HABIBIE (1998-1999): KEBIJAKAN POLITIK DALAM NEGERI Oleh: Alberto Ferry Firnandus Universitas Sanata Dharma 2015 Makalah ini bertujuan untuk mendeskripsikan: (1) proses peralihan kepala pemerintahan dari Soeharto ke B.J. Habibie; (2) kebijakan dalam negeri pemerintahan B.J. Habibie; (3) akhir dari pemerintahan B.J. Habibie. Metode yang digunakan penulisan sejarah dengan langkah-langkah heuristik, verifikasi, interpretasi, dan historiografi. Pendekatan yang dipakai adalah pendekatan sosial-politik. Cara penulisannya bersifat deskriptif analitis. Hasil penulisan ini menunjukkan bahwa: (1) krisis ekonomi tahun 1997 dan dugaan KKN serta tuntutan reformasi membuat Presiden Soeharto lengser dari jabatannya sebagai Presiden, dengan demikian Wakil Presiden B.J. Habibie menjadi Presiden menggantikan Soeharto; (2) Presiden B.J. Habibie membentuk Kabinet Reformasi Pembangunan, Kebijakan politik yang diambil yaitu, pembebasan tahanan politik pada masa Orde Baru, kebebasan pers, pembentukan parpol dan percepatan pemilu, penyelesaiaan masalah Timor Timur, dan pengusutan kekayaan Soeharto dan kroni-kroninya; (3) penolakan pertanggungjawaban Presiden B.J. Habibie serta terpilihnya Abdurrahman Wahid dan Megawati sebagai Presiden dan Wakil Presiden Republik Indonesia periode 1999-2004 menandai berakhirnya pemerintahan Presiden B.J. HABIBIE (1998-1999): DOMESTIC POLITICAL POLICY By: Alberto Ferry Firnandus Sanata Dharma University 2015 This paper aims to describe: (1) the process of transition from Head of the Indonesian Government Soeharto to BJ Habibie; (2) The domestic policies of BJ Habibie; (3) the end of the reign B.J. Habibie. The method used includes heuristic measures , verification , interpretation , and historiography . The approach used is a socio - political approach . The way of writing is descriptive analytical method. In addition, any quotation or extract must include full attribution. 1 Abstract Classic Indonesian exploitation films (originally produced, distributed, and exhibited in the New Order’s Indonesia from 1979 to 1995) are commonly negligible in both national and transnational cinema contexts, in the discourses of film criticism, journalism, and studies. Nonetheless, in the 2000s, there has been a global interest in re-circulating and consuming this kind of films. The films are internationally considered as “cult movies” and celebrated by global fans. This thesis will focus on the cultural traffic of the films, from late 1970s to early 2010s, from Indonesia to other countries. By analyzing the global flows of the films I will argue that despite the marginal status of the films, classic Indonesian exploitation films become the center of a taste battle among a variety of interest groups and agencies. The process will include challenging the official history of Indonesian cinema by investigating the framework of cultural traffic as well as politics of taste, and highlighting the significance of exploitation and B-films, paving the way into some findings that recommend accommodating the movies in serious discourses on cinema, nationally and globally.

    Indonesi2 Page 1 of 5 Recent Reports Support HRW About HRW Site Map July 1995 Vol. 7, No. 9 INDONESIA PRESS CLOSURES IN INDONESIA ONE YEAR LATER Today marks the first anniversary of the Indonesian government's ban on three popular Indonesian news publications: the weekly magazines, Tempo and Editor, and the tabloid newspaper, Detik. The ban reversed a trend toward greater openness in Indonesia. It was followed by harassment, including arrests, of independent journalists, attempts to prevent discussions of social and political issues from taking place in the media or in seminars; and gag orders, detention proceedings, and other punitive measures against well-known critics or political opponents of the government. The ban on the three publications, apparently triggered by a Tempo article critical of Soeharto favorite B.J. Habibie, minister of research and technology, also caused unprecedented public outrage and street demonstrations in Jakarta and other cities. It led to the formation in August 1994 of the Alliance of Independent Journalists (AJI, in its Indonesian acronym), a direct challenge to the government-sponsored Association of Indonesian Journalists (Persatuan Wartawan Indonesia or PWI). On Friday, June 16, 1995, the trial of three AJI members opened in Central Jakarta District Court. They are charged, among other things, with spreading hatred toward the government for publishing a bulletin of lively and critical political commentary. Human Rights Watch calls on the Indonesian government to release all those detained for peaceful expression of their opinion; to end the use of the "spreading hatred" clauses of the Indonesian Criminal Code and work towards their elimination from the code; and to show the kind of tolerance for differing views that Indonesian officials up to and including President Soeharto have said is the hallmark of a mature state.

    LEGAL REGULATIONS FOR THE GENERAL ELECTION SYSTEM IN INDONESIA FROM THE 1955 ELECTION TO THE CONCURRENT ELECTION OF 2019 Mahesa Rannie1 Abstract: Indonesia has held general elections many times from 1955 to 2019. The arrangement of the electoral system in Indonesia always changes from time to time in each election administration. In the process of changing the laws and the regulations for every election, there has always been legal political dynamics. After the 2014 elections, there have been changes regarding the conduct of elections in Indonesia. The Constitutional Court (MK) granted the petition for a judicial review of Law Number 42 of 2008 concerning the Election of President and Vice President in 2014, so that the implementation of elections in Indonesia entered a new phase in 2019 and beyond. In 2019, for the first time Indonesia held simultaneous elections. The methodology used in this study is normative. The approaches used in this study are the historical approach, the statute approach, the legal analysis approach, and the conceptual approach. Legal arrangements regarding the conduct of elections always change, starting from the highest level of legislative regulations to the lowest (from the laws to the General Election Commission regulations, presidential decrees, ministerial regulations, or other regulations). The changes in the regulations regarding the implementation of elections in Indonesia have been present since the time of the 1955 elections until the 2019 elections. Since the implementation of the 1955 elections, Indonesia has always practiced a proportional electoral system, the electoral system that is considered suitable to be applied in Indonesia. This proportional electoral system is practiced with various modifications (both the open proportional electoral system and the closed proportional system).

    Indonesia's Accountability Trap: Party Cartels and Presidential Power after Democratic Transition Dan Slater1 Idolization and "Immediate Help!": Campaigning as if Voters Mattered On July 14, 2004, just nine days after Indonesia's first-ever direct presidential election, a massive inferno ripped through the impoverished, gang-infested district of Tanah Abang in central Jakarta. Hundreds of dwellings were destroyed and over a thousand Jakartans were rendered homeless. While such catastrophes are nothing unusual in the nation's chaotic capital, the political responses suggested that some interesting changes are afoot in Indonesia's fledgling electoral democracy. The next day, presidential frontrunner Susilo Bambang Yudhoyono (SBY) took a break from watching his burgeoning vote totals at the five-star Borobodur Hotel to visit Tanah Abang's fire victims. Since he had just clinched pole position in Indonesia's run-off presidential election in late September, SBY's public appearance made fantastic copy. The handsome former general comforted distraught families, then crept, head and shoulders protruding through the sunroof of his campaign minivan, through a swarm of star-struck locals. Never mind the knock-off reality-television program screening for talent just a few miles away at the swanky Semanggi shopping complex; here, in one of Jakarta's least swanky settings, appeared to be the true Indonesian Idol. 1 This article draws on a comparative project with Marc Craighead, conversations and collaboration with whom have been invaluable in refining the theoretical arguments presented here. The struggle for freedom of the press is the symbol of press struggle like in the American Revolution. It also prevails for Indonesian press with its major figures. They were successful to insert the freedom of the press in some articles of the 1945 Constitution. After the independence, however, Indonesian press did not get the freedom instantly. In the New Order Era, the press was under the control of the government of President Suharto through the hand of Information Minister Harmoko during his three periods of ministerial office. Finally, Harmoko, a former journalist, occupied the position of Chairman of MPR RI (People’s Consultative Assembly of Republic of Indonesia). Harmoko’s communication skill to control the Indonesian press were carried out through some measures, i.e. the establishment of Indonesian Journalists’ Association (PWI), the control of Indonesian Press Board and The Indonesian News Publishers’ Association (SPS) as well as the appointment of chief editors as the Golkar party officials. Harmoko also adopted the Press Law Number 21 of 1982 and issued Press Publication Permit (SIUPP). The study applies qualitative research constructivist paradigm. It occurs in the past because it uses historical approach and public relations theories, mass media/press communication, sociological communication, psychological communication and political communication.

Partai Golkar merupakan partai dengan jumlah kader yang besar dan tersebar di beberapa daerah di Indonesia, hal tersebut dikarenakan tidak luputnyaperjalanan yang panjang yang telah dialami oleh partai ini. Pada saat berdirinya partai ini di tahun 1964, Partai Golkar pada saat itu bukanlah organisasi yang berbentuk partai melainkan Sekber (sekertariat bersama). Sekber Golkar resmi terbentuk pada tanggal 20 Oktober 1964 dengan menghimpun berpuluh -puluh organisasi pemuda , wanita , sarjana , buruh , tani , dan nelayan dalam Sekretariat Bersama Golongan Karya. Sekber Golkar ini merupakan wadah dari golongan fungsional/golongan karya murni yang tidak berada dibawah pengaruh politik tertentu.1 Sejak berdirinya partai Golongan Karya ini telah melakukan sembilan kali pergantian ketua umum. Pergantian ketua umum sebanyak sembilan kali tersebut terjadi dalam kurun waktu 50 tahun mulai dari tahun 1964 – 2014. Ketua umum Golkar pertama kali dijabat oleh Djuhartono (1964 – 1969) lalu digantikan Suprapto Sukowati (1969 – 1973). Lalu selanjutnya diteruskan oleh Amir 1 Sekber Golkar pada masa-masa akhir pemerintahan Presiden Soekarno, tepatnya pada tahun 1964 oleh angkatan darat untuk menandingi pengaruh partai komunis indonesia dalam kehidupan politik.     T he 7th D evelopment Cabinet: Loyal to a Fault? Michael Malley Five years ago, amid speculation that B. J. Habibie and his allies in the Association of Indonesian Muslim Intellectuals (ICMI) would gain a large number of seats in the cabinet, State Secretary Moerdiono announced that "expertise" would be Soeharto's chief criterion for choosing ministers. This year, despite the economic crisis that enveloped the country, few people even thought to suggest that Soeharto sought the most technically qualified assistants. As the outgoing cabinet's term wore to a close, the jockeying for influence among ministers and their would-be successors emphasized the most important qualification of any who would join the new cabinet: loyalty. As if to diminish any surprise at the lengths he would go to create a cabinet of loyalists, Soeharto fired his central bank chief, Soedradjad Djiwandono, in mid- February, just two weeks before the 6 ^ Development Cabinet's term expired. Together with the finance minister, Mar'ie Muhammad, Soedradjad had worked closely with the International Monetary Fund to reach the reform-for-aid agreements Soeharto signed in October 1997 and January this year. Their support for reforms that would strike directly at palace-linked business interests seems to have upset the president, and neither were expected to retain their posts in the 7 ^ Cabinet. But Soedradjad made the further mistake of opposing the introduction of a currency board system to fix the rupiah's value to that of the US dollar. The scheme's main Indonesian proponents were Fuad Bawazier, one of Mar'ie's subordinates, and Peter Gontha, the principal business adviser to Soeharto's son Bambang Trihatmodjo.

Pertama, akan dijelaskan unsur seks yang bagaimana yang terkadung dalam film Indonesia. Dilanjutkan dengan penjelasan pengertian seks sebagai “bumbu penyedap” dalam film-film Indonesia. Kemudian, akan dibahas apa saja yang mengakibatkan bisa munculnya seks dalam film Indonesia dan apa reaksi berbagai kalangan menanggapi hal tersebut. Terakhir, akan dibahas beberapa film yang mengandung unsur seks di dalamnya. 3.1. Kebangkitan Film Indonesia Seperti kita telah ketahui bahwa, film Indonesia pada dekade 60-an sangat erat kaitannya dengan politik. Persaingan antara pihak komunis dengan golongan nasionalis agama juga tercermin dalam film. Mulai tahun 1957 Partai Komunis Indonesia (PKI) melalui lembaga kebudayaannya, Lekra (Lembaga Kesenian Rakyat) dan lembaganya di bidang perfilman, Sarbufis (Sarekat Buruh Film dan Senidrama) berusaha menjadikan film sebagai alat politik mereka. Orang film dan film yang bertentangan ideologi mereka dikecam habis-habisan. Puncak keterlibatan PKI dalam dunia perfilman adalah ketika dibentuknya PAPFIAS (Panitia Aksi Pengganyangan Film Imperilais Amerika) pada tanggal 9 Mei 1964 dan AMPAI (American Motion Pictures Association Indonesia) yang mempunyai hak monopoli dalam memasukkan film Amerika dan Eropa ke Indonesia berhasil dibubarkan. Semua film Amerika dan Eropa dilarang diputar di Indonesia, digantikan film-film dari Cina dan Rusia. Akibat keadaan itu, banyak bioskop yang tutup karena orang enggan datang ke bioskop untuk menonton film yang mengandung propaganda politik.95 Keadaan film nasional cukup memprihatinkan karena selain dilarangnya peredaran film impor, para pembuat film Indonesia pun tidak bebas dalam membuat film dan sejumlah tenaga film banyak yang melarikan diri meninggalkan dunia perfilman nasional.

    The Student Movement and the Rise and Fall of Suharto By Eric Beerkens In a hospital in Jakarta, the former president of the Republic of Indonesia is fighting for his live. Suharto’s 32 year reign over the archipelago has brought development at a high cost. For most, his name is inextricably connected with corruption, collusion and nepotism. Only few will remember him as Bapak Pembangunan (the ‘father of development’, as Suharto was fondly called in his better days). Among the few bright spots in his dark history is his realisation of near universal primary education. In terms of higher education, his legacy includes the expansion of the Indonesian higher education system by establishing universities in all provinces in the vast country and by allowing private providers. But the activities in and around these institutions became under increasingly strict control of his New Order regime. Students and academics have played a major role throughout the modern history of Indonesia and especially in the Suharto Era. Many courageous men and women have given their lives in the struggle for change and freedom. First in the movement towards independence from the Dutch, later in the transition from the Old to the New Order that brought Suharto into power and ten years ago, in the Reformasi movement that ultimately led to his fall. The 1960s: Helping Suharto in the saddle Suharto’s rise to power started with the 30 September movement, an event surrounded by mysteries, even after more than 40 years. The official Indonesian version claims that the unsuccessful coup was staged by the communist party.
