Submission to the Local Government Boundaries Commission by the Bishopston, Cotham and Redland Neighbourhood Partnership 15 February 2015 Nick Clark (Chair) Neighbourhood Partnership status This submission on the proposed City of Bristol ward boundary changes is made by the Bishopston, Cotham and Redland Neighbourhood Partnership. We are one of 14 Neighbourhood Partnerships within the City of Bristol, and cover the three current electoral wards of Bishopston, Cotham and Redland. The membership of the Partnership includes all Bristol City Councillors from these wards as well as representatives of local community groups and advocates for local topics of concern. This submission is made independently from that of any political party. As part of the devolution of local authority powers to a local level, we have responsibility for a small devolved budget from Bristol City Council but also for decisions on matters such as minor road schemes, management of parks and street scene, including local services, amenities, appearance and accessibility. We were not made aware of the current boundary consultation until shortly before the initial submission deadline. We have also not been given access to computer software to allow us to measure the effects of different boundary choices on electoral representation. We wish more had been done at an earlier stage to involve Neighbourhood Partnerships in providing their contributions to the current boundary changes. We therefore make the following submission, in reaction to the new boundary proposals, primarily on matters of principle. -

It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas1, 2. The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion3. The Council has a duty to review and assess air quality within its district under the Part IV of the Environment Act 1995 and this Annual Status Report has been prepared to fulfil this requirement. Air pollutants can arise from a variety of sources, including transport and industry. Pollutant levels are assessed against health-based national air quality objectives. Where the objectives are not met, Air Quality Management Areas (AQMAs) must be declared and an Action Plan put in place to improve the air quality in these areas. -

Bristol & Gloucestershire Archaeological Society 122 (2004), 153–9 Feuding Gentry and an Affray on College Green, Bristol, in 1579 By JOSEPH BETTEY During the 1570s two wealthy, landed gentlemen engaged in a struggle for primacy in Bristol. They were Hugh Smyth, who possessed Ashton Court together with widespread estates in Somerset and south Gloucestershire, and John Young, owner of properties in Somerset, Wiltshire and Dorset. Their rivalry was to involve several other gentry families in the district, and culminated in a violent confrontation between their armed retainers on College Green in March 1579. The subsequent inquiry into the incident in the Court of Star Chamber provides much detail about the parties involved, as well as evidence about the status and use of College Green, and about the ancient chapel of St. Jordan and the open-air pulpit which stood on the Green. Although it was in existence for several centuries and was a focus of devotion in Bristol, little documentary evidence survives concerning St. Jordan and his chapel. The following account provides information about the chapel during the 16th century. Hugh Smyth’s wealth, his estates on the southern edge of Bristol, and his family connection with the city gave him a powerful claim to prominence. His father, John Smyth, had made a large fortune by trade through the port of Bristol and had invested his wealth in property in the city and the surrounding region, including the purchase of the Ashton Court estate in 1545.
