Statuta Splitsko-dalmatinske županije (”Službeni glasnik Splitsko-dalmatinske županije broj 11/01, 7/03 i 2/06 i 11/06), Županijska skupština na --- sjednici, održanoj…………..,donijela je ODLUKU o izmjenama i dopunama Odluke o donošenju Prostornog plana Splitsko-dalmatinske županije Članak 1. Članak 1. mijenja se i glasi: „Donose se Izmjene i dopune Prostornog plana Splitsko-dalmatinske županije (”Službeni glasnik Splitsko-dalmatinske županije, broj 1/03, 8/04, 5/05, 5/06, 13/07) u tekstualnom i grafičkom dijelu.“ Članak 2. U članku 2. stavak 1. mijenja se i glasi : „Izmjene i dopune Prostornog plana Splitsko-dalmatinske županije” (u daljnjem tekstu PPSDŽ) i sastoji se od tekstualnog dijela, grafičkog dijela i obveznih priloga. Iza stavka 1. dodaje se „Sadržaj Prostornog plana“ Točka „A. Tekstualni dio“ mijenja se i glasi „I. Tekstualni dio“. Iza „I Tekstualni dio“ dodaje se „1. Odredbe za provođenje“. Točka „1.1.2.1.“ mijenja se i glasi „Zaštićene prirodne vrijednosti“. U točki „1.8.2.5“ riječ „hidro“ se zamjenjuje s riječi „podvodnih“. Točka 1.11.3.2. mijenja se i glasi „Prirodne vrijednosti“. Točka“ B“ mijenja se i postaje točka „ 2. Grafički dio:“ U točki 2. Riječ „I MREŽE“ se briše. Iza točke 2 INFRASTRUKTURNI SUSTAVI 1:100.000 dodaju se : 2.1. CESTOVNI PROMET 2.2. ENERGETSKI SUSTAVI 2.3. VODNOGOSPODARSKI SUSTAVI, OBRADA, SKLADIŠTENJE I ODLAGANJE OTPADA 2.4. POŠTA I TELEKOMUNIKACIJE Iza točke 3. UVJETI KORIŠTENJA UREĐENJA I ZAŠTITE PROSTORA 1:100 000 dodaju se : 3.1. PODRUČJA POSEBNIH UVJETA KORIŠTENJA – PRIRODNA I GRADITELJSKA BAŠTINA 3.2. PODRUČJA POSEBNIH OGRANIČENJA U KORIŠTENJU 1 3.3. EKOLOŠKA MREŽA Iza točke 9 dodaje se „II Obvezni prilozi:“ Iza II Obvezni prilozi dodaje se „1. Obrazloženje Prostornog plana“ U točci „1.2.15.“ riječi “Zaštita prirodne baštine“ zamjenjuju se riječima „Zaštita prirodnih vrijednosti“ Iza točke „3.9.1.10. Ostali zahvati“ dodaje se : 2. Stručne podloge na kojima se temelje prostorno-planska rješenja 3. Popis sektorskih dokumenata i propisa koji su poštovani te sažetak dijelova tih dokumenata, koji se odnose na sadržaj prostornog plana 4. Zahtjevi i mišljenja iz članka 79. i 94. Zakona o prostornom uređenju i gradnji 5. Izvješća o prethodnoj, javnoj i ponovnoj javnoj raspravi 6. Evidencija postupka izrade i donošenja prostornog plana 7. Sažetak za javnost Točka „4.“ postaje točka „1.“. Točka „4.1.“ postaje „1.1.“. Točka „4.1.1.“ postaje točka „1.1.1.“ Članak 3. U članku 3. dodaje se stavak 1. i 2. koji glase: „Prostorni plan Splitsko-dalmatinske županije (u daljnjem tekstu: PPSDŽ) razrađuje načela prostornog uređenja i utvrđuje ciljeve prostornog razvoja te organizaciju, zaštitu, korištenje i namjenu prostora Splitsko dalmatinske županije (u daljnjem tekstu: Županije) uvažavanjem prirodnih, kulturno- povijesnih i krajobraznih vrijednosti. Prostor županije podijeljen je u skladu s prirodno-geografskim, društveno-gospodarskim i funkcionalno-gravitacijskim obilježjima na fizički gotovo odvojene četiri geografske cjeline-mikroregije i prostorne cjeline.“ Tablica „4.1.“postaje tablica „1.1. Funkcionalne sredine“ Dosadašnji stavak 1. postaje stavak 3. Članak 4. Točka „4.1.2.“ postaje „1.1.2.“ Članak 5. U članku 5. stavak 1 alineja 3 „zaštićene prirodne baštine“ mijenja se i glasi „zaštićenih prirodnih vrijednosti“ 2 U stavku 3 alineja 2 riječi „zaštićenim dijelovima prirode“ zamjenjuju se riječima „ „dijelova prirode zaštićenim“. Ustavku 3 alineja 3 riječi „određivanjem bonitetnih klasa“ se brišu i zamjenjuju s riječi „vrednovanjem“. Iza stavka 4 dodaje se stavak 5 koji glasi: „1.1.2.1. Zaštićeno obalno područje mora.“ Obalno područje je krajobrazna cjelina sa statusom područja s posebnim ograničenjima u korištenju. Prema Zakonu o prostornom uređenju i gradnji (”Narodne novine”, broj 76/07, 39/09, 55/11 i 90/11) određeno je obalno područje prema sljedećim kriterijima: Zaštićeno obalno područje mora (ZOP) obuhvaća sve otoke, pojas kopna u širini od 1000 metara od obalne crte, i pojas mora u širini od 300 metara od obalne crte. Obalna crta je crta plimnog vala na obali.“ Članak 6. Točka „4.1.2.1.“ mijenja se i postaje točka „1.1.2.2. Zaštićene prirodne vrijednosti“. Članak 7. U članku 6. stavak 1 alineja 1 riječi „bez oštećivanja i ugrožavanja njenih dijelova“ i „ravnoteže prirodnih faktora“ brišu se i dodaju se riječi: „postojećeg stanja i funkcionalne ravnoteže izvornih sastavnica prirode;“. U članku 6. stavku 1 alineja 4 riječi „prostornih planova,odnosno mjerama zaštite prirode“ brišu se i dodaju se riječi „mjere zaštite prirode kroz dokumente prostornog planiranja“. U članku 6. stavak 2 iza riječi „kategoriziraju se“ dodaju se riječi „prema Zakonu o zaštiti prirode“. U članku 6. iza stavka 2 dodaje se stavak 3 koji glasi: „Područja Nacionale ekološke mreže, tj. ekološke mreže u Republici Hrvatskoj, sukladno ekološkoj mreži Europske unije NATURA 2000, podijeljena su na međunarodno važna područja za ptice (SPA) te područja važna za divlje svojte i stanišne tipove (SAC).“ Članak 8. U članku 7. stavak 1 alineja 1 riječi „prirodnih vrijednosti“ se brišu i zamjenjuju riječima „područja prirode“ U članku 7. stavak 2 mijenja se i glasi: „Na području Županije nalaze se, sukladno Upisniku zaštićenih područja, kojeg vodi nadležno državno tijelo za poslove zaštite prirode slijedeća zaštićena područja“ U članku 7. tablica „4.2. Zaštićene prirodne vrijednosti“ briše se i dodaje se nova tablica „1.2. Strossmayer University, School of Medicine, Osijek, Croatia 3Center of the Croatian Academy of Sciences and Arts, Zagreb, Croatia ABSTRACT The aim of this study was to compare the data on height of Hvar islanders collected from two transversal studies (1978/1979 and during the 1994). The first field research covered a total of 935 inhabitants of the island (484 males and 451 females) aged between 20 and 72 years, from five villages of the western part (Dol, Vrbanj, Svirče, Vrisnik, Pitve) and four villages of the eastern part of the island of Hvar (Poljica, Zastražišće, Gdinj, Bogomolje). The second field research was carried out in 1994 that enrolled total of 189 participants (82 males and 107 females) from the villages Dol, Vrbanj, Svirče, Zastražišće, Gdinj and Bogomolje. Comparison of data on Hvar adults since these two periods demonstrated a secular increase in average height for females and males in all investigated villages except in the village of Gdinj. Negative secular trend in village of Gdinj was observed for both female and male inhabitants. Possible explanation for this trend could be the specific migratory patterns and traditional practice of endogamy. It is based on stereotypes about inhabitants of neighbouring island localities or neighbouring islands and on the production of mocking collective nicknames. Anecdotes, jokes, proverbs and similar oral forms are used as a means of confirming characteristics attributed to certain communities. Nowadays their performance is mainly connected to sporting events, celebrations of patron saints’ days and school children’s disputes. Previously they were considered to be a form of exclusively intra-island knowledge. Islanders mostly found them insulting. However, some communities have decided to turn these stereotypes into brands, highlighting them in representations of local identities and in tourist promotion. In this paper we analyze the way in which certain stereotypes focusing on islanders’ flaws or virtues are used in contemporary identity strategies and the construction of local uniqueness. Introduction ‘This is a story about a land of a thousand islands, her magical nature and rich heritage, her great men whose great deeds have forever etched the name of Croatia in large letters on the map of the world. This is a story about a land whose beauties have been celebrated since ancient times.’ (Orlic´ 2006: 3) With these words, tourism policy makers present Croatia in a catalogue entitled Croatia: The Mediterranean as it once was.

Although a major improvement in budget transparency cannot be expected without both a major reform of the country's territorial organization and fiscal (de)centralization, certain examples – some pertaining to smaller and relatively less well off local units – do show that, even under present circumstances, improvements can be achieved. And fiscal and economic crisis, corruption scandals and high deficit and debt levels – all requiring greater fiscal discipline and a more efficient public sector – make those improvements more and more necessary by the day. This paper aims to analyze the openness, i.e. the transparency of the Croatian local units' budgets and to determine whether an improvement has been achieved in the course of the last year.1 Budget transparency implies that the information regarding the budget accessible to the general public is complete, relevant, correct, issued in a timely manner and presented in an understandable format.2 For the purposes of this research, budget transparency is measured by the number of key budget documents published by local units, with the level of transparency being scored on a scale from 0 to 7. Budget transparency allows the general public to obtain information and influence decisions about collecting and spending of public money.
