ABSTRACT OF DISSERTATION A new pastoral vision and process emerged in the Diocese of San Cristobal de Las Casas a few years after the coming of Bishop Samuel Ruiz to the diocese in 1960. The focus of this new pastoral process has been to develop a praxis of peace in a situation of poverty and cultural, economic and political systemic violence in which the Indigenous people of Chiapas have lived for so long. The pastoral workers of the diocese and the diocesan organizations made an option to accompany the poor campesino and Indigenous comunities and their social movements in their struggle for a better life. This accompaniment advanced the process of social mobilization which has taken place in south-east Chiapas since the 1970s. This study, building on widely held views by diocesan sources and some scholars about the roat causes of violence in Chiapas, provides a brief background to the long and complex history of this social conflict which culminated in an Indigenous anned uprising that erupted on January 1, 1994. This work examines the stages of the pastoral process of the Diocese of San Cristdbal, its origins and theological foundations, and highlights its significant turning points. This thesis claims that there has been a clear focus on and codtment to a concrete line of pastoral praxis since the early 1970s. The focal point of this praxis has been the building of iglesias autbctonas, autochthonous churches, where the Indigenous communities of Chiapas and their concerns became central to the diocesan pastoral work. Bishop Ruiz's charisma and experience were key to the creation, development and articulation of the new diocesan pastoral praxis. Based on key theological essays, pastoral letters and homilies of Bishop Ruiz over more than twenty-five years, this study also explores the origins of Ruiz's theological insights. In the final part, this thesis offers a critical reflection on the analysis of violence and the praxis of peace of the Diocese of San Cristobal in the broader context of Catholic social teaching and Latin American liberation theology. Peacemaking, at this moment of our history, is urgently needed on a global scale. The theme of peace occupies a central place in the Bible. In Luke's gospel, peace to the people of the earth was the first good news from heaven at the birth of Jesus (Luke 2:14). And in his proclamation of and witness to the Reign of God, Jesus was essentially launching a project of reconciliation and peacemaking with self, God, neighbour, community, society at large, and the earth. The absence of peace at this global conjuncture calls Christian churches around the world to engage in a new reflection on social peacemaking, each in their own context. Though peace is a central theme in most world religions, scholars in the area of theology of peace from different Christian traditions often note that theological reflection on peace and its pastoral implications has not been given enough attentione1I believe this remark speaks as well for other world religionsO2This thesis, "Praxis of L~heologiansand biblical scholars from diff erent Christian traditions argue that there has not been enough attention given to the topic of peace in the biblical and tbeological research.     An Update on Security, Migration, and U.S. Assistance By Adam Isacson, Senior Associate for Regional Security; Maureen Meyer, Senior Associate for Mexico and Migrant Rights; and Hannah Smith, Program Assistant November 2015 Key Findings migration crackdown has been changes in how migrants are traveling. With decreased possibilities of boarding the train in Chiapas, migrants and smugglers are now relying on different and dangerous routes and modes of transportation, including by foot, vehicle, and boat. These routes expose migrants to new vulnerabilities while simultaneously isolating them from the network of shelters established along traditional routes. Raids and operations to prevent migrants from riding atop cargo trains, known collectively as La Bestia, have been the most visible and aggressive enforcement efforts under the Southern Border Program. Migration authorities have blocked migrants from boarding trains, pulled migrants off of trains, and raided establishments that migrants are known to frequent, detaining thousands. The train operations have prompted concerns about excessive use-of-force and other abuses by the authorities involved. U.S. assistance to help Mexico secure its southern border region has increased, though there is limited transparency regarding dollar values, recipient units, equipment, and training. Additionally, some of the U.S.-donated equipme has seen little use and was reported to be ill-suited for the terrain in this region. For example, U.S.-donated observation towers serve little purpose at the densely forested Mexico-Guatemala border. U.S.-donated biometric data equipment was also observed to be in disuse or only used sporadically. The Southern Border Program brought an increase in mobile checkpoints, and new customs facilities have opened since its launch.

    The Indigenous Uprising in Chiapas as a Praxis of Liberation by Diego Malquori The Indigenous Uprising in Chiapas as a Praxis of Liberation by Diego Malquori English Abstract In this paper I focus on the indigenous uprising in Chiapas trying to understand its originality as a result of several factors: from the historical process of confrontation between the indigenous people and the white elites; to the influence of the theology of liberation in the awakening of consciousness that generated the uprising; to the transformation of the original revolutionary model in favor of a movement of civil resistance, built around the goal of a multicultural democracy; to the ability to understand and adapt to the decisive changes that the world has experienced in the last four decades. In this sense, this fight can be seen as one of the several anticipations of the struggle against neoliberal globalization. In my view, then, it is the awareness of the concrete problems of the indigenous communities, along with the utopian horizon of their struggle, that molds the originality of the Zapatista movement.     Mexico and the GEF Mexico is one of the world's 12 megadiverse countries, with more than 10 percent of the biological diversity of the planet1. A combination of mountainous terrain and the country’s location in the neo-arctic and neo-tropical transition zone contributes to Mexico's high alpha, beta and gamma biodiversity. Mexico is particularly rich in the number of species present in the country2. Mexico is also considered to be one of the countries with the highest ecological diversity in the hemisphere3. The GEF portfolio in Mexico includes 54 national projects for more than $450 million –23 projects in biodiversity, 19 in climate change, six multifocal, four in chemicals and two in international waters. Mexico has also been part of 30 regional and global projects representing more than $196 million –10 projects in biodiversity, seven in climate change, five multifocal, six in international waters and two in chemicals. Regarding the GEF Small Grants Programme (SGP), Mexico, as an upgraded country, has received more than $13 million for over 577 CSOs and community-based projects since its start in 1994. Considering the globally relevant biodiversity and Mayan cultural identity in the Yucatan Peninsula, Mexico was the first SGP to be implemented regionally. In 1999, the scope was expanded to the Pantanos de Centla Biosphere Reserve and the Coastal Plain of Tabasco. In 2006, project finance was extended to Chiapas and since 2012 the Programme operates in the Yucatan Peninsula, Tabasco state and 9 micro-regions in the Chiapas state. CSO Experiences in Mexico The active engagement of CSOs in actions to protect the global environment has contributed to the national portfolio in Mexico, which includes numerous projects implemented by and in partnership with CSOs.

Larger-than-minimal coalitions have always been problematic for traditional coalition theory. The Israeli case provides therefore an opportunity to examine the various actors' motivations and behaviour, as they reflect on coalition theory at 1arge. These rebellions marked an unprecedented challenge of creole authority, exposing the precarious nature of their position as the ruling class. In fact, the creoles would lose complete control of their territory in the 1840s, resulting in a violent period of rebellion that would span over half a century. It was only in 1902 that the Mexican army would occupy the Southeastern territories to finally end the insurgency, but not before the war had emptied the region of over half its inhabitants, costing the peninsula some 300,000 lives. This rebellion, known as the Caste Wars, marked a sudden and violent disruption of social and racial hierarchies that had long organized life in the Yucatan peninsula. Creoles across the peninsula began attempts to explain the once impossible notion of indigenous hegemony, focusing on the racial component of its rebels while blaming the region’s violent colonial experience. They described the Caste War as a “war against civilization,” and as a demonstration of the Indio’s disdain toward new political systems dictating the political inclusion of indigenous groups.
