At the base of this multifaceted project is a political and economic mandate to address unrest caused by racialized segregations and vast inequalities in wealth and social service provision between the historic core and the peripheral suburbs, and to recast metropolitan Paris as a socially cohesive and globally competitive region. Through an examination of three important Grand Paris policy sites—artistic re-imaginings of the region, improved transportation infrastructure and government rescaling—the dissertation argues that the attempt to create a unified and poly-centric Greater Paris region is, paradoxically, poised to further entrench existing social and spatial inequalities by orienting the city around the values of economic growth and territorial competition. It argues that the emerging urbanization regime of Paris has serious detrimental consequences for sociospatial justice and for possibilities of grassroots control over spatial production. Furthermore, the dissertation identifies a new mode of neoliberalism in France that combines the republican values of social cohesion and vast public spending, particularly in infrastructures of mass transit, with speculative development, global finance and private enterprise. vii Acknowledgements Learning, writing, and producing knowledge are all collective processes. The Chinese Communist Party's attitude toward religion - and so towards the fundamental human right of freedom of religion or belief - has reflected the views of Chinese political elites from the 19th century onwards that religion is "superstition" and a barrier to modernisation, Forum 18 News Service notes. This has led to a political approach that could be characterised as "managerial", which allows the state to retain the will and power to control religious communities. The managerial approach in today's China is more practical and flexible than the ideologically-oriented approach of the Cultural Revolution. It leaves room for religious believers and communities to manoeuvre and even grow. Indeed, there is evidence of influences from religious believers among Communist Party officials. The long-term impact this may have on freedom of religion or belief and related human rights remains to be seen. But the future of religious freedom in China is not necessarily bleak. Violations of freedom of religion or belief in China have been widespread, persistent, and egregious.

    Region Ile-de-France PROJECTS FINANCED BY THE 2016 GREEN AND SUSTAINABILITY BOND EDITO When issuing its green and sustainability bond in June 2016, the Regional Council of Ile-de-France, over which I have the honour of presiding, undertook to present in detail, within twelve months, the projects that benefited from the funds raised. With this docu- ment, this commitment has been upheld, highlighting projects that are emblematic of actions of the Region, one of whose main mis- sions is to invest for sustainable and harmonious development for its territory. Through this reporting, the momentum driven by the Regional Council is demonstrated promoting the attractiveness of Ile-de- France, through its investments in the sectors of transport, educa- tion, higher education, research and the environmental transition. You will find a new and very structural project—the extension of the RER to the west (EOLE)—which was able to begin following the signature in 2016 of the financing protocol. It will link Paris to Mantes-la-Jolie by the mid-2020s and will directly benefit 1.4 mil- lion Ile-de-France residents. You will also find another key ability Valérie Pécresse, President of Region Ile-de-France of the Region that justified the adoption of a new multi-year invest- ment plan: the construction and renovation of six high schools, in line with the highest environmental standards, in order to cope with the population growth observed in Ile-de-France and to welcome the new high school students under the best possible conditions. In order to increase the effectiveness of its policies, the Region has also set up a wide-ranging programme of local actions to better integrate environmental and socio-economic aspects into its planning strategy.

Ce 7 janvier, le Comité syndical de la future cité a décidé de mettre fin aux discussions avec le dernier groupement resté en lice pour relancer une nouvelle consultation. Un nouveau cahier des charges dans le quel les collectivités prévoient d’augmenter leur participation est en préparation et l’ouverture est désormais projetée en 2025-2026. Explications, rappel du contexte et coup d’œil chez les autres cités de la gastronomie dont les démarrages ne sont pas simples non plus. Si le couscous a rejoint le patrimoine culturel immatériel mondial de l’Unesco fin 2020, le repas gastronomique des Français (dans sa version longue avec apéro, entrée, plat de viande ou/et de poisson, dessert, café et pousse-café, sans oublier le vin) a rejoint le prestigieux catalogue de l’Unesco dès la fin 2010. C’est pour honorer et incarner cette reconnaissance qu’a germé l’idée de créer une Cité de la gastronomie. En 2012, un appel à projets est lancé et plusieurs villes sont sur les rangs. Face à cet engouement, le comité interministériel (Culture – Agriculture) décide donc de labelliser plusieurs villes, à charge à chacune de porter le projet financièrement. C’est dans ce contexte que sont retenues les villes de Chevilly-Rungis, Tours, Dijon et Lyon.

    tripleC 17(1): 101-110, 2019 http://www.triple-c.at Book review: Critical Theory and Authoritarian Populism, edited by Jeremiah Morelock Daniel Sullivan University of Arizona, Tucson, USA, [email protected], culturalexistential.lab.arizona.edu Abstract: Critical Theory and Authoritarian Populism (2018; University of Westminster Press), edited by Jeremiah Morelock, brings together the work of sociologists, political scientists, historians, and philosophers attempting to revitalise the empirical and theoretical work on antidemocratic trends of the early Frankfurt School, or Institute for Social Research. They do so in the analytic context of contemporary, globally observed ‘authoritarian populist’ movements, in which political (often right-wing) agitators pit a symbolically-constructed national ‘people’ against purported corrupt elites and minority scapegoat groups. The chapters cover wide ground and can be contrasted to some extent in terms of whether they frame the contemporary moment as highly similar to the era of the Great Depression and 1930s Fascism, or emphasise the unique nature of neoliberalism as a historical backdrop. Notable strengths of the volume include Morelock’s systematic introductory overview of early Frankfurt School work, as well as a thematic section on “Digital Authoritarianism” which resurrects the Institute’s tradition of propaganda content analysis for the social media era. Critical Theory and Authoritarian Populism offers a highly comprehensive picture of the current geopolitical nightmare and the conceptual tools for attacking it, and serves as a welcome corrective to several recent simplistic applications of the authoritarianism concept in popular science outlets. Since modern conservatism’s recent birth in the United States in the last half century or more, many historians have claimed that both anti-communism and capitalism kept conservatives working in cooperation. My contention was that the intellectual founder of postwar conservatism, Russell Kirk, made imagination, and not anti-communism or capitalism, the thrust behind that movement in his seminal work The Conservative Mind. In The Conservative Mind, published in 1953, Russell Kirk created a conservative genealogy that began with English parliamentarian Edmund Burke. Using Burke and his dislike for the modern revolutionary spirit, Kirk uncovered a supposedly conservative seed that began in late eighteenth-century England, and traced it through various interlocutors into the United States that culminated in the writings of American expatriate poet T.S. Eliot. What Kirk really did was to create a counter-narrative to the American liberal tradition that usually began with the French Revolution and revolutionary figures such as English-American revolutionary Thomas Paine.
