..................................................................................................................... 204 1 UVOD Elektronička komunikacijska infrastruktura i mreže sljedeće generacije (engl. Next Generation Network – NGN ) predstavljaju osnovni infrastrukturni preduvjet koji omogućuje povećanje intenziteta i kvalitete korištenja suvremenih usluga i aplikacija temeljenih na informacijskoj i komunikacijskoj tehnologiji ( IKT, engl. Information and Communication Technology – ICT ). Porastom korištenja IKT-a širi se i ubrzava gospodarski razvoj te se povećava razina društvenog boljitka na područjima gdje je dostupna napredna NGN infrastruktura i mreža. Ulaskom Republike Hrvatske u EU otvorile su se nove mogućnosti za pribavljanje sredstava iz europskih fondova za izgradnju širokopojasne infrastrukture u područjima u kojima ne postoji dostatan komercijalni interes. Grad Vrgorac, Općine Cista Provo, Lovreć, Podbablje te Zagvozd odlučili su se da zajedno pristupe projektu Razvoja infrastrukture širokopojasnog pristupa u područjima u kojima ne postoji dostatan komercijalni interes za ulaganja. Navedeni gradovi/općine su također potpisali sporazum o suradnji sa Splitsko- dalmatinskom županijom na ovom projektu. U svrhu korištenja EU fondova gradovi/općine moraju pripremiti različite dokumente, a jedan od tih dokumenata je i Plan razvoja širokopojasne infrastrukture (u nastavku skraćeno PRŠI). PRŠI je osnovni razvojni dokument na temelju kojeg nositelj projekta planira razvoj širokopojasne infrastrukture. Realizacija ciljeva može početi tek nakon donošenja Plana razvoja od strane gradskog/općinskog vijeća u pojedinom gradu/općini PRŠI u Gradu Vrgorac i Općinama Cista Provo, Lovreč i Zagvozd svojom je strukturom i namjenom prilagođen zahtjevima Okvirnog nacionalnog programa za razvoj infrastrukture širokopojasnog pristupa u područjima u kojima ne postoji dostatan komercijalni interes za ulaganja (u nastavku skraćeno samo Okvirni nacionalni program – ONP), kao programa državnih

Although a major improvement in budget transparency cannot be expected without both a major reform of the country's territorial organization and fiscal (de)centralization, certain examples – some pertaining to smaller and relatively less well off local units – do show that, even under present circumstances, improvements can be achieved. And fiscal and economic crisis, corruption scandals and high deficit and debt levels – all requiring greater fiscal discipline and a more efficient public sector – make those improvements more and more necessary by the day. This paper aims to analyze the openness, i.e. the transparency of the Croatian local units' budgets and to determine whether an improvement has been achieved in the course of the last year.1 Budget transparency implies that the information regarding the budget accessible to the general public is complete, relevant, correct, issued in a timely manner and presented in an understandable format.2 For the purposes of this research, budget transparency is measured by the number of key budget documents published by local units, with the level of transparency being scored on a scale from 0 to 7. Budget transparency allows the general public to obtain information and influence decisions about collecting and spending of public money.

Članak 1. mijenja se i glasi: „Donose se Izmjene i dopune Prostornog plana Splitsko-dalmatinske županije (”Službeni glasnik Splitsko-dalmatinske županije, broj 1/03, 8/04, 5/05, 5/06, 13/07) u tekstualnom i grafičkom dijelu.“ Članak 2. U članku 2. stavak 1. mijenja se i glasi : „Izmjene i dopune Prostornog plana Splitsko-dalmatinske županije” (u daljnjem tekstu PPSDŽ) i sastoji se od tekstualnog dijela, grafičkog dijela i obveznih priloga. Iza stavka 1. dodaje se „Sadržaj Prostornog plana“ Točka „A. Tekstualni dio“ mijenja se i glasi „I. Tekstualni dio“. Iza „I Tekstualni dio“ dodaje se „1. Odredbe za provođenje“. Točka „1.1.2.1.“ mijenja se i glasi „Zaštićene prirodne vrijednosti“. U točki „1.8.2.5“ riječ „hidro“ se zamjenjuje s riječi „podvodnih“. Točka 1.11.3.2. mijenja se i glasi „Prirodne vrijednosti“. J. F. Kennedya 7, 10000 Zagreb, Croatia [email protected] Abstract Main aim of regional policy is to reduce regional disparities. There is now doubt that action to tackle regional disparities is needed in Croatia. Main problem is the definition of region as a subject of regional policy. After discussion about definition of region and main criteria which should be considered during the process of establishment of regions, the paper will present one of the methodologies for spatial-economic entities' classification. The methodology will be used on the working sample of several Croatian counties. The classification will be obtained through use of multivariate statistical methods, and it is based on a wide number of demographic, economic, educations, employment indicators. Results leads to the identification of several axes of socio- economic characterisation, and the division of the observed territory into several homogenous clusters, regions with different degree of development. The main conclusion is that socio-economic reorients uncovered with this methodology provide useful characterisation and division of the territory, for policy making purpose. Throughout history, this term has been widely used to describe places physically detached from some other, economically or politically more prominent areas; and has thus been adopted as a geographic name (toponym) for places which were "in contrast" to such areas and separated from them by an element of terrain. The term zagora is therefore a geographic name which denotes an area observed from an outside point of view, and which is later on accepted by the domicile population, becoming an endonym. In the context of the Croatian national territory, the most prominent usage of this toponym has been present in specific traditional regions in northern and southern Croatia; namely, Hrvatsko zagorje in northern Croatia, and a rather undefined area in the Dalmatian hinterland in southern Croatia. The extent and the degree of identification of the areas in southern Croatia bearing that particular geographic name have not been precisely defined, although there are many obvious indications of the existence of such a region in many contemporary sources. The aim of this paper is to research the perceptual character of an area in the Dalmatian hinterland in relation to geographic names Zagora and Dalmatinska zagora by means of content analysis.
