Het najagen van een illusie? De PvdA en Europa Gerrit Voerman De PvdA is van meet af aan voorstander geweest van de Europese integratie. Daarbij speelden zowel politieke als economische overwegingen een rol: het ging erom de aartsvijanden Duitsland en Frankrijk met elkaar te verzoenen en de groei van de welvaart te bevorderen door het slechten van handelsbarrières in West-Europa. Anno 2016 zijn deze motieven voor de PvdA nog steeds lei- dend. De voortschrijdende supranationale samenwerking wordt als een garantie gezien voor vrede, politieke stabiliteit en welvaart op het Europese continent. Naast politieke en economische beweegredenen had de PvdA op het Euro- pese vlak echter ook een uitgesproken ideologisch geïnspireerde doelstelling. In 1950, toen het proces van de Europese integratie daadwerkelijk op gang kwam, legde de partij een duidelijk verband tussen de totstandkoming van een Europe- se federatie en de verwezenlijking van een op democratisch-socialistische leest geschoeide maatschappij. ‘Geen socialisme zonder Europa. Geen Europa zon- der socialisme’, zo sprak de partij destijds hoopvol uit.1 Een planhuishouding op Europese schaal in combinatie met een democratisch en politiek verenigd Europa werd noodzakelijk geacht om een dergelijke samenleving te realiseren. Van een ‘rood’ Europa kwam het niet, maar dat neemt niet weg dat binnen de PvdA de hoop daarop lange tijd bleef sluimeren. In de jaren negentig, nadat de partij haar ideologische veren had afgeschud, verdween ook de gedachte van een socialistisch Europa, maar daarmee kwam aan het wensdenken niet 249 PvdA boek 3.indd 249 31-03-16 14:14 Gerrit Voerman geheel een einde: geen socialistisch Europa, maar wellicht toch wel een sociaal Europa, of een welvaartsstaat op Europees niveau. -

The Quest for a Vision for Europe: Lessons to be learned from Dutch and German Debates on the Future Democracy of European Union Hanco Jürgens, Amsterdam Institute for German Studies (DIA)/ Montesquieu Institute In November 2012, a day before Dutch Prime Minister Mark Rutte went to Brussels to join the EU summit, he apologized in Parliament for being not very specific about his efforts in the negotiations. He said he has to speak “with his mouth full of meal”, meaning that he could not answer the questions of the Members of Parliament in detail.1 After arriving in Brussels, he confirmed his position by stating that he had come to the EU summit with a loaded gun in his pocket and that it would not be in the Dutch interest to lay down his pistol on the table immediately. In its vagueness, Rutte’s stance is in line with the Dutch EU policy, which is traditionally seen as part of the foreign policy domain. Seen from this perspective, Dutch politicians should not be too open in public about their strategy, since this could harm their position at the EU negotiation table. For several reasons, one may ask whether this position is still accurate. Since the Treaty of Maastricht, the EU has become a policy domain far beyond the field of foreign affairs, concerning not only all ministries, but above all, the peoples of the member states. Therefore, democratic legitimacy and parliamentary control has become an important issue. One might ask why Dutch parliament allows its Prime Minister to keep his gun in his pocket. -

Before joining the OSCE, he led an EU election support project in the Central African Republic (Bangui). Prior to that, from 2004 until 2014 Berman was a member of the European Parliament, focusing on development cooperation and the EU budget, and chairing the Dutch social-democratic delegation. Berman has headed EU election observation missions in Ethiopia, Senegal and Afghanistan. He started his career as a journalist and radio/television presenter for various Dutch media outlets, where he worked from 1985-2004, and has been a radio correspondent based in Paris and Moscow. Prior to holding this position, Mr. Désir was French Minister of State for European Affairs from April 2014. Mr. Désir was a Member of the European Parliament for three consecutive terms from 1999 to 2014. Mr. Désir served as Vice- President of the Socialist Group of the European Parliament from 2004 to 2009 and as First Secretary of the French Socialist Party from 2012 to 2014. Mr. Désir holds a Bachelor's Degree in Philosophy from the Paris I Sorbonne University.
