Sierra Leone – Researched and compiled by the Refugee Documentation Centre of Ireland on 18 March 2010 Information as to what recent wars Sierra Leone has been involved in and when they ended. In a section titled “History” the United Kingdom Foreign & Commonwealth Office country profile for Sierra Leone states: “The SLPP ruled until 1967 when the electoral victory of the opposition APC was cut short by the country's first military coup. But the military eventually handed over to the APC and its leader Siaka Stevens in 1968. He turned the country into a one -party state in 1978. He finally retired in 1985, handing over to his deputy, General Momoh. Under popular pressure, one party rule was ended in 1991, and a new constitution providing for a return to multi-party politics was approved in August of that year. Elections were scheduled for 1992. But, by this stage, Sierra Leone's institutions had collapsed, mismanagement and corruption had ruined the economy and rising youth unemployment was a serious problem. Taking advantage of the collapse, a rebel movement, the Revolutionary United Front (RUF) emerged, with backing from a warlord, Charles Taylor, in neighbouring Liberia, and in 1991 led a rebellion against the APC government. The government was unable to cope with the insurrection, and was overthrown in a junior Officers coup in April 1992. Its leader, Capt Strasser, was however unable to defeat the RUF. ISS MONOGRAPH No 116 PERPETUATING POWER: SMALL ARMS IN POST-CONFLICT SIERRA LEONE AND LIBERIA It is estimated that between eight and ten million small arms are circulating in West Africa; the real number is probably higher. Civil war in the Mano River Basin, where resources such as diamonds, rubber, and timber create buying power for political factions of all persuasions, has sustained the international flow of weapons to the region. With United Nations missions in both Sierra Leone and Liberia and the accompanying disarmament and demobilisation in both places having come to an end, markets for small arms and light weapons in West Africa are still open for business. Disarmament, demobilisation, and reintegration processes have created their own weapons markets across borders as prices for handing over a weapon vary from country to country. State-centred solutions to illicit arms proliferation do not work when the state in question cannot fund traditional security operations. Borders are porous, and though they should be closed or better monitored, that is not a short- or medium-term option. Instead, this monograph looks at the factors behind the demand for weapons in Sierra Leone and Liberia, focusing on the buyer side of the market to determine whether proliferation can be stemmed, or at least slowed down, through more creative measures. Coor din ates: 8°3 0′N 1 1 °3 0′W Sierra Leone Sierra Leone (/siˌɛrə liˈoʊn, -ˈoʊni/, UK also /siˌɛərə-, [6] Republic of Sierra Leone ˌsɪərə-/), officially the Republic of Sierra Leone, is a country in West Africa. It is bordered by Guinea to the northeast, Liberia to the southeast and the Atlantic Ocean to the southwest. It has a tropical climate, with a diverse environment ranging from savanna to 2 rainforests. The country has a total area of 7 1,7 40 km Flag Coat of arms (27 ,699 sq mi)[7] and a population of 7 ,07 5,641 as of Motto: "Unity, Freedom, Justice" the 2015 census.[2] Sierra Leone is a constitutional republic with a directly elected president and a Anthem: High We Exalt Thee, Realm of the Free unicameral legislature. Sierra Leone has a dominant unitary central government. The country's capital and largest city is Freetown (population 1,050,301). The second most populous city is Kenema (population 200,354) located 200 miles from Freetown. Sierra Leone is made up of five administrative regions: the Northern Province, North West Province, Eastern Province, Southern Province and the Western Area. These regions are subdivided into sixteen districts, which are further divided into 190 chiefdoms.[8][9] Sierra Leone was a British colony from 1808 to 1961. Sierra Leone became independent from the United Location of Sierra Leone (dark blue) Kingdom on 27 April 1961, led by Sir Milton Margai, – in Africa (light blue & dark grey) – in the African Union (light blue) – [Legend] who became the country's first prime minister. -

Information searches for this research response were conducted using all of these spelling variations. 1. Please advise whether people of Mandingo ethnicity are targeted in Sierra Leone? The following three reports found in the sources consulted indicate that people of Mandingo ethnicity have been targeted by supporters of the All People's Congress (APC): A press statement issued by the National Secretary General of the SLPP describes the intimidation of Mandingo SLPP supporters by youth supporters of the All People's Congress. The press statement reports that on 11 February 2010 during an election campaign for a local council by-election APC supporters “raged invectives of all sorts on SLPP supporters, particularly the Fullahs and Mandingoes since the SLPP candidate named Ibrahim Jalloh is a Fullah”. The press release states that some members of the APC carried knives, machetes and bottles.1 As no other reports were found in the sources consulted regarding this incident, the veracity of the SLPP’s claims of APC harassment can therefore not be confirmed at this time. On 20 September 2007, BBC News reported that in the town of Koquima “shops belonging to members of ex-President Tejan Kabbah's ethnic Mandingo people, have been looted and razed”. These attacks followed the election of All People's Congress (APC) leader Ernest Bai Koroma as President. -

Abstract In this paper I discuss the political economy of Sierra Leone and how it should in‡uence the World Bank’sCountry Assistance Strategy (CAS). The main focus of the research is to try to understand the extent to which the perverse political incentives which drove the country into poverty and civil war between 1961 and 1991 have re-asserted themselves since the return of peace in 2002. This question is made particularly compelling by the return to power in 2007 of the All People’sCongress Party, who presided over the decline of the country. My preliminary conclusion is that while there are some obvious changes in the political environment, appeal remains in the political strategies which were so costly to the nation and some new forces which have emerged have potentially perverse consequences.
