    Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

Die Einsatzstelle: ALEH Negev – Nahalat Eran Das Dorf ALEH Negev ist eine Einrichtung für Menschen mit schweren und komplexen Beeinträchtigungen im Norden der israelischen Negevwüste. Neben Wohneinheiten für insgesamt 140 Residents befinden sich auf dem Gelände ein Krankenhausflügel für die, die eine medizinische Rundumbetreuung benötigen, ein integrativer Kindergarten, ein Hydrotherapiepool, eine Schule für die wenigen Kinder von ALEH Negev und viele auswärtige Schüler*innen, ein Streichelzoo und ein Reitzentrum sowie die Gebäude der Ta'asuka, also des Arbeitsplatzes der Bewohner*innen. Hinzu kommen Verwaltungsgebäude und die Räume für ambulante Therapien. Die meisten dieser Gebäude gruppieren sich um eine große Garten- oder Parkanlage. Die Residents erhalten in ALEH Negev die intensive Betreuung, die sie benötigen. Sie werden in ihrem Tagesablauf von Caregivern, israelischen und ausländischen Freiwilligen sowie Nurses und Therapeut*innen begleitet. Meine Arbeit Wie die meisten Freiwilligen bin ich in einem der Wohnhäuser eingesetzt. Davon gibt es fünf, zwei Männer- und zwei Frauenhäuser sowie ein gemischtes Haus, in dem auch ein paar Kinder leben. „Mein“ Haus, Beit Shachar, ist ein Männerhaus, dort leben dreiundzwanzig Männer im Alter von etwa zwanzig bis sechzig Jahren. Sie alle sind sowohl körperliche als auch geistige eingeschränkt, weswegen sie auf intensive Pflege und Betreuung angewiesen sind. Die Häuser sind in zwei Hälften unterteilt, in der jeweils zwei Gruppen von bis zu sechs Personen leben. Je zwei Residents teilen sich ein Schlafzimmer und zwei Schlafzimmer ein Badezimmer.

Nach sechswöchigen komplizierten Koalitionsverhandlungen stellte der bisherige und neue israelische Premierminister am 18. März 2013 in Jerusalem sein Kabinett vor. Es wird von fünf Parteien bzw. vier Parteiblöcken getragen, hat die Unterstützung von 68 der 120 Parlamentsabgeordneten und umfasst 22 Minister. Die 33. Regierung des 65 Jahre jungen Staates sei zwar „zerrüttet“, urteilt die liberale Presse, habe jedoch durchaus ein eigenes Profil, „fern von jeglicher Uniformität“. Hinsichtlich ihrer politischen und sozialen Zusammensetzung sei sie ein Kabinett der privilegierten, weitgehend säkularen, jüdischen und „weißen“ (aschkenasischen, d. h. europäischstämmigen) Männer aus der Mittel- und Oberschicht. Nicht wenige Publizisten sprechen auch von einem „Kabinett der Siedler“. Politische Rahmenbedingungen Die Koalitionsbildung folgte der Rahmensetzung durch die Parlamentswahlen vom 22. Januar 2013. In deren Ergebnis zogen 12 Parteilisten in die Knesset ein. Stärkste Fraktion mit 31 der 120 Sitze wurde wie erwartet Likud Beitenu unter Benjamin Netanjahu, der durch Staatspräsident Schimon Peres am 3. Februar 2013 ein weiteres Mal mit der Regierungsbildung beauftragt wurde. Im Mittelpunkt der Koalitionsverhandlungen standen vier Themen – die äußere Sicherheit (israelisch-palästinensischer Konflikt, Umbrüche in der Region, Atomprogramm Irans), soziale und wirtschaftliche Fragen, „gleiche Pflichten für alle“ (insbes. Wehrpflicht) sowie Reform des politischen Systems (u. a. des Wahlgesetzes). In Grundfragen wurde bedingte Übereinstimmung zwischen den fünf Regierungsparteien erreicht. Verhandlungen mit den beiden ultraorthodoxen Fraktionen scheiterten vor allem an deren Gegnerschaft zum Wehrdienst der Jeschiva-Schüler, jedoch auch an der Ablehnung ultraorthodoxer Gesellschafts- und Bildungspolitik durch maßgebliche Repräsentanten des neuen Kabinetts. And if this governance is freely elected by the People, then this too is a form of freedom. When the State was founded in 1948, the Declaration of Independence became the mission statement of Israel. One of the intentions was to preserve the “Jewish character” of the State while also preserving the freedoms of the variety of people living here, Jews and non-Jews alike: “The State of Israel will be open for immigration and for the Ingathering of the Exiles…it will ensure complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex…it will guarantee freedom of religion, conscience, language, education and culture and will safeguard the Holy places of all religions.” (Declaration of Independence, 1948) How does Israel maintain the Jewish character of the State, while also maintaining freedoms? When there are different opinions about what “Jewish character” should look like, it can be challenging to create a unified governing body to preserve that character with many Jewish perspectives equally represented. Culturally, however, Jewish traditions and sacred text play a central role in public life. There is one weekly day off in Israel – the Jewish Sabbath on Saturday. There is no public holiday at Christmas, New Year’s, or Easter: rather, Chanukah, Pesach, Rosh Hashana, Yom Kippur and Sukkot are the Israelis’ holidays.

The report was covered extensively in the Israeli press and generated a heated public debate. While the report itself is currently available only in Hebrew, the following introduction provides relevant context and analysis. The introduction is followed by some key findings from the report. U.S. President Donald Trump has called Antifa a terrorist group, but it is less a cohesive group and more a broad ideological opposition to perceived fascism. Antifa’s lack of a uniform doctrine or organization results in followers presenting sometimes opposing ideals. 1 Far-left extremism in the United States largely centers around the notion of correcting an injustice but is otherwise broad in its ideological catchment. In the 20th century, U.S. left-wing extremism was synonymous with either communism or causes such as environmentalism. In the 1960s and ’70s, the Weather Underground declared war against the U.S. government and carried out a campaign of political violence.1 According to the FBI, far-left extremism in the United States was most active during the period between the 1960s and 1980s.
