This paper reflects the views only of the EENC authors and the European Commission cannot be held responsible for any use which may be made of the information contained therein. The EENC was set up in 2010 at the initiative of Directorate-General for Education and Culture of the European Commission (DG EAC), with the aim of contributing to the improvement of policy development in Europe. It provides advice and support to DG EAC in the analysis of cultural policies and their implications at national, regional and European levels. The EENC involves 17 independent experts and is coordinated by Interarts and Culture Action Europe. About the authors Dorota Ilczuk is a Professor of Economics and Cultural Management at Warsaw School of Social Sciences and Humanities. She has held a doctorate since 1995 on the topic of Institutional and Financial Analysis of Operational Opportunities for Cultural Activities in the Non-profit Sector, and a habilitated doctor degree since 2005. She is the founder and president of the Pro Cultura Foundation. In the years 2002-2007 she was the President of CIRCLE – Cultural Information and Research Centre Liaison in Europe. She is a member of the European Cultural Parliament. She co-operates with international organisations and science associations such as e.g.: European Institute for Comparative Cultural Research (ERICarts), Association of Cultural Economics International (ACEI) and International Society for Third Sector Research (ISTR). -

Cultural Marxism and Cultural Studies Douglas Kellner (http://www.gseis.ucla.edu/faculty/kellner/) Many different versions of cultural studies have emerged in the past decades. While during its dramatic period of global expansion in the 1980s and 1990s, cultural studies was often identified with the approach to culture and society developed by the Centre for Contemporary Cultural Studies in Birmingham, England, their sociological, materialist, and political approaches to culture had predecessors in a number of currents of cultural Marxism. Many 20th century Marxian theorists ranging from Georg Lukacs, Antonio Gramsci, Ernst Bloch, Walter Benjamin, and T.W. Adorno to Fredric Jameson and Terry Eagleton employed the Marxian theory to analyze cultural forms in relation to their production, their imbrications with society and history, and their impact and influences on audiences and social life. Traditions of cultural Marxism are thus important to the trajectory of cultural studies and to understanding its various types and forms in the present age. The Rise of Cultural Marxism Marx and Engels rarely wrote in much detail on the cultural phenomena that they tended to mention in passing. Marx’s notebooks have some references to the novels of Eugene Sue and popular media, the English and foreign press, and in his 1857-1858 “outline of political economy,” he refers to Homer’s work as expressing the infancy of the human species, as if cultural texts were importantly related to social and historical development. The economic base of society for Marx and Engels consisted of the forces and relations of production in which culture and ideology are constructed to help secure the dominance of ruling social groups. -

London and New York: Routledge. 2 Assessing (Multi)culturalism through Public Art Practices Anru Lee and Perng-juh Peter Shyong This chapter investigates the issue of multiculturalism through public art practices in Taiwan. Specifically, we focus on the public art project of the Mass 14Rapid Transit System in Kaohsiung (hereafter, Kaohsiung MRT), and examine how the discourse of multiculturalism intertwines with the discourse of public art that informs the practice of the latter. Multiculturalism in this case is considered as an ideological embodiment of the politics of difference, wherein our main concern is placed on the ways in which different constituencies in Kaohsiung respond to the political-economic ordering of Kaohsiung in post-Second World War Taiwan and to the challenges Kaohsiung City faces in the recent events engendering global economic change. We see the Kaohsiung MRT public art project as a field of contentions and its public artwork as a ‘device of imagination’ and ‘technique of representation’ (see Ngo and Wang in this volume). -

I said that this was what cultural theory was good for, helping us to see what is ordinarily invisible to the people who are actually members of the culture being studied. I said I thought this writer had understood that concept, and had become a cultural critic. —Kathleen Dixon (112) n the excerpt above, Kathleen Dixon re- peats what she obviously feels to be a crucial I line from one of her student’s papers, a line that expresses the kind of epiphany that would be pleasing to any writing teacher, but perhaps especially gratifying to those writing teachers who employ a cultural studies perspective in their classrooms. This is so be- cause insight for the cultural studies teacher is not simply a fortuitous, cur- sory moment in the process of rhetorical invention but is, indeed, the very heart of cultural critique. An empirical experiment: „Culture to be“ - Ideas of a generation for itself Prof. Dr. Susanne Keuchel Interaction between theory and practice Zentrum für Kulturforschung (ZfKf)/ Centre for culture research, Germany [email protected] The methodological background of the study It can often be observed that just a single methodological perspective is employed when collecting social and cultural data in the practice of empirical research, including research on culture and the arts. The exceptions to this rule very rarely cross the boundary between quantitative and qualitative methods.i A special case concerning theory construction involves studies using “grounded theory,” which was developed in Chicago in the early 1960s and which joins deductive and inductive methods in a bidirectional processii. The goal was to develop a realistic theory in order to make it applicable in practice, thereby reducing the gap between theory and practice. Even if “grounded theory” was developed primarily in the context of qualitative research, it is not a single method, but a series of methods interlocked with one another. Their focus is not on subjective observation or testing the validity of the theory, but rather on continuous, appropriate research on the topic in question by developing, testing and refining theories. This approach was the model for the Düsseldorf Youth Culture Concept. It attempted to identify appropriate concepts and basic insights for designing opportunities in “classic” cultural institutions targeted toward young people in their
