Dit beleidsverslag is een verantwoording van het gevoerde beleid van het partijbestuur. Twee gebeurtenissen waren van grote invloed op de partij zoals die thans (medio april 2008) functio neert. Ten eerste de vervroegde Tweede Kamerverkiezingen van november 2006, weliswaar met het zetelver lies, maar toch met als resultaat dat de PvdA op 22 februari 2007 zijn rol als oppositiepartij verwissel de voor die van regeringspartij. Per genoemde datum vormt de PvdA samen met het CDA en de Christen Unie het kabinet-Balkenende IV. Ten tweede de tussentijdse partijbestuurswisseling. Het in december 2005 gekozen partijbestuur trad in april 2007 vervroegd af. Op voorwerk van een interim-bestuur koos het PvdA-congres op 6 oktober 2007 een nieuw partijbestuur. -

The Quest for a Vision for Europe: Lessons to be learned from Dutch and German Debates on the Future Democracy of European Union Hanco Jürgens, Amsterdam Institute for German Studies (DIA)/ Montesquieu Institute In November 2012, a day before Dutch Prime Minister Mark Rutte went to Brussels to join the EU summit, he apologized in Parliament for being not very specific about his efforts in the negotiations. He said he has to speak “with his mouth full of meal”, meaning that he could not answer the questions of the Members of Parliament in detail.1 After arriving in Brussels, he confirmed his position by stating that he had come to the EU summit with a loaded gun in his pocket and that it would not be in the Dutch interest to lay down his pistol on the table immediately. In its vagueness, Rutte’s stance is in line with the Dutch EU policy, which is traditionally seen as part of the foreign policy domain. Seen from this perspective, Dutch politicians should not be too open in public about their strategy, since this could harm their position at the EU negotiation table. For several reasons, one may ask whether this position is still accurate. Since the Treaty of Maastricht, the EU has become a policy domain far beyond the field of foreign affairs, concerning not only all ministries, but above all, the peoples of the member states. Therefore, democratic legitimacy and parliamentary control has become an important issue. One might ask why Dutch parliament allows its Prime Minister to keep his gun in his pocket. -

Personalization of political newspaper coverage: a longitudinal study in the Dutch context since 1950 Ellis Aizenberg, Wouter van Atteveldt, Chantal van Son, Franz-Xaver Geiger VU University, Amsterdam This study analyses whether personalization in Dutch political newspaper coverage has increased since 1950. In spite of the assumption that personalization increased over time in The Netherlands, earlier studies on this phenomenon in the Dutch context led to a scattered image. Through automatic and manual content analyses and regression analyses this study shows that personalization did increase in The Netherlands during the last century, the changes toward that increase however, occurred earlier on than expected at first. This study also shows that the focus of reporting on politics is increasingly put on the politician as an individual, the coverage in which these politicians are mentioned however became more substantive and politically relevant. Keywords: Personalization, content analysis, political news coverage, individualization, privatization Introduction When personalization occurs a focus is put on politicians and party leaders as individuals. The context of the news coverage in which they are mentioned becomes more private as their love lives, upbringing, hobbies and characteristics of personal nature seem increasingly thoroughly discussed. An article published in 1984 in the Dutch newspaper De Telegraaf forms a good example here, where a horse race betting event, which is attended by several ministers accompanied by their wives and girlfriends is carefully discussed1. Nowadays personalization is a much-discussed phenomenon in the field of political communication. EPLO was set up in 2001 by a network of 17 European NGOs active in peacebuilding and conflict prevention. With this office the EPLO members seek to promote peacebuilding policies among the decision-makers in Europe. EPLO also aims to enhance information exchange and co-operation among its members and between them and the EU institutions dealing with conflict prevention. The International Security Information Service, Europe (ISIS Europe) acted as the conference coordinator and was responsible for the plenary sessions. Saferworld organised the Horn of Africa workshop. World Vision was responsible for the Great Lakes workshop and the European Centre for Common Ground (ECCG) together with the Group for Research and Information on Peace and Security (GRIP) organised the West Africa Workshop. De Europese verkiezingen van 10 juni 2004 ‘Europa leeft’ – zo luidde de reactie van minister-president Jan Peter Bal- kenende (cda) op de avond van 10 juni 2004, toen de voorlopige uitslag van de Europese verkiezingen (op basis van opiniepeilingen) bekend was geworden.1 De opkomst van ruim 39 procent zou volgens hem getuigen van een groeiende belangstelling van de Nederlandse kiezers voor Europa. Vergeleken met 1999 lag die opkomst inderdaad veel hoger: toen ging immers nog geen dertig procent van de kiezer naar de stembus, na het Verenigd Koninkrijk het laagste opkomstpercentage in de Europese Unie. Met een speciale publiciteitscampagne had de Neder- landse regering er dit keer alles aan gedaan om de opkomst te verhogen. Ook in de media werd geconstateerd dat ‘Europa’ invloed had gehad op het stemgedrag van de kiezer. ‘Nederland stemt Europees,’ zo meende het dagblad Trouw in zijn commentaar op de uitslag.2 De hogere opkomst betekende echter niet automatisch een grotere mate van identificatie met het project van de Europese integratie. Zo’n twin- tig procent van de stemmen werd uitgebracht op partijen die sceptisch stonden tegenover van Brussel – hetzij in praktische zin (dat wil zeggen wat betreft bepaalde aspecten van de Europese Unie), hetzij in princi- pieel opzicht (wat inhield dat de huidige Europese Unie in haar geheel werd afgewezen).3 Dit betrekkelijk hoge percentage van sceptische en kritische kiezers was niet gering, gezien het feit dat een paar jaar eerder, in 2001, de gehele Tweede Kamer met uitzondering van de sp instemde met het Ver- drag van Nice (zie tabel 1). -

At the sitting of 15 March 2001 the President of Parliament announced that she had referred the communication to the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy as the committee responsible and the Committee on Industry, External Trade, Research and Energy for its opinion (C5-0099/2001). At the sitting of 7 February 2002 the President announced that he had also referred the communication to the Committee on Citizens' Freedoms and Rights, Justice and Home Affairs for its opinion. The Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy appointed Magdalene Hoff rapporteur at its meeting of 20 March 2001. The committee considered the Commission communication and the draft report at its meetings of 22-24 January and 22-23 April 2002. At the latter meeting it adopted the motion for a resolution unanimously.
