Su experiencia en las campañas nacionales para la lucha contra el ébola y la recuperación material en el día después del mortífero brote epidémico la animó a postularse a dirigir Freetown con un ambicioso programa de transformación urbana. Este incide en la recogida y gestión de residuos, la modernización de las conducciones hídricas (crucial en una urbe en rápido crecimiento y regularmente golpeada por inundaciones) y la mejora de las condiciones sanitarias y ambientales en el más amplio sentido. La regidora, valiéndose de un estilo motivacional y proactivo, invoca la capacidad de resiliencia de las comunidades vulnerables y apela a la mentalidad innovadora de los jóvenes, a quienes desea inculcar el hábito del reciclaje. (Texto actualizado hasta octubre 2019) Biography Yvonne Aki-Sawyerr nació y escribió los primeros capítulos de su historial académico en la ciudad de la que es alcaldesa desde 2018, Freetown. Titulada en Economía por el Fourah Bay College, centro adscrito a la Universidad de Sierra Leona y uno de los colegios universitario con más solera de África, en 1988 emprendió en Europa un largo periplo laboral y formativo que le permitió adquirir un sólido perfil profesional en las áreas de auditoría corporativa, marcos reguladores, administración de proyectos y planificación estratégica. Su primera experiencia organizativa, de un año de duración, fue en las oficinas en Bruselas de la ONG de capacitación de jóvenes AIESEC, como asistente de gestión de su International Traineeship Exchange Programme (ITEP). Simultáneamente, por unos meses a finales de 1988, la joven sierraleonesa realizó un trabajo de investigación econométrica para el monopolio estatal de bebidas alcohólicas de Finlandia, Alko. En 1989 se instaló en el Reino Unido para cursar una licenciatura en Relaciones Internacionales y Políticas de la Economía Mundial en la London School of Economics and Political Science (LSE), estudios que durante un semestre compaginó con una práctica becada en el Departamento de Análisis Económico de la multinacional energética British Petroleum (BP). En 1990 fue contratada para sus despachos en Londres por la compañía de servicios profesionales Arthur Andersen. En la década que siguió, Aki-Sawyerr llegó a adquirir un experto peritaje en el control de balances financieros, la auditoría de cuentas, la verificación de cumplimientos normativos y la consultoría técnica de numerosas corporaciones y bancos del Reino Unido y otros países europeos, en ocasiones por encargo del Banco de Inglaterra. En 1993 obtuvo la certificación como auditora por el Institute of Chartered Accountants in England and Wales (ICAEW). Entre tanto, Sierra Leona, uno de los países más pobres de África, se hundía en los estragos de la guerra civil que enfrentaba al rebelde Frente Revolucionario Unido (RUF) y el Gobierno nacional de Freetown, en manos de los militares desde el golpe de Estado de 1992. Actividades profesionales y caritativas en favor del desarrollo de Sierra Leona En abril de 1999, en un momento en que parecía abrirse paso el diálogo de paz entre el Gobierno democrático del presidente Ahmad Tejan Kabbah y el RUF, guerrilla responsable de cometer masivas atrocidades contra la población civil, Aki-Sawyerr y otros activistas compatriotas pusieron en marcha el Sierra Leone War Trust for Children (SLWT), ONG caritativa dedicada a captar fondos para auxiliar a miles de niños y jóvenes víctimas de las violencias, muchos de los cuales sufrían amputaciones de miembros y habían visto asesinar a sus padres. La auditora, además, se implicó en la campaña internacional contra los diamantes de sangre, negocio criminal que permitía al RUF proseguir las hostilidades bélicas y del que eran cómplices compañías y compradores extranjeros. Esta labor humanitaria de Aki-Sawyerr, desarrollada a caballo entre Londres y una Freetown destrozada por los combates, fue pareja a una serie de actividades profesionales privadas en los ramos de la promoción inmobiliaria orientada al turismo y la construcción de infraestructuras, negocios que le reportaban unos beneficios que luego canalizaba al fondo de ayuda del SLWT. Así, en 2001 fundó el Grupo Caleb y en 2009 entró en el equipo directivo de IDEA, sociedad de inversiones en los negocios urbanísticos y hoteleros. En cuanto a la guerra civil, 11 trágicos años en los que no menos de 50.000 sierraleoneses perecieron y más de dos millones fueron arrancados de sus hogares, llegó por fin a su término en enero 2002 con la total derrota del RUF y la victoria del Gobierno, el cual habría sucumbido a los asaltos de la guerrilla de no haber sido por las intervenciones del Ejército británico, las tropas africanas de pacificación y los cascos azules de la ONU. La propagación en 2014 de la epidemia de ébola en Sierra Leona, que generó una gravísima emergencia sanitaria en esta parte de África Occidental y que hasta marzo de 2016, cuando la OMS consideró oficialmente erradicado el foco vírico en el país, dejó un balance de 14.000 infectados y 3.900 fallecidos, empujó a Aki-Sawyerr a abrir un nuevo capítulo de activismo en favor de sus paisanos, golpeados por calamidades en cadena. Inicialmente, la presidenta del SLWT y directora de inversiones de IDEA se volcó en la asistencia al Quality Assurance Team, un equipo de facultativos médicos organizado en el Reino Unido para ayudar en la contención del ébola en Sierra Leona. El éxito de Aki-Sawyerr a la hora de reclutar voluntarios para los Centros de Tratamiento del Ébola, un trabajo difícil y potencialmente peligroso por el alto riesgo de contagio, captó la atención del Gobierno del presidente Ernest Bai Koroma, que en enero de 2015 nombró a la activista directora de planificación del Centro Nacional de Respuesta al Ébola (NERC), con la tarea básica de diseñar e implementar una estrategia integral para acabar con el mortífero brote epidémico. El 7 de noviembre la OMS, en una evaluación provisional que aún requería de un período de vigilancia postepidémica de 90 días para convertirse en certificación oficial, declaró a Sierra Leona libre del ébola. En diciembre siguiente, en reconocimiento a sus contribuciones en la lucha contra la enfermedad, Koroma condecoró a Aki-Sawyerr con la Ebola Gold Medal, galardón especial al que en enero de 2016 siguió la investidura de la sierraleonesa como Oficial del Imperio Británico (OBE) por la reina de Inglaterra. Hasta octubre de 2017 Aki-Sawyerr, en calidad de jefa del Equipo de Entregas para las Prioridades Presidenciales de la Recuperación (PRP), siguió involucrada en los esfuerzos nacionales para recomponer el tejido socio- económico de Sierra Leona, en el día después de una crisis sanitaria que había dejado al precario país tropical prácticamente dislocado. Alcaldesa de Freetown con un programa de transformación urbana Dentro de sus servicios al Estado, Aki-Sawyerr fue la cerebro de la operación denominada Clean Freetown, iniciativa contenida en las PRP que buscaba dotar a la capital, con más un de millón de habitantes, de un sistema eficiente de recogida y tratamiento de residuos domésticos. Se trataba de una infraestructura básica de saneamiento y salubridad públicos, sin la cual difícilmente podrían alcanzarse objetivos de desarrollo humano, sostenibilidad medioambiental y resiliencia comunitaria, en una ciudad y un país tremendamente vulnerables a los embates de la naturaleza (las frecuentes inundaciones y avalanchas de lodo, favorecidas por la deforestación y la erosión), y donde la población trataba de superar el trauma de la guerra y el estrés de la reciente crisis del ébola. Clean Freetown incorporaba métodos innovadores en Sierra Leona como el servicio municipal de recogida de basuras en las mismas puertas de las viviendas. Esta experiencia piloto de regeneración urbana animó a Aki-Sawyerr a presentarse candidata, por cuenta del partido del Gobierno, el centroizquierdista Congreso de Todos los Pueblos (APC), a la alcaldía de Freetown en las elecciones generales de marzo 2018, comicios que debían renovar los mandatos de la Presidencia de la República, el Parlamento y los consejos locales. Su plataforma, Transform Freetown, proponía un ambicioso paquete de medidas para acometer una limpieza en profundidad de las calles y los superpoblados descampados chabolistas de Freetown, donde se acumulaba mucha suciedad sin recoger,

The following three reports found in the sources consulted indicate that people of Mandingo ethnicity have been targeted by supporters of the All People's Congress (APC): A press statement issued by the National Secretary General of the SLPP describes the intimidation of Mandingo SLPP supporters by youth supporters of the All People's Congress. The press statement reports that on 11 February 2010 during an election campaign for a local council by-election APC supporters “raged invectives of all sorts on SLPP supporters, particularly the Fullahs and Mandingoes since the SLPP candidate named Ibrahim Jalloh is a Fullah”. The press release states that some members of the APC carried knives, machetes and bottles.1 As no other reports were found in the sources consulted regarding this incident, the veracity of the SLPP’s claims of APC harassment can therefore not be confirmed at this time. On 20 September 2007, BBC News reported that in the town of Koquima “shops belonging to members of ex-President Tejan Kabbah's ethnic Mandingo people, have been looted and razed”. These attacks followed the election of All People's Congress (APC) leader Ernest Bai Koroma as President.

Abstract In this paper I discuss the political economy of Sierra Leone and how it should in‡uence the World Bank’sCountry Assistance Strategy (CAS). The main focus of the research is to try to understand the extent to which the perverse political incentives which drove the country into poverty and civil war between 1961 and 1991 have re-asserted themselves since the return of peace in 2002. This question is made particularly compelling by the return to power in 2007 of the All People’sCongress Party, who presided over the decline of the country. My preliminary conclusion is that while there are some obvious changes in the political environment, appeal remains in the political strategies which were so costly to the nation and some new forces which have emerged have potentially perverse consequences.

European Parliament Election Observation Delegation Statement Introduction: Following an invitation from the Sierra Leone authorities and the subsequent authorisation of the Conference of Presidents, a six member EP delegation travelled to Sierra Leone to observe the 2018 presidential, parliamentary and local council elections. The delegation followed a programme in the country from 4 to 9 March 2018 and was integrated into the EU Election Observation Mission (EU EOM) led by Chief Observer Jean Lambert (Greens/EFA, UK). The context of the 2018 elections: Sierra Leone is one of the poorest and least developed countries in the world, a situation exacerbated by the civil war which lasted from 1991 to 2002. It cost around 50,000 lives and led to the displacement of hundreds of thousands of people. The authorities subsequently faced the huge challenge of reintegrating the former combatants, many of whom had been child soldiers and a large population which had suffered physical mutilation. The Ebola epidemic in 2014 led to further loss of life. It is estimated that 81.4% of the population lives in poverty on less than $3.10 a day. The economy is heavily dependent on extractive industries and is therefore vulnerable to volatile international prices.
