UPLAND is pleased to submit our response to the Request for Proposals for a site design for a Dog Park to be located at 28 Jarvis Road in Yarmouth. Our proposal demonstrates how we can provide the town staff, Steering Committee members, volunteers and residents with an attractive, practical and inspiring park design that will respond to the natural features of the site and allow for possible phased implementation.

Our team has the right skills, expertise, relationships, passion and understanding to ensure that the Yarmouth Dog Park design exceeds the expectations of the Steering Committee. Over the past decade, UPLAND’s partners have worked on a number of high-profi le and award-winning parks, trails and open space plans in Atlantic Canada. Our studies, design plans, illustrations and plan documents frequently receive accolades for their outstanding visual quality. With two landscape architects on staff and one of Nova Scotia’s most experienced Civil Engineers on team, we are excited to offer conceptual and detailed design services, construction and tender documentation and cost estimating.

Oliver Bence, who has worked on site improvements at the nearby Yarmouth Regional Hospital, will project manage the design. He also has extensive cost estimating experience for landscape architecture projects including for the Indian Beach Restoration project in Cape Breton which was awarded $700,000 of funding last week. Perhaps more importantly, we have the corporate experience and track record to deliver innovative and engaging designs on time and on budget.

1.1 Our Approach Our methodology illustrates how we can create a site design that will ultimately provide residents and users with a captivating park. Responding to our understanding of the project, our objective is... To design a useful and attractive public park that will be enjoyed by dogs and their owners, and also by local residents of all ages and abilities.

The following adjectives describe our approach to this project in greater detail:

1. On Site Our design philosophy is centred on celebrating the unique gift of place. In order to achieve this, our team will spend time considerable time on-site to better understand its unique features and challenges. This approach will allow us to develop a context-sensitive park design that respect the local qualities and sense of place.

2. Collaborative In all our work, we strive to maintain a collaborative working relationship with our clients so that they are familiar with the process and enthusiastic about the outcomes. We will work closely with the Steering Committee to ensure that its members who will ultimately be tasked with administering the implementation, are comfortable and knowledgeable about all aspects of the park design. As consultants, a collaborative working relationship also allows us to benefi t from the extensive local expertise and knowledge of our clients. We have allowed for two in-person meetings and one conference call meeting with the Committee for review, feedback and sign-off on individual project phases.

We will utilize sound research principles and powerful site design technology to better understand the natural features of the site. This research will be used to support and inform the visual language of fi nal design drawings. Furthermore, through the application of industry-standard software such as ArcGIS, AutoCAD, Adobe Creative Suite and Trimble Sketchup we will be able to prepare highly legible and attractive depictions of the park’s proposed new features.

4. Accessible and Visually Attractive UPLAND takes pride in presenting its plans with well-illustrated content and plain language writing. Our rendered plans, 3D models, perspective renderings and plan graphics are attractive and easy to understand by the public, volunteers and contractors. Our plans have consistently received accolades for the visual quality of their images and layout. For this project we aim to produce both standard technical AutoCAD drawings for contractors as well as color renderings for visually communicating the design to the general public.

5. Practical There are many expensive, out-of-the-catalog features that could be included in a park like this. However, we pride ourselves on smart design solutions that are attractive, practical and cost-appropriate. We believe spending more time and energy on the initial design will save future headaches and potential cost overruns.

2.1 Work Plan We view this project as a collaborative effort between the Committee and our design team. Therefore, we have allowed for three meetings with the Committee - two in person and one conference call. From a design perspective, we pride ourselves on providing innovative design solutions that celebrate the unique sense of place. Our solutions aim to balance being captivating and exciting while also pragmatic and implementable.

The following matrix briefl y describes our proposed work plan which captures our team’s approach as well as the Committee’s objectives for the dog park site design.

UPLAND’s core team have worked on many master planning, detailed landscape architectural and destination projects in Atlantic Canada. We are currently preparing the masterplan for The Fundy Gateway Project in Truro, two active transportation plans for rural municipalities in Nova Scotia and a Trail Connectivity Project for the Southeast Regional Service District of New Brunswick. Over the past decade, our staff have also played key roles in prominent studies such as the award-winning, O’Brien Farm Historic Sites Master Plan, Dartmouth Common Master Plan, Port-aux-Basques Downtown Design Study and the Victoria Park Master Plan in Truro. We also continue to work closely with Bicycle Nova Scotia on the fi rst set of bike brochures for Nova Scotia for which we developed both written and graphic content highlighting tourism destinations across the province. The brochures have been a “bestseller” at provincial tourism visitor centers.

Perhaps more importantly we have signifi cant experience working in small communities across Atlantic Canada and have prepared award-winning plans that have resulted in realistic and attainable implementation strategies that recognize the constraints of smaller municipalities.

Oliver Bence Oliver is a Landscape Architect with 12 years experience working for boutique APALA, CSLA, CMLI practices and international companies in Canada, the UK and the US. He Landscape Architect specializes in working with multi-disciplinary design teams on small to large scale projects, taking them from concept to detailed design, through planning and permit approval to construction. Oliver has a broad project experience across educational, healthcare, highways, industrial, recreation and residential sectors where he has managed projects and project teams, worked on LEED projects and built good relationships with clients, consultants and contractors.

He enjoys contemporary design but above all wants to create sustainable, long lasting places for people to use and enjoy. His recent project highlights in Nova Scotia include Mount Royale Park in Halifax, the LEED Gold LCLC (Lunenburg County Lifestyles Centre) in Bridgewater, the LEED Gold LeMarchant Mixed Use Building at Dalhousie University and, the roof terrace at The Roy building currently under construction in downtown Halifax.

Before becoming a landscape Architect, Oliver had a successful career in the UK music industry where he helped various bands have number one records.

Role: Oliver will act as project manager and lead designer on the landscape architectural aspects of the project and will also be responsible for the cost estimating.

Dog Park Design Our Team Town of Yarmouth Page 10 Bruce Mans As an urban designer with an education in planning and a passion for landscape MCIP, LPP architecture, Bruce offers the unique ability to lead projects through the entire Planner / Urban Designer planning process, from high level policy development, conceptual design, Partner community engagement, project management, right through to detailed design and implementation. As a result, he understands the importance of communicating design and ensuring ideas are feasible and can be implemented. In all his work, Bruce strives to enhance the interface between landscape and architecture by creating places that are both compelling and appropriate within each individual place.

Bruce has applied this philosophy to a variety of projects in Atlantic Canada, including municipal plan reviews, downtown revitalization plans, waterfront design concepts, urban developments, active transportation plans, park master plans, and other planning studies. Several projects that he has worked on have been recognized with planning and design awards, including a national award in Neighbourhood Planning from the Canadian Institute of Planning and awards from the Canadian Society of Landscape Architects and the Atlantic Planners Institute.

Bruce has been involved in many landscape design projects throughout Atlantic Canada. He is currently leading landscape design efforts on a new streetscape design for Water Street in downtown St. John’s, Newfoundland, has led the Central Park Open Space Design in the Town of Trinity, Newfoundland, the Paradise Park Design in the Town of Paradise, Newfoundland, the Canal Greenway Park and Plaza Design in Dartmouth, the Victoria Park Master Plan in Truro and the O’Brien Farm Master Plan in St. John’s, Newfoundland. Bruce also worked with the Annapolis Trail Coalition on the new Harvest Moon Trail and has led a number of active transportation plans in Nova Scotia.

Role: Bruce will contribute his outstanding graphic design expertise and landscape design knowledge to the project and will lead all signage design components of the project.

Pinhey Jeff is a Senior Civil/Environmental Engineer and Project Manager with 30 years M.A.Sc., P.Eng. of experience in project management and design. He applies his experience in environmental engineering and planning, municipal engineering, research and development, geotechnical and materials engineering, urban and landscape design, and project management in working to support good urban design. He has provided engineering support roles for numerous urban design, waterfront,and streetscape projects, several of which have won International and National Awards.

Jeff lectures to planning students at Dalhousie University about the relationships between engineering infrastructure and urban form. He has been made an Honourary Member of the Atlantic Provinces Association of Landscape Architects. He is a past founding member of the HRM By Design Downtown Design Review Committee.

Role: Jeffrey will develop the civil and stormwater concept for the site.

ABLE Engineering Services Inc. is a 100% Nova Scotian owned consulting group headquartered in Chester, with offi ces in the Town of Bridgewater, and in Upper Tantallon, Halifax Regional Municipalities.

ABLE currently numbers 24 employees, including 5 Professional Engineers (three with more than 25 years experience), 2 Nova Scotia Land Surveyors, 3 engineers in training, 9 technicians and technologists, and other admin and technical support staff. We offer services in Civil Engineering (Municipal, Stormwater management, Transportation, Grading Design, Small Scale Sewage Treatment), Structural Civil Engineering (buildings of all classes, retrofi ts, new designs, assessments), Electrical Engineering (building, lighting, industrial), Land Surveying, and Environmental Engineering (sewage, erosion and sediment control design, and servicing studies).

5.1 Innovative Ideas Dog Park Research - Oliver Bence lives near a new dog park in Lunenburg. He will analyse the park itself and interview the users and dog park society about the park’s features, their use and what has been successful and what could be improved. Lessons learned would be then incorporated into the design for this project.

RTF Sod - In light of the very dry summer, it will be worth considering using RTF (Rhizomatous Tall Fescue) Sod for all new lawn areas. RTF thrives with less water than the regular fescue / Kentucky bluegrass lawns due to it’s deep root system.

Rainbarrel dog drinking fountains - Again, in light of the dry summer and global warming, harvesting rainwater for dog drinking fountains might be a good option.

5.2 Relevant Projects As discussed, our team members have considerable experience in delivering landscape design, trail projects and parks plans. Following is a list of past, relevant and similar projects in which our team members have been involved and their full CVs.

Dog Park Design Our Team Town of Yarmouth Page 14 Mount Royale Park Involved Oliver was project landscape architect for this project whilst at Vollick McKee Petersmann. The existing site was an informal open green space with drainage issues on which HRM wanted a mixed use park . The design featured new walking trails that connected the park to the surrounding area and to the Halifax municipal trails network, open green space, playground area and equipment, seating / meeting areas, soft planting for shelter from sun and wind and extensive swales and drainage work to handle the run off issues on the site. Project challenges included producing a design featuring all required elements that fi tted within a very limited budget. Construction 2015.

Team Members Lunenburg County Lifestyle Centre Involved

Oliver was project landscape architect for this project whilst at Vollick McKee Petersmann. This $26m, LEED Gold, recreation centre houses a new hockey arena and swimming pool. The site includes new walking trails to connect to the existing Centennial Trail, $250,000 of new planting to blend the new building into the existing surrounding woodland, extensive swales, seating areas and three car parks. Project challenges designing on site to incorporate the pyritic slate bedrock unearthed during construction whilst keeping to the design intent and environmental guidelines. Construction 2013.

Team Members Abigail Residential Development Involved

Oliver is currently designing buildings 4 & 5 . He was also project landscape architect for buildings 1 to 3 whilst at Vollick McKee Petersmann. He designed the hard and soft landscape of this condo development in Bedford. Landscape features included walking trails (part of Halifax municipal trails network) and large green roofs. Design challenges included ’greening’ areas beside the walking trails which were dominated by newly exposed bedrock. Buildings 4 & 5 construction 2016. Buildings 1 to 3 construction 2012 - 2014.

Prior Work Dog Park Design Page 15 Town of Yarmouth Team Members Water Street Master Plan Involved UPLAND is working as lead urban designers on a new streetscaping plan for Water Street for the City of St. John’s. UPLAND is leading the urban design and consultation for the project, while CBCL is managing the project and leading civil engineering. For this project, our team worked with the City to generate an unprecedented amount of public feedback, actively engaging several thousand residents and stakeholders. This success was attributed to our multi-faceted strategy and in-situ approach to public engagement, which has garnered positive media attention via the Overcast (http://tinyurl.com/theovercast) and PolicyNL (http://tinyurl.com/policynl).

Team Members O’Brien Farm Master Plan Involved

O’Brien Farm is a 30.9-acre property located near St. John’s which was operated by the O’Brien family for 190 years until the family’s last descendant, Aloysius O’Brien, passed away in 2008. The O’Brien Farm Foundation and the Newfoundland and Labrador Historic Sites Division engaged CBCL Limited (which then included UPLAND’s founding partners) to develop a Master Plan for O’Brien Farm with the objectives to establish the farm as a ‘hands-on, working farm’ where locals and visitors can learn about sustainable agriculture and the history of Irish settlement of Newfoundland. The site development concept provided a plan that identifi ed areas for a variety of services and activities, including areas for interpretation, community gardening and active farming.

Team Members Trinity Central Park Concept Involved

Following completion of a review of their Municipal Plan in 2012, the Town of Trinity engaged CBCL Limited with Bruce Mans as lead designer to develop a concept plan for the Town Centre Park in the heart of this historic community. The park planning process included analysis of existing site conditions and community needs, as well as considerations related to how the park design could be used to alleviate stormwater issues in this area. The concepts developed are appropriate to the historic context and the fi nancial resources of the community.

The O’Brien Farm Foundation and the Newfoundland and Labrador Historic Sites Division engaged CBCL Limited (a team that consisted of UPLAND’s Steffen Käubler, Bruce Mans and Mary Bishop) to develop a Master Plan for O’Brien Farm with the objectives to establish the farm as a ‘hands-on, working farm’ where locals and visitors can learn about sustainable agriculture and Irish settlement of Newfoundland. The fi nal report of the Master Plan includes three key components; an analysis of existing conditions; a physical site development concept; and a detailed marketing business strategy.

The site development concept provided a plan that identifi ed areas for a variety of potential services and activities, including areas for interpretation, community gardening and active farming. Interpretive areas focus on historical programming and value the preservation, protection, promotion of cultural and agricultural heritage. Logistical matters such as access, physical connections, visitor circulation and parking protocol were also addressed in the concept. The business strategy included an array of practical information pertaining to the development and on-going operations of O’Brien Farm, including fi nancial projections, management organization recommendations, and a timeline outlining steps for implementation.

Project Overview The Victoria Park Master Plan offers a strategic, proactive and long-term approach to park management for the 125-year heritage park. The Plan includes a land use management plan to determine what activities are appropriate within the Park and where, a comprehensive resource management plan to preserve and protect its ecological integrity, and a park development plan which includes a handful of design concepts to optimize use and improve aesthetics in certain areas of the Park. The comprehensive Master Plan is seen as essential to ensure that Victoria Park remains a vital and much- appreciated asset for the people of Truro.

I am writing this letter as a reference for UPLAND, Urban Planning and Design Studio. I worked closely with UPLAND for a recent project in St. John’s. When the City announced that it would need to replace underground water and sewer beneath Water Street – a major hub in the downtown - it was clear that we would need to take a look at what the street would look like when it was replaced. The City’s Engineering Department enlisted CBCL as the consultants who then subcontracted UPLAND for the streetscape component of the work. This was a high profile project with many stakeholder groups and public perspectives.

As the City’s lead on the public engagement file, I worked closely with Bruce Mans and his team from UPLAND on the development and implementation of the public engagement strategy for the project between July and Sept, 2015. UPLAND came to the project with a lot of great ideas and worked with us to ensure that the engagement process was inclusive, accessible, timely and effective. They were particularly intuitive and understood the various information needs of the many stakeholders involved in the project. The UPLAND team was personable and approachable which made it very easy for members of the general public as well as the various targeted stakeholder groups to engage with them.

Working with City staff we were able to create online space with content provided by UPLAND at engagestjohns.ca as well as visuals for in-person events. Through effective promotional strategies, participation in the project was very high with more than 5000 people visiting the online page and hundreds more participating in person.

Throughout the development and implementation of the public engagement plan it was clear that UPLAND was invested in the success of the project. I feel they went above and beyond to make themselves available to City staff and the public. As the engagement process came to a close, they were particularly attentive to the City’s needs around the “what we heard” document and developed a comprehensive and easily understandable piece that truly reflected what was heard through the consultation process.

Working with UPLAND allowed the city to carry out an effective public engagement process for this project. They understood and executed their work tremendously well and I would welcome the opportunity to work with them on future projects.

As an urban designer with an education in planning and a Dalhousie University 2009-2011 passion for landscape architecture, Bruce offers the unique Masters in Urban Planning ability to lead design projects through the entire planning Halifax, Nova Scotia process; from high level policy development, conceptual design, community engagement, project management, right through to University of the Fraser Valley 2003-2007 detailed design and implementation. Jeff is a Senior Civil/Environmental Engineer and Project Manager with 30 years of experience in project management and design. He applies his experience in environmental engineering and planning, municipal engineering, research and development, geotechnical and materials engineering, urban and landscape design, and project management in working to support good urban design. He has provided engineering support roles for numerous urban design, waterfront,and streetscape projects, several of which have won International and National Awards.

Jeff lectures to planning students at Dalhousie University about the relationships between engineering infrastructure and urban form. He has been made an Honourary Member of the Atlantic Provinces Association of Landscape Architects. He is a past founding member of the HRM By Design Downtown Design Review Committee.

Lyndon Comeau, Engineer in Training

Lyndon graduated from the University of New Brunswick with a degree in Civil Engineering in 2015. He is beginning his career in consulting engineering with ABLE in Southwest Nova Scotia, where he is from.

Prior to and during school he worked as a carpenter and acquired significant experience placing and erecting concrete foundations on commercial jobsites in Newfoundland and Nova Scotia. He can work in French or English.
