Immediately after the earthquake, UNDP joined the multi-sectoral assessment which looked into the most urgent needs of the affected population. As the co-lead of the Early Recovery (ER) Cluster, UNDP zeroed in on the specific ER needs of the communities and formulated project interventions which could facilitate their early recovery and help establish the foundations for long-term development. With funding assistance of USD 800,000 from the Government of Japan, the project “Debris Management and Livelihood Support for areas affected by the Bohol Earthquake,” or the Bohol Early Recovery Project, was designed to benefit the ten (10) hardest hit municipalities in southwestern Bohol namely, Maribojoc, Antequera, Loon, Calape, Tubigon, Clarin, Inabanga, Sagbayan, Catigbian, and San Isidro. The project later expanded to include the nearby municipality of Carmen (component 1 only) upon the request of its municipal government for assistance in addressing the effects of the earthquake. -

HANDUGAN Bohol Island State University, Candijay Campus, Bohol, Phillipines Received 21 January 2015 Accepted 7 April 2015 (*Corresponding Author) Abstract National government issued an Executive Order 26, series of 2011 – declaring interdepartmental convergence initiative for national greening program. Bureau of Fisheries and Aquatic Resources commissioned the Bohol Island State University (BISU) Candijay Campus to facilitate the rehabilitation of degraded mangrove areas in coordination with local government units and in partnership of mangrove planters in Northeastern Bohol. Hence, the main objective of the study was to to document the progress and accomplishment of mangrove rehabilitation project in Northeastern Bohol, Philippines. Survived mangroves were counted manually. Principal branch of mangrove was measured to determine the growth performance in 12 months. Identified the sea shells for baseline information and interviewed the mangrove planters for determining the problems. In this study, a 48.36% survival rate was found out after one year of planting. The average growth (in height) was 6.097 cm per month. The Municipality of Candijay had the highest growth rate. Terebralia sp. (Dao-dao) and Narita sp. (Sihi) are the common sea shells found in the reforested areas. Proper selection of site is important before planting Rhizophora sp. PROJECT JUSTIFICATION: Project Background and Rationale The Provincial Government of Bohol has adopted the Bohol Integrated Area Development (BIAD) approach as a mechanism to further development in the Province wherein the Local Government Units (LGUs) are encourage to venture into Inter-Local Government collaboration to foster development in their respective geographical locations. The BIAD 2, which is composed of the Municipalities of Loon, Calape, Tubigon, Clarin, Catigbi- an, San Isidro, Inabanga, Buenavista and Getafe is both geographically located in the coastal and upland areas with very diverse natural resources and varying development interventions and approaches. One commonality within the BIAD-2 cluster is the proximity and easy access to bustling Cebu City being the regional growth center in the Visayas. -

38 Rhythm of the Sea CHAPTER 4 SOCIOPOLITICAL SETTING 39 Chapter 4 SOCIOPOLITICAL SETTING POLITICAL BOUNDARIES he profile area is bounded by 6 municipalities. To the south is Maribojoc, while Antequera, San Isidro, Sagbayan and Danao border the East. The northern edge of the profile area is bounded by the municipality of Talibon. t DEMOGRAPHICS Population Seven municipalities comprise the profile area. Their total population in 1995 was 197,463 distributed to 38,138 households. The average household size was 5.3 persons (NSO 1995). The average annual rate of provincial population growth is estimated at 1.86 percent over the 1990-2002 period (PPDO 1993b). There is a high level of out-migration as people search for "greener pastures" abroad and in the cities of Cebu, Manila and Davao. (Bohol has over 30,000 people working abroad.) This growth rate is one of the lowest in the Central Visayas region, which is currently experiencing a regional annual growth rate of 2.17 percent. The profile area's population annual growth rate is estimated at a slightly lower 1.75 percent. Getafe and Buenavista, both highly rural, are projected to grow relatively rapidly at rates exceeding 2 percent (Table 4.1). As mentioned earlier, population pressure in the future will impact upon land-use sustainability. For example, 5 of the fastest-growing municipalities in Bohol are coastal, and 5 of the 6 central business districts are located within coastal municipalities (PPDO 1997). Emergency appeal operation update Philippines: Central Visayas Earthquake Emergency appeal n° MDRPH013 GLIDE n° EQ-2013-000134-PHL Operation update no°5 12 January 2015 Period covered: 1 October 2014 to 30 November 2014 Appeal target (current): CHF 3,583,780 Appeal coverage: The appeal is 87 percent covered. <click to go to donor response list or link to contact details> Appeal history: Seond revision of appeal was issued on 31 October 2014, with budget adjusted to CHF 3.58 million to assist 100,000 people within the same timeframe. A revised emergency appeal was launched on 26 December 2013 seeking CHF 7,728,975 to support the Philippine Red Cross (PRC) in A beneficiary carrying her son outside their new home in Tubigon, Bohol delivering humanitarian assistance to (Photo: Cheryl Gagalac/IFRC) 20,000 families (100,000 persons) over 16 months. This emergency appeal was launched on a preliminary basis on 24 October 2013 for CHF 5,463,496 to assist 10,000 families (50,000 persons) over eight months. CHF 499,911 was allocated from the Disaster Relief Emergency Fund (DREF) on 20 October 2013 to support the National Society in undertaking needs assessments and delivering immediate relief assistance. Summary More than a year after Central Visayas was rocked by a 7.2 magnitude earthquake , PRC, through the support of International Federation of Red Cross and Red Crescent Societies (IFRC), has been on the ground providing support to earthquake-affected families as recovery efforts continue. Specifically, under IFRC support, relief distributions were completed in February 2014, having provided non-food items to 12,000 families in the most affected municipalities of Antequera, Buenavista, Calape, Catigbian, Clarin, Danao, Inabanga, Loon, Maribojoc, Sagbayan, San Isidro, Sevilla and Tubigon. -

Fisher and Peter B. Urich Abstract: Development theories in the 1990s embrace a much more people-centred perspective than in previous decades. At the same time, foreign direct investment is increasingly being touted as a new form of development assistance, and transnational corporations as new aid agents. However, the ideology of the free market is incongruous with the people-centredness of contemporary development theory. The result is a polarisation between participatory development and market driven paradigms. This study introduced the models of instrumental and transformative participation and the way they influence information flow and communication. These models are used to examine a project proponent’s and stakeholder’s actions in a privatised development setting, using a Philippine case study. The case study is the Bohol- Cebu water supply project, a project of water capture, treatment, and transmission, linking the islands of Bohol and Cebu. Communication and information dissemination between the project proponent and stakeholders is viewed under the requirements of Philippine legislation for participation in development. The findings from this research suggest that the proponent tended to exclude or only partially include affected stakeholders in the development process. Sources of information were often nongovernmental organisations, the Church, and, in many instances, the media. The proponent’s method of disseminating information was primarily to target the municipal or provincial government level, thus disenfranchising the `grass roots'.
