151 no Litoral Centro Norte, 102 no Sul e Ilhas, 164 em Lisboa e Setúbal e 70 no litoral centro sul; 161 em aldeias, 207 em vilas e 235 em cidades. A proporcionalidade pelas variáveis de estratificação é obtida após reequilibragem amostral. Técnica: Entrevista telefónica por C.A.T.I., tendo o trabalho de campo decorrido nos dias 7 a 10 de Novembro de 2014, com uma taxa de resposta de 83,9%. Graduate Women International (GWI) United Nation Repre- sentative Report 2019 High Level Panel on “Futures of Education” during the 74th Session of the Gen- eral Assembly of the United Nations (UN) Organized by United Nations Educational Scientific and Cultural Organization (UNESCO) and Portugal New York, 25 September 2019 Attended by GWI UN representatives Sophie Zaretsky, Maryella Hannum and Maureen Byrne Inequalities, violence and exclusion are bringing many societies to a point of crisis. The fragility of our planet and its ecosystems is becoming more and more apparent. Advances in digital communication, artificial intelligence and biotechnology have great potential for moving humanity forward. In re- sponse, the UNESCO launched the “Futures of Education” project in the attempt to generate debate on how education needs to be re-thought. Hereby, UNESCO is establishing a High-Level International Commission of eminent thought leaders of diverse expertise and perspectives from the world of poli- tics, academia, the arts, science and business. Through a consultative process involving governments, policymakers, civil society, youth, educators and other stakeholders the International Commission will prepare a report for 2021 that will provide an agenda for policy debate and resulting action. Although the primary Sustainable Development Goal (SDG) addressed is SDG 4 on achieving inclusive access to quality education for all, this project intersects with all other SDGs as well. Present at the panel were among others Audrey Azoulay, Head of UNESCO; Antonio Guterres, UN Sec- retary General; Ms. Sahle-Work Zewde, President of Ethiopia and Chair of the International Commis- sion on the Futures of Education; Marcelo Rebelo de Sousa, President of Portugal as well as several heads of state, educators, civil society and private sector representatives. -
New Party Entrance: the Case of BE and PAN in Portugal
Umeå University, Department of Political Science New Party Entrance: the case of BE and PAN in Portugal Thesis for a master’s seminar in Political Science (Magister) at Umeå University 2nd Term 2019 Lívia Costa Abstract Back in 2012, Niklas Bolin offered an innovative perspective on the importance of agency for new party entrance. With his doctoral thesis he concluded that the ownership of at least one non-mainstream position and the possession of certain party resources were two necessary conditions for new parties to reach parliament membership. This investigation aimed to test his findings with the analysis of the only two cases of new party entrance in the Portuguese democracy since the end of the consolidation period: the Left Bloc (BE) in 1999 and Pessoas- Animais-Natureza (PAN) in 2015. The thesis concludes that in one hand both parties emphasized “unique” issues in their electoral programs. On the other hand, some party resources proved to have greater importance than others for this case: both parties had low levels of membership, limited leadership and considerable financial funds when compared to similar size parties. Finally, regarding media exposure while BE managed to gain some space within the traditional channels, PAN relied solely on social media. As a result, this study corroborates both the current tendency for a decline in the number and importance of party affiliates and the equalization theory regarding the opportunities of the Internet for small parties as a more equal space for party competition. Although uncertainties are still lurking, aggravated by a serious second wave of infection in the main urban centers, as well as by an increasing weariness of the general public, after months of strict control. Undoubtedly, the coming Winter will be extremely important for combat against the pandemic. Meanwhile, it is a time to rethink and to readjust. In this paper, firstly, we will observe Portugal’s plan to tackle the social and economic problems caused by this global health crisis, underlining its valuable insights. Secondly, we will present, with first-hand information, the main ideas and inspirations encountered by the Chinese community in Portugal, facing the challenges and hope of a post-pandemic world. In the end, we propose to review the Sino-Portuguese relations during the pandemic, up until now, stressing the obstacles and ambiguities, as well as some potential opportunities. -
