MACKAY: EARLY INFLUENCES ON A SOUTHERN REFORMER by KEVIN E. GRADY Under the Direction of H. Robert Baker ABSTRACT James A. Mackay was a decorated World War II veteran, who returned to Georgia in 1945, determined to make a difference in the segregated world of Georgia politics. He was a staunch opponent of Georgia‟s county unit system that entrenched political power in rural counties. From 1950 through 1964 he was a state house member who fought to keep Georgia public schools open in the face of political opposition to desegregation. Elected to Congress in 1964, he was one of two deep-South congressmen who voted in favor of the 1965 Voting Rights Act. In 1967 he co-founded the Georgia Conservancy. For the next 25 years he was Georgia‟s leading environmentalist. This thesis explores Mackay‟s life from 1919-1950 and the significance of his parents, his experiences at Emory University, World War II, his legal challenge to the county unit system, and his role in writing Who Runs Georgia? INTRODUCTION The torpedo from German U-boat U-371 slammed into the stern of the USS MENGES shortly after midnight on May 3, 1944 off the coast of Algiers in the Mediterranean Sea. The blast killed 31 men on the MENGES and wounded 23 others. It also irrevocably altered James A. Mackay‟s life. Lieutenant (j g) Mackay was the damage control officer on the MENGES. He saved the ship from sinking and avoided a major fire that would have erupted in further explosions from the ammunition on board. He was awarded the Bronze Star for his distinguished efforts that night. Years later, Mackay would recall that day and his reaction to

Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House).

    More Than Mrs Robinson: Citizenship Schools in Lowcountry South Carolina and Savannah, Georgia, 1957-1970 (A Dissertation submitted in requirement for the Degree of Doctor in Philosophy, The University of Nottingham, October 2009) Clare Russell 1 Abstract The first ―citizenship school‖ (a literacy class that taught adults to read and write in order that they could register to vote) was established by Highlander Folk School of Monteagle, Tennessee on Johns Island, South Carolina in 1957. Within three years, the schools were extended across the neighboring Sea Islands, to mainland Charleston and to Savannah, Georgia. In 1961, after Highlander faced legal challenges to its future, it transferred the schools to the fledgling Southern Christian Leadership Conference (SCLC), who extended the program across the South. Historians have made far-reaching claims for the successes and benefits of the schools. For example, they claim that they recruited inexperienced but committed people and raised them to the status of community leaders; that they encouraged civic cooperation and political activism and formed the ―foundation on which the civil rights movement‖ was built and they argue that the schools were an unprecedented opportunity for women to develop as activists and as leaders. Yet, they base these claims on certain myths about the schools: that the first teacher Bernice Robinson was an inexperienced and uneducated teacher, that her class was a blueprint for similar ones and that Highlander bequeathed its educational philosophy to the SCLC program. They make claims about female participation without analyzing the gender composition of classes. This dissertation challenges these assumptions by comparing and contrasting programs established in Lowcountry South Carolina and in Savannah.

    VERLYN MOORE, JR. JAMES MACKAY: Your Program Committee asked the History Committee of the Bar to arrange a special program today for a special reason: This is the 250 th anniversary of Georgia. It is the 161 st anniversary of the founding of this county. We are having this program in conjunction with the DeKalb Historical Society, which was founded by Carl Hudgins, who departed this life on October 15. Carl, many of you did not know because he has been ill the last two years, but he was admitted to the practice of law in 1915 and was still at it in 1980. And I don’t know anybody that has passed him, but one of our debts to this splendid man was that he founded the Historical Society, and the Bar and the Historical Society do all sorts of things together. Fay Hill [spelling?], the president of the Historical Society could not be with us today. Whit Smith here and Pat Davis are vice presidents of the Bar—I mean, of the Historical Society. Rick Shinall is in charge of the videotape history project. And I would like to give a round of applause to Howard Worthy, who recognized that this was a program worth videotaping and preserving in the archives of this county. Howard, will you stand up, since we’re not paying you, and let us applaud you?     Women in Congress, 1917-2020: Service Dates and Committee Assignments by Member, and Lists by State and Congress Updated December 4, 2020 Congressional Research Service https://crsreports.congress.gov RL30261 Women in Congress, 1917-2020 Summary In total 366 women have been elected or appointed to Congress, 247 Democrats and 119 Republicans. These figures include six nonvoting Delegates, one each from Guam, Hawaii, the District of Columbia, and American Samoa, and two from the U.S. Virgin Islands, as well as one Resident Commissioner from Puerto Rico. Of these 366 women, there have been 309 (211 Democrats, 98 Republicans) women elected only to the House of Representatives; 41 (25 Democrats, 16 Republicans) women elected or appointed only to the Senate; and 16 (11 Democrats, 5 Republicans) women who have served in both houses. A record 131 women were initially sworn in for the 116th Congress. One female House Member has since resigned, one female Senator was sworn in January 2020, and another female Senator was appointed in 2019 to a temporary term that ended in December 2020. Of 130 women currently in Congress, there are 25 in the Senate (17 Democrats and 8 Republicans); 101 Representatives in the House (88 Democrats and 13 Republicans); and 4 women in the House (2 Democrats and 2 Republicans) who serve as Delegates or Resident Commissioner, representing the District of Columbia, American Samoa, the U.S. Virgin Islands, and Puerto Rico. This report includes brief biographical information, committee assignments, dates of service, district information, and listings by Congress and state, and (for Representatives) congressional districts of the 366 women who have been elected or appointed to Congress.
