Halifax Regional Municipality Traffic Control Manual Supplement HALIFAX REGIONAL MUNICIPALITY APPENDIX A TRAFFIC CONTROL MANUAL SUPPLEMENT JANUARY 2012 HALIFAX REGIONAL MUNICIPALITY TRAFFIC CONTROL MANUAL SUPPLEMENT HALIFAX REGIONAL MUNICIPALITY TRAFFIC CONTROL MANUAL SUPPLEMENT The following provisions shall apply to all contractors/organizations and others doing work on streets within the “core area” of the Halifax Regional Municipality. These provisions are in addition to the “Temporary Workplace Traffic Control Manual”, latest revision put out by the Nova Scotia Department of Transportation & Infrastructure Renewal. 1 PERMITS With the exception of emergency situations, no work may commence on any street within the “core area” of the Halifax Regional Municipality without first obtaining a “Streets and Services” permit. This permit is required for any on-street construction/maintenance activity including temporary sidewalk and street closures, placing a crane on the street, sidewalk renewals, underground service connections, etc. Permits must be applied for well in advance (a minimum of five working days notice is required). 2 RESTRICTED HOURS OF WORK No construction or maintenance activity or equipment shall be allowed to encroach on designated roadways during peak hours except in an emergency or with the approval of the Right of Way Engineer or his designate. - Peak hour traffic shall be defined as being from 7:00 a.m. to 9:00 a.m. and from 4:00 p.m. to 6:00 p.m. from Monday to Friday, Holidays excluded and from 2:00 p.m. to 6:00 p.m. on the day in advance of the July 1 long weekend (if applicable) and the Natal Day and Labour Day long weekend. - Roadways designated as restricted are identified in Schedule “R” (attached). 3 STREET CLOSURES The Right of Way Engineer must approve all street closures and detours and it is therefore necessary that a minimum of one week’s notice be given for any street closing proposal. Major roadways and some local streets may require signed detours around the work site. The public must be advised of major street closures and detours a minimum of 24 hours in advance through local newspapers and radio stations. All costs related to signing, barricading and advertising street closures or sidewalk closures and detours will be borne by the contractor/owner. 4 SIDEWALK CLOSURES The Right of Way Engineer must approve all sidewalk closures. Where pedestrians cannot be safely directed to use another sidewalk, the contractor may be required to provide a temporary “sidewalk area” for pedestrian use. A good walking surface must be provided. Asphalt or crushed gravel is acceptable for this purpose. The contractor must also ensure that all necessary signing, barricading and lighting is provided to accommodate pedestrians. 5 PRECONSTRUCTION MEETINGS Where a planned project may disrupt or affect transit routes, utility operations, underground services or traffic flow in a major way, it will be necessary to have a preconstruction meeting to discuss the scope of work. Stakeholders invited to attend may include: owner/developer, contractor(s), inspector(s), Transit, Utilities, Traffic Services, Solid Waste Resources, etc. 6 BYLAWS AND ORDINANCES It is the responsibility of every contractor, owner or organization doing work in the Region to be familiar with Provincial laws and with the Ordinances/Bylaws and Regulations of the Halifax Regional Municipality.     GRITTY TO PRETTY PLACEMAKING PROGRAM OPEN GRANT 2020 Eligibility, Criteria, and Application Form Gritty to Pretty consists of three grants, which include the Mural Grant, the Façade Lighting Grant, and the Open Grant. These projects contribute to Downtown Halifax Business Commission’s (DHBC’s) strategic placemaking goals. The Open Grant offers support towards the costs involved to beautify Downtown Halifax and provide aesthetic, artistic, and/or interactive benefits, which enhance the pedestrian experience to the area for its visitors, the businesses, and the community. The Open Grant is an initiative that supports quick-win, transformative projects through: activation of leftover and/or underutilized spaces; streetscape improvements; and/or art and placemaking efforts. Since part of the intent of the program is to add colour to the Downtown and enhance the pedestrian experience, priority will be given to proposals that are playful, fun, and take into consideration the element of surprise and unexpectedness in an urban environment. RECOMMENDATION Should 5500 Inglis Street, Halifax score 50 or more points on evaluation as a heritage property under the HRM Heritage Property Program, the Heritage Advisory Committee recommends that Regional Council: 1. Set a date for a heritage hearing to consider the inclusion of the subject property in the Registry of Heritage Property for the Halifax Regional Municipality; and 2. Approve the request to include 5500 Inglis Street, Halifax in the Registry of Heritage Property for the Halifax Regional Municipality, as shown on Map 1, as a municipal heritage property under the Heritage Property Act. The subject property is located on the south side of Inglis Street, on the block bounded by South Bland Street to the east and Brussels Street to the west (Map 1) and contains a two-storey building that was constructed in 1823 and designed in the Georgian architectural style.
